Detroit faces Windsor across the Detroit River, and many supply chains here run on both sides of it. That matters for WhatsApp. Meta's block on marketing templates covers numbers with a +1 dialling code and a US area code, so it applies to a buyer on a 313 or 248 number but not to one on a Windsor number, whose area code is Canadian.
That does not make a Windsor buyer fair game. Canada's anti-spam law sets its own consent rules for commercial messages, and the Canada guide covers them. In practice, a cross-border programme keeps two flags per contact, the country of the number and the consent recorded, and lets the sending system read both before anything promotional leaves India.
For everything else the river changes little. Order, quality and dispatch messages are utility templates on either side, and replies inside the 24-hour window are service messages wherever the engineer's phone is registered.
