Chicago keeps Central Time, UTC−6, moving an hour forward from the second Sunday in March to the first Sunday in November. India is ten and a half hours ahead in summer and eleven and a half in winter, so 09:00 in the Loop is 19:30 IST from March to November and 20:30 IST the rest of the year.
The consulate's seven states do not share one clock. Detroit and most of Indiana keep Eastern time, an hour ahead of Chicago, so a family in Michigan and a distributor in Illinois get the same 09:00 broadcast an hour apart. Store each contact's time zone, not just the state, and schedule by it.
For shipment updates the clock matters less: a template sent when the train reaches the ramp arrives when it happens, which is when the buyer wants it. It matters for anything a person sends, and for questions. A buyer's 15:30 query reaches India at 02:00 or 03:00 IST, and the 24-hour window keeps it answerable in free form when your desk opens.
