Description
What is WhatsApp Manager?
WhatsApp Manager is the web console where a business's admins look after its WhatsApp presence on the WhatsApp Business Platform. It lives inside Meta Business Suite and opens on a WhatsApp Business Account (WABA): from there admins see the account's phone numbers with their display-name status, quality rating and messaging limit, create and manage message templates (including from Meta's template library), build and publish WhatsApp Flows, read insights on messages delivered and spend, and reach payment settings.
It is a workspace, not an owner. The business portfolio (formerly Business Manager) owns the WhatsApp accounts, users, partners and payment methods; WhatsApp Manager is the screen through which people with the right access operate those assets. That is why a person needs a role on the portfolio and permission on the account before WhatsApp Manager shows it, and why partner access granted in Business Suite settings changes what each agency sees.
The console and the API work on the same objects. A template created in WhatsApp Manager appears at /{WABA_ID}/message_templates, and one created through the Business Management API appears in the console. Since Meta's new account model began rolling out on 23 September 2026, Business Suite shows WhatsApp Accounts (numbers and, later, usernames) and Messaging Accounts (templates and billing) on separate tabs, so screens and older guides may not match for a while.
Key takeaways
- WhatsApp Manager is the web console in Meta Business Suite for operating WhatsApp accounts and their numbers, templates and insights.
- It is the operator's workspace; the business portfolio is what owns the accounts it shows.
- Phone number status, display name, quality rating and messaging limit are all visible per number in WhatsApp Manager.
- Everything it does to templates and numbers can also be done through the Business Management API.
- After Meta's 2026 account split, Business Suite lists WhatsApp accounts and Messaging accounts on separate tabs.
Mechanics
How does WhatsApp Manager work?
step 1 — Get a role on the portfolio
An admin adds you to the business portfolio in Business Suite settings and grants you access to the WhatsApp account with full or partial control.
step 2 — Open the account
From Business Suite, open WhatsApp Manager and pick the account. Each portfolio can own several, so check the name and ID at the top before changing anything.
step 3 — Check each phone number
The phone numbers view shows connection status, display name status, quality rating (GREEN, YELLOW or RED) and the messaging limit, plus settings such as two-step verification where it still applies.
step 4 — Manage templates and Flows
Create, edit, duplicate or delete templates, see their status and category, and build or publish Flows. Rejections show the reason and an appeal option.
step 5 — Read insights and payment settings
Insights chart messages sent, delivered and read and the cost by category. Payment settings show the payment method or credit line attached to the account.

Handy for alerts: poll or subscribe to webhooks instead of checking the console by hand.
Caveats
Common mistakes with WhatsApp Manager
Thinking the console owns the account
If a person's role is removed from the portfolio, the account vanishes from their WhatsApp Manager, but it still exists. Check portfolio users and partners before assuming anything was deleted.
Editing in the wrong account
Portfolios with several accounts look alike in the console. Confirm the account name and ID before deleting or editing templates.
Relying on someone checking the console
Paused templates and quality drops are easy to miss. Subscribe to template status and quality webhooks and alert on them.
Giving every user full control
Agencies and junior staff rarely need payment or user management. Grant partial access scoped to templates or insights.
Example
Example: A template stops sending
A Lucknow coaching institute's fee-reminder campaign starts failing on a Monday morning. The support lead opens WhatsApp Manager instead of waiting for the developer: the phone number is still GREEN, but the fee_reminder template shows Paused after a run of blocks over the weekend. She reads the quality notes, edits the template to add a clear opt-out button, and switches that day's send to a different approved template. Insights the next week show the block rate has fallen.
Why it matters
Why does WhatsApp Manager matter?
Most WhatsApp problems are diagnosed in WhatsApp Manager first: a template stuck in review, a number whose quality has dropped to RED, a display name that was rejected, a payment method that failed so messages stopped. Marketing and support teams who know where those screens are can fix issues in minutes without waiting for a developer, and admins who understand that the console only reflects the portfolio's permissions avoid the common panic of "our account disappeared" when a role was simply removed.
Questions
WhatsApp Manager FAQs
- How do I open WhatsApp Manager?
- Sign in to Meta Business Suite with a user who has access to the WhatsApp account, then open WhatsApp Manager from the tools menu or account settings. Without a role on the portfolio and the account, it will not appear.
- What is the difference between WhatsApp Manager and Meta Business Suite?
- Meta Business Suite is the console for the whole business portfolio, covering users, partners, ad accounts and payment methods. WhatsApp Manager is the WhatsApp-specific workspace inside it for numbers, templates, Flows and insights.
- Can I create message templates without WhatsApp Manager?
- Yes. Templates can be created through the Business Management API at /{WABA_ID}/message_templates or in a provider's dashboard; all three work on the same templates.
- Why can't I see my WhatsApp account in WhatsApp Manager?
- Usually because your user lacks access to it. Ask a portfolio admin to assign you to the account; also check you are in the right business portfolio and that a partner has not been given sole ownership.
Notes
Best practices for WhatsApp Manager
- Bookmark the account's WhatsApp Manager page so you land on the right one.
- Review each number's quality and the paused templates once a week, even with alerts in place.
- Use template duplication to create language variants instead of starting from scratch.
