What is the BSP vs Tech Provider choice?

Solution Partner (BSP) vs Tech Provider is the choice between Meta's two official routes for companies that offer WhatsApp messaging to other businesses. Both build an app on the Cloud API, onboard clients through Embedded Signup and can provide the full range of platform services. The difference is commercial: who pays Meta for each delivered message, and who invoices the client.

A Solution Partner, the role long called a Business Solution Provider (BSP), is a Meta Business Partner with a credit line. It can share that credit line with clients, so they never enter a card during onboarding, and it invoices them directly for API usage. A Tech Provider has no credit line: each client adds its own payment method to its WhatsApp Business Account (WABA) after onboarding, Meta bills the client for messages, and the Tech Provider bills only for its own product.

A third label sits between them. A Tech Partner is a Tech Provider that has also been approved as a Meta Business Partner; it still has no credit line, but it gains the partner accelerator programme, training and client-matching benefits. Tech Providers can also team up with a Solution Partner through a Multi-Partner Solution, in which the Solution Partner shares its credit line with the clients they onboard together. Each role is defined on its own page (Business Solution Provider, Tech Provider, Tech Partner); this page is the comparison.

Key takeaways

  • Solution Partners (BSPs) and Tech Providers can both offer full WhatsApp Business Platform services to client businesses.
  • Only a Solution Partner has a credit line, so its clients can skip adding a payment method and get invoiced by the partner.
  • A Tech Provider's clients add their own payment method; Meta bills them for messages and the provider bills only for its software.
  • A Tech Partner is a Tech Provider that is also an approved Meta Business Partner, which opens the accelerator programme.
  • Becoming a Solution Partner is a long process, so Meta suggests the Tech Provider route if you do not need a credit line.

Why the difference matters

Why does the BSP vs Tech Provider choice matter?

The route decides your cash flow and your clients' first experience. As a Solution Partner you carry Meta's bill and the credit risk of every client, but you can sell one invoice in rupees with no card at signup. As a Tech Provider you never front message costs, but every client must set up billing with Meta. For a buyer, the same question tells you whether your WhatsApp bill will come from Meta or from your vendor.

How does the BSP vs Tech Provider choice work?

  1. Step 1

    Decide who should pay Meta

If clients must not handle a Meta payment method, for example enterprises that pay only against invoices, you need a credit line: become a Solution Partner or partner with one. If clients can add their own card or payment method, the Tech Provider route works.

  2. Step 2

    Start as a Tech Provider

Every route begins with a Meta app, a verified business portfolio, App Review for whatsapp_business_management and whatsapp_business_messaging with Advanced access, and Embedded Signup on your site.

  3. Step 3

Upgrade to Tech Partner if you qualify

Meta's eligibility bar includes at least 2,500 average daily messages over 7 days (or 200 daily calls), 10 or more active clients and a high quality rating. You then apply to Meta Business Partners with the WhatsApp specialty.

  4. Step 4

Apply to be a Solution Partner, or join one

The Solution Partner application is the longest step and brings the credit line, direct invoicing and partner-initiated WABA creation. The alternative is a Multi-Partner Solution with an existing Solution Partner.

  5. Step 5

Use the right token for each job

Tech Providers and Tech Partners use business tokens scoped to each client. Solution Partners also use a system user token with the Finance editor role, but only to share their credit line.

Example: A SaaS team picks its route

A Kochi company sells booking software to 300 salons and wants to add WhatsApp reminders. Most salons pay by UPI or card and are happy to add a payment method in WhatsApp Manager, so the company becomes a Tech Provider: Meta bills each salon for delivered utility templates, and the company adds a WhatsApp feature fee to its subscription. A year later a hotel group asks for a single monthly invoice with no card on file. Rather than wait for its own Solution Partner approval, the company sets up a Multi-Partner Solution with a Solution Partner, which shares its credit line for that client only.

Common mix-ups

Common mistakes with the BSP vs Tech Provider choice

  • Choosing Solution Partner for prestige

The credit line is also a liability: you pay Meta for clients who pay you late or never. If you do not need to invoice clients for API usage, start as a Tech Provider and add a Multi-Partner Solution later.

  • Ignoring the client's billing setup

With a Tech Provider, a client without a valid payment method on its WABA cannot send charged messages. Make adding the payment method part of your onboarding checklist, not an afterthought.

  • Mixing up Tech Provider and Tech Partner

Tech Partner is not a billing upgrade; it is Meta Business Partner status on top of the Tech Provider role. Neither has a credit line.

  • Building on a client's system token

Partners should use business tokens obtained by exchanging the Embedded Signup code for each client. Shared or personal tokens break when an employee leaves and widen the blast radius of a leak.

Rules of thumb

Best practices for the BSP vs Tech Provider choice

  • Ask any vendor one question first: will Meta bill us, or will you?
  • A Multi-Partner Solution lets a Tech Provider offer credit-line billing to selected clients without becoming a Solution Partner.
  • Budget several weeks for the Tech Partner upgrade; Meta says approvals usually take that long.
  • Whichever route you choose, onboard clients so their WABA lives in their own business portfolio.

Solution Partner (BSP) vs Tech Provider FAQs

Is a Tech Provider the same as a BSP?+
No. Both can serve client businesses on the Cloud API, but only a Solution Partner (BSP) has a credit line and invoices clients for API usage. A Tech Provider's clients pay Meta directly.
Can a Tech Provider offer a credit line to its clients?+
Not on its own. A Tech Provider has no credit line, but it can create a Multi-Partner Solution with a Solution Partner, which then shares its credit line with the clients they onboard together.
How long does it take to become a WhatsApp Tech Provider?+
It depends mostly on business verification and App Review. You need a verified business portfolio, a Meta app with Advanced access to the WhatsApp permissions and a working Embedded Signup; Meta describes the Solution Partner route as far longer.
Which route should a business buying WhatsApp choose?+
Choose by how you want to pay. If you need one invoice with no card on file, buy from a Solution Partner. If you are fine paying Meta directly, a Tech Provider's software may suit you just as well.
