Juárez, its clock and its Indian paper mill

Juárez had 1,512,450 inhabitants at the 2020 census, according to DataMéxico.[1]
Mexico's October 2022 time law abolished daylight saving and put all of Chihuahua on UTC-6; on 30 November 2022 Juárez and four neighbouring border municipalities returned to UTC-7 with US daylight saving, matching El Paso.[2]
Balaji JMC opened its first paper manufacturing facility in Ciudad Juárez in January 2025, with an initial USD 50 million and a further USD 250 million planned: the first Indian paper mill in Mexico.[3]
Index Juárez, the city's maquiladora association, posts plant vacancies for employers such as Pegatron and Cooper Standard.[4]
More than 250 Indian companies are present in Mexico; Motherson alone runs 15 plants making wiring harnesses, mirrors and plastic parts for carmakers.[3]
The Indian community in Mexico is small, around 12,000 people, the Embassy of India says.[5]

Question: Should templates for receiving clerks at a Juárez maquiladora be in Spanish?
