A capital that keeps office hours
Türkiye moved to a permanent UTC+3 in 2016 and India keeps UTC+5:30, so the gap is two and a half hours all year. An Ankara office day from 09:00 to 18:00 runs from 11:30 to 20:30 in India; one Indian shift that starts late covers it.
In a city where the government is a prominent employer, the working day has firm edges, and messages that arrive outside it read as noise. Send updates in the Ankara working day, let replies come back to your inbox, and answer them while the 24-hour window is open: a question at 17:00 in Kızılay is still free-form at 13:00 the next day in India.
Treat the İYS question the same way you treat office hours: as something to settle before the first message, not after a complaint. The Türkiye guide sets out the three layers of rules and marks which one is still open.
