What WhatsApp Business Platform means
The WhatsApp Business Platform is the collective name Meta uses for the products it gives businesses to talk to customers on WhatsApp. It spans two very different things: the free WhatsApp Business App for small teams chatting from a phone, and the WhatsApp Business API (delivered today as the Cloud API) for messaging at scale through software.
Because "platform" is the umbrella, it is broader than the API alone. When Meta describes pricing models, template categories, quality signals or messaging tiers, those rules are properties of the Platform that apply across the API. A business "on the WhatsApp Business Platform" might mean it is on the app or the API, so the specific product still matters.
