WhatsApp Business API in Mexico, written in Mexican Spanish

Mexican business uses WhatsApp for quick, informal exchanges, in Spanish. Get the language right, the privacy notice in place and the timing for Cancún and Tijuana, and the rest is template work.

For Indian exporters, manufacturers and service firms with Mexican customers, and Mexican businesses evaluating InfiQ: how to write templates in Mexican Spanish, what the 2025 data-protection law and the end of INAI change, how Mexico's time zones work, and what each message costs.

Language

One delivery update, two languages

Switch between Mexican Spanish and English to see the same utility template as each customer would read it. Meta approves each language version separately.

Write for Mexico rather than for Spanish in general. The es_MX code tells Meta which variant you are submitting, and a message that reads like a translation stands out. Keep reply keywords and button labels in the customer's language too.

English matters mostly in business-to-business work with US-linked manufacturers and exporters. Store each contact's language and send the matching template language.

Market brief

Mexico in seven lines

Latin America's second-largest economy, wired into North American supply chains and comfortable on WhatsApp.

  1. 01

Mexico's nominal GDP was about US$1.84 trillion in 2025, second in Latin America after Brazil, by the IMF's estimate.[8]

  2. 02

It was the largest US partner for goods trade in 2024, at US$839.9 billion or 15.8% of US goods trade.[9]

  3. 03

Manufacturing value added was about 20% of GDP and exports of goods and services about 40% of GDP in 2025, World Bank data show.[10]

  4. 04

Personal remittances received were about US$65.1 billion in 2025.[11]

  5. 05

The U.S. International Trade Administration notes that WhatsApp is popular for quick, informal communications in Mexican business.[12]

  6. 06

Meta chose Mexico as one of two first test markets for its Business AIs and, in October 2025, extended them to all eligible businesses in Mexico on WhatsApp.[13]

  7. 07

Banco de México's CoDi lets people request and make payments from a phone through a bank account; it began operating on 30 September 2019 and settles through SPEI.[14]

Compliance

A new privacy law, and a new authority

Mexico replaced its data-protection law and its regulator in March 2025. Much of the detail below comes from DLA Piper's summary of the new law; confirm specifics such as consent tiers against the official text before relying on them.

Mexico's new Federal Law on the Protection of Personal Data Held by Private Parties (LFPDPPP) was issued on 20 March 2025 and repeals the 2010 law of the same name.[1],[3]

Regulator: Secretaría Anticorrupción y Buen Gobierno (SABG)

  1. Point 1

INAI is gone; the SABG holds data protection

INAI, the former autonomous transparency and data-protection institute, was extinguished in March 2025 after a December 2024 constitutional reform. The government's site says personal-data protection is now a responsibility of the Secretaría Anticorrupción y Buen Gobierno.[2],[3]

  2. Point 2

    Consent comes in tiers

DLA Piper summarises the 2025 law as making implied (tacit) consent after a privacy notice the general rule, with express consent for financial or asset data and express written consent for sensitive data. The summary does not single out messaging apps, so applying these tiers to WhatsApp marketing is an interpretation.[1]

  3. Point 3

Privacy notice first, ARCO rights always

A privacy notice (aviso de privacidad) must be available before personal data is processed, and people keep their ARCO rights: access, rectification, cancellation and opposition.[1]

  4. Point 4

    Older guidance may still apply

DLA Piper reported that the 2011 Regulations and earlier INAI guidance remained applicable while the new authority had not issued its own guidelines.[1]

  5. Point 5

    REPEP: screen promotional lists

PROFECO runs the Registro Público para Evitar Publicidad, where consumers register to avoid advertising and companies can consult the list. Whether it covers WhatsApp messages could not be confirmed, so screening promotional lists against it is the cautious choice.[4]

  6. Point 6

Some payment data must stay in Mexico

Banco de México and banking-commission rules from 2021, enforced from 2022, require certain sensitive electronic-payment data to be stored and processed in Mexico. Payment and fintech businesses should keep that data out of chat.[15]

  7. Point 7

    WhatsApp's own opt-in rule

Whatever consent tier the law sets, Meta's WhatsApp Business Messaging Policy requires the person's opt-in confirming they want messages from you.[20]

  8. A summary of public guidance from the sources cited, not legal advice.

Four clocks, and most business on one

Mexico dropped seasonal daylight saving time in 2022. Mexico City, Guadalajara and Monterrey stay on UTC-6 all year.

Quintana Roo, home to Cancún, runs on UTC-5; the Pacific zone, including Sinaloa, Sonora and Baja California Sur, on UTC-7; and Baja California on UTC-8 with US-style daylight saving, as do some northern border municipalities. A campaign timed for Mexico City lands an hour later in Cancún, and one or two hours earlier in Tijuana depending on the season.

