01What is a Tech Partner?
A Tech Partner is the upgraded form of a Tech Provider on the WhatsApp Business Platform. Meta defines Tech Partners as Tech Providers who are, or are eligible to become, Meta Business Partners — companies Meta has vetted for their technical skills and services. In practice it is the tier a software company reaches once its WhatsApp integration has real traffic and real clients: it keeps everything a Tech Provider does (Embedded Signup onboarding, business tokens, Direct Support) and gains partner-programme status and benefits.
Meta publishes the eligibility bar. A Tech Provider must have completed all of Meta's Tech Provider setup steps; have at least 2,500 average daily messages (sent or received) on the platform over the last 7 days, or at least 200 average daily calls (business- or user-initiated) over the same period; have 10 or more active clients, meaning clients that used its app to send at least one message in the last 30 days; and maintain a business phone number quality rating of 90% or better.
What the upgrade does not change is just as important. A Tech Partner, like a Tech Provider, has no credit line, cannot let clients skip the payment-method step and does not bill clients for API usage — those remain the defining features of a Solution Partner. The difference between a Tech Provider and a Tech Partner is programme membership: Meta Business Partner status, eligibility for the Meta Business Partner SMB Accelerator programme, and access to the Partner Portal for deals, incentives and sales material.
Key takeaways
- A Tech Partner is a Tech Provider that Meta has approved as a Meta Business Partner with a WhatsApp specialty.
- To qualify: at least 2,500 average daily messages or 200 average daily calls over 7 days, 10+ active clients and 90%+ quality.
- The upgrade runs from the App Dashboard: the Meta Business Partners application, Partner Portal sign-up and the Accelerate programme.
- Benefits include training and support, analytics reports, client-matching opportunities and the accelerator programme.
- A Tech Partner still has no credit line: its clients keep paying Meta directly, unlike a Solution Partner's clients.

03 · How it works, step by step
How does a Tech Partner work?
- Step 1
Qualify on volume, clients and quality
Hit 2,500 average daily messages (or 200 average daily calls) over 7 days, keep 10+ clients active in the last 30 days, and hold quality at 90% or better.
- Step 2
Open the upgrade flow
In the App Dashboard go to WhatsApp › Quickstart and, under Become a Partner, choose Take the next step; on the Onboarding page select Become a Partner.
- Step 3
Apply to the Meta Business Partners programme
Submit the application with the WhatsApp specialty. Fill business details carefully; they are reviewed for approval and the process usually takes a few weeks.
- Step 4
Sign up for the Partner Portal
Create a Partner Portal account with your name and business ID and accept the agreement. The portal is where you work on deals and see incentives.
- Step 5
Enrol in the Business Messaging Accelerate programme
Sign the Accelerate agreement in the Partner Portal. When every step on the Onboarding page shows complete, you are a Tech Partner.
04Why does a Tech Partner matter?
For a growing software company, the upgrade turns a technical permission into a commercial relationship with Meta: training, analytics reports and client-matching opportunities can bring in business that a plain Tech Provider would have to find alone, and the accelerator programme adds incentives and accreditation. For the businesses evaluating vendors, the label is a signal that Meta has reviewed the company and that it already serves a meaningful number of active clients — though it says nothing about price, billing or support quality, which still need checking.
05 · Common mistakes, and the fix
Common mistakes with a Tech Partner
Applying before the numbers hold
The volume bar is a 7-day average and clients must be active in the last 30 days. Check both on a normal week, not after a one-off campaign spike.
Neglecting client quality
Your clients' sending habits set the quality you are judged on. Enforce opt-in, sensible frequency and easy opt-out in your product before you apply.
Expecting a credit line
The upgrade does not change billing. If clients need to skip adding a payment method, you still need a Solution Partner, for example through a Multi-Partner Solution.
Missing the emails
Several steps send emails, including the Partner Portal password link. Watch spam folders and use a shared partnerships inbox rather than one person's address.

07Example: An Ahmedabad e-commerce plug-in crosses the bar
An Ahmedabad company makes a store plug-in that sends order and shipping updates on WhatsApp for its merchants. Eighteen months after becoming a Tech Provider it has 14 merchants sending every week and averages about 3,100 messages a day, but a few merchants' promotional sends have pulled quality down. It tightens opt-in rules in the plug-in, brings quality back above 90%, and starts the upgrade from the App Dashboard. Five weeks later, after the partner application, Partner Portal sign-up and Accelerate agreement, it is a Tech Partner. Its merchants notice no change to billing: they still pay Meta directly, and the company still charges only for its plug-in.
08 · Tips from the bench
Best practices for a Tech Partner
- Track the four eligibility numbers on an internal dashboard long before you apply.
- Prepare company details, case studies and client counts once; the partner application reuses them.
- Describe yourself to clients as a Tech Partner, not as a Solution Partner, so billing expectations are right.
