One student, two numbers
A student from Hyderabad who arrives at Carnegie Mellon usually keeps her Indian number and adds a 412 one. To an education lender in India she is now two contacts with different rules. On +91 she can receive anything she opted in to, including a promotion, at India rates. On 412 she receives utility updates, sign-in codes and replies at the North America rate, and no promotion at all.
Ask which number she wants for which messages, record both with their country codes, and send each message to the number that can receive it. Her parents in India, still on +91, are often the right recipients for fee reminders and webinar invitations anyway. Pennsylvania's consular matters go to the Consulate General of India in New York; a passport reminder should name it.