From India, Mexico City is eleven and a half hours behind: 20:30 IST is 09:00 in the capital. The industrial triangle of Mexico City, Guadalajara and Monterrey shares that clock, so one evening send from India covers most of Mexico's business.

Industries

Where Mexico's money moves, and what it messages

Six parts of the economy where WhatsApp updates already have an obvious job.

  1. 01

    Automotive

Mexico ranked fifth in the world for light-vehicle manufacturing and exports in 2024, and the U.S. ITA calls the sector the country's main generator of foreign exchange.[17]

  2. 02

    Export manufacturing

About 20% of GDP in 2025, concentrated in the Mexico City–Guadalajara–Monterrey industrial triangle.[10],[16]

On WhatsApp: Purchase-order status · Shipment updates to buyers · Supplier coordination

  3. 03

    Fintech and digital payments

The U.S. ITA counts over 1,104 fintech start-ups, most focused on payments and remittances, personal finance, crowdfunding and lending.[18]

On WhatsApp: Payment reminders · Transfer confirmations · Onboarding support

  4. 04

    Remittance services

Inflows of about US$65.1 billion in 2025 support money-transfer, banking and payment services for recipient households.[11]

On WhatsApp: Transfer-status alerts · Pickup confirmations

Two ways in

Two routes to Mexican customers

Indian businesses can start today; a business based in Mexico starts with sales.

Your business is in India

  1. 1.

    Write the Spanish first

Draft each template in Mexican Spanish, then English if you need it, and have a native speaker review before you submit.

  2. 2.

    Publish a privacy notice

Give contacts an aviso de privacidad before you collect their numbers, and record their opt-in to WhatsApp messages in InfiQ's consent records.

  3. 3.

    Go live

Start a 7-day Lite trial, no card needed. Once Meta business verification is complete, a number is live in about two hours.

Your business is in Mexico

  1. 1.

    Talk to sales

InfiQ serves India-based businesses. A company based in Mexico should talk to sales about availability before planning around it.

  2. 2.

    Check data location

InfiQ processes customer data in India and bills in rupees. If you handle payment data covered by Mexico's localisation rules, keep it out of chat.

Questions businesses ask about WhatsApp in Mexico

Under Mexico's 2025 privacy law, is implied consent enough for WhatsApp promotions?+
Possibly, but treat it with care. DLA Piper's summary of the 2025 law describes implied consent after a privacy notice as the general rule, with express consent for financial or asset data and express written consent for sensitive data. The law does not single out messaging apps, and WhatsApp's own policy requires an opt-in to messages from you anyway, so collect a clear opt-in.
Who regulates personal data in Mexico now that INAI has closed?+
The Secretaría Anticorrupción y Buen Gobierno (SABG). INAI was extinguished in March 2025 after a constitutional reform, and the government's site says personal-data protection is now the SABG's responsibility. Update any privacy notice that still names INAI as the authority.
Should we check REPEP before sending WhatsApp promotions to Mexican numbers?+
It is the cautious choice. REPEP is PROFECO's registry for consumers who do not want advertising, and companies can consult it. Whether it covers WhatsApp messages could not be confirmed, so screening promotional lists against it costs little and avoids an argument later.
Can Mexican customers pay by SPEI, CoDi or card inside the chat?+
Not inside the chat on InfiQ, which does not offer in-chat payments. Send a [payment link](/glossary/payment-link) from your own checkout or payment provider in a utility template or a reply, and the customer completes payment there, in their bank app through SPEI or CoDi, or by card.
Can a Spanish-language bot answer Mexican customers outside office hours?+
Yes. [InfiQ Flows](/products/flows) is a no-code builder for automated conversations, so you can publish a Spanish flow for order status and common questions that runs at any hour, and your agents pick up in the shared inbox when they are back. Meta's Business AI agent is on InfiQ's roadmap, with parts rolling out.
How should we time WhatsApp sends for Cancún and Tijuana as well as Mexico City?+
Schedule by zone. Mexico City is on UTC-6 all year, Cancún an hour ahead of it, and Tijuana follows US-style daylight saving, so it is one or two hours behind the capital depending on the season. Segment the list by state and schedule each segment for its own morning.
Can we run El Buen Fin and meses sin intereses offers on WhatsApp?+
Yes, as marketing templates to contacts who opted in, charged at ₹3.49 per message to Mexican numbers. Say plainly what the offer is and how long it runs, screen promotional lists against REPEP, and give people an easy way to stop.
We are a Mexican company. How do we buy InfiQ, and in what currency?+
Through sales, if at all. InfiQ serves India-based businesses: it invoices in rupees, processes customer data in India and supports customers in English and Hindi on India time. A company based in Mexico should ask sales about availability; Indian businesses with Mexican customers can start with a 7-day Lite trial, no card needed.
