What is the phone number limit?
The phone number limit — Meta calls it the registered number cap — is the maximum number of business phone numbers a single business portfolio may register on the WhatsApp Business Platform, across all of its WhatsApp Business Accounts (WABAs). A brand-new portfolio is capped at two numbers. As soon as the business completes business verification, or reaches a messaging limit of 2,000, Meta automatically raises the cap to 20 and tells the business through a Meta Business Suite notification and a business_capability_update webhook carrying max_phone_numbers_per_business.
The cap counts numbers per portfolio, not per WABA, so creating more WABAs does not create more room, and a franchise or agency that wants a number per outlet hits it quickly. Meta's documentation describes only the 2 and 20 levels; a business that genuinely needs more numbers than that should raise it with Meta through its partner or Direct Support rather than spreading brands across extra portfolios.
People often confuse it with messaging limits, which are a different ladder entirely: messaging limits cap how many unique users the portfolio can message outside a customer service window in a rolling 24 hours (new portfolios start at 250, and verification or Meta's quality path unlocks higher limits), and every number in the portfolio shares that allowance. Adding a second or tenth number never adds messaging capacity. The phone number limit only decides how many numbers you may hold; whether a given number may join at all is phone number eligibility.
Key takeaways
- The phone number limit caps how many business phone numbers one business portfolio can register on the WhatsApp Business Platform.
- New business portfolios start with a cap of two registered numbers.
- Meta raises the cap to 20 automatically once the business is verified or reaches a messaging limit of 2,000.
- The increase triggers a business_capability_update webhook with max_phone_numbers_per_business set to the new cap.
- It is not the messaging limit: that caps unique users messaged in 24 hours, shared by every number in the portfolio.

How does the phone number limit work?
Count numbers per portfolio
All numbers registered across every WABA in the business portfolio count toward one cap. List them per WABA with GET /{WABA_ID}/phone_numbers and add them up.
Start at two
A new, unverified portfolio can register two business phone numbers. Use them for the numbers you will keep, not for throwaway tests.
Unlock 20 through verification or volume
Complete business verification in Meta Business Suite, or reach the 2,000 messaging limit through quality messaging. Either one triggers the automatic increase.
Listen for the webhook
Subscribe to business_capability_update. When the cap changes, max_phone_numbers_per_business carries the new value so your platform can unlock more registrations.
Free a slot by deleting a number
Only portfolio admins can delete numbers, only in WhatsApp Manager, and not within 30 days of the number sending a paid message.
Costly mistakes
Common mistakes with the phone number limit
Spending the first two slots on tests
Use Meta's test number from the App Dashboard for development, and register only the numbers you intend to keep until the portfolio is verified.
Creating more WABAs to get more numbers
The cap is per portfolio, so extra WABAs do not help. Verify the business instead, which also unlocks higher messaging limits.
Expecting more numbers to mean more reach
All numbers share one portfolio messaging limit. Plan campaign volume against that limit, not against the number count.
Trying to delete a number to free a slot right away
A number that sent a paid message in the last 30 days cannot be deleted, and deletion is not available through the API. Plan replacements a month ahead.

The value may carry other capability fields too; read max_phone_numbers_per_business and ignore what you do not use.
Example: A Hyderabad bakery chain plans five city numbers
A bakery chain headquartered in Hyderabad wants separate WhatsApp numbers for orders in Hyderabad, Vijayawada, Visakhapatnam, Warangal and Bengaluru. Its new business portfolio registers the first two numbers and the third fails. The team submits business verification with its GST certificate; once it is approved, a business_capability_update webhook arrives with max_phone_numbers_per_business set to 20 and the remaining three numbers register the same day. The operations head also learns that five numbers do not mean five times the reach: all five share the portfolio's messaging limit, so festive campaigns are still planned against one daily allowance.
Phone Number Limit FAQs
- How many phone numbers can I add to the WhatsApp Business API?
- Two per business portfolio at first, then 20. Meta raises the cap automatically once the business is verified or reaches a messaging limit of 2,000.
- Is the phone number limit the same as the messaging limit?
- No. The phone number limit is how many numbers you can register; the messaging limit is how many unique users the portfolio can message in a rolling 24 hours, shared by all its numbers.
- Does each WABA get its own phone number limit?
- No. The cap applies to the business portfolio as a whole, so all WABAs in the portfolio draw from the same allowance.
- How do I know my phone number limit has increased?
- Meta sends a Meta Business Suite notification and a business_capability_update webhook whose max_phone_numbers_per_business field shows the new cap.
Why does the phone number limit matter?
Numbers are how a business structures its WhatsApp presence: one for sales, one for support, one per region or brand. A cap of two decides that structure for unverified businesses, and planning a launch around five city numbers before the portfolio is verified means a launch that stalls on the third registration. Knowing that verification lifts the cap, that the count is per portfolio and that capacity does not grow with numbers lets operations teams plan rollouts and lets developers handle the webhook instead of discovering the cap from a failed API call.
