What is phone number eligibility?

Phone number eligibility is the set of conditions a phone number must meet before it can be added to a WhatsApp Business Account (WABA) and used with the Cloud API. Meta's current rules are short: the number must be owned by you, must have a country code and area code (short codes are not supported), and must be able to receive either an SMS or a voice call, because ownership is proven with a one-time code sent by one of the two. A registered number can still make ordinary calls and receive SMS, but it can no longer be used with the consumer WhatsApp app.

Number type matters more than people expect. Meta recommends mobile numbers; for fixed lines, toll-free (freephone), VoIP and inbound-only numbers, SMS delivery of the code is "not recommended" but a voice call is standard, so you choose the voice option. Shared-cost and personal numbers are poor candidates for both, and pagers are not supported. Toll-free and 1800 numbers usually sit behind an Interactive Voice Response (IVR) menu that the registration call cannot navigate; they can be registered only if you allow-list the calling numbers WhatsApp provides and route the call to a person or mailbox.

The most common blocker is a number that is already on WhatsApp. A number active in WhatsApp Messenger or the WhatsApp Business App cannot be registered on the API until that account is deleted — or, if the business wants to keep using the app, it is connected through coexistence instead. A number banned on WhatsApp must first be unbanned through the appeal process. Eligibility answers "can this number join?"; how many numbers a business may register is a separate rule, the phone number limit.

Key takeaways

  • A number is eligible if you own it, it has a country and area code, and it can receive an SMS or a voice call with the verification code.
  • Short codes are not supported; mobile numbers work best, and landlines and toll-free numbers usually need the voice-call option.
  • A number in use on WhatsApp or the WhatsApp Business App must be deleted there first, or connected through coexistence.
  • Numbers behind an IVR can be registered only if the registration call can be allow-listed and routed to a person or mailbox.
  • A banned number must be unbanned through WhatsApp's appeal process before it can be registered on the platform.

Path map

Depth 0 of up to 4. Circles are questions, squares are outcomes.

All possible outcomes (7)
  • Not a safe choice

Use a line held in the business's name; whoever holds the number controls verification.

Path: “No, it's personal or borrowed”

  • Not eligible

Short codes are not supported on the WhatsApp Business Platform.

    Path: “Yes” → “It's a short code”

  • Eligible via coexistence

Connect the Business App number through a partner's coexistence flow and keep using the app.

Path: “Yes” → “Yes” → “Yes, and we want to keep the app”

  • Eligible after deletion

Delete the WhatsApp account on the phone first; its chat history is lost.

Path: “Yes” → “Yes” → “Yes, but we can delete it”

  • Eligible

Request the code by SMS (or voice) and register the number.

Path: “Yes” → “Yes” → “No” → “Mobile”

  • Eligible by voice call

Choose code_method VOICE and disable call forwarding for the call.

Path: “Yes” → “Yes” → “No” → “Landline or VoIP”

  • Eligible with preparation

Allow-list WhatsApp's calling numbers and route the call to a person or mailbox.

Path: “Yes” → “Yes” → “No” → “Toll-free behind an IVR”

Question 1: Does the business own and control the number? 2 options.

How does phone number eligibility work?

  1. Confirm you own and control the number

It should be in the business's name with a provider you can reach. Codes are sent to the number, so whoever holds the SIM or line controls verification.

  2. Check its format and type

It needs a country and area code, for example +91 80 xxxx xxxx for a Bengaluru landline. Short codes fail; mobile is simplest; landlines, toll-free and VoIP usually need the voice option.

  3. Check whether it is already on WhatsApp

If the number is active on WhatsApp or the Business App, either delete that account (losing its chat history) or connect it with coexistence to keep using the app alongside the API.

  4. Prepare IVR and toll-free lines

Ask for the calling numbers the registration call will come from, allow-list them and route that call to a person or voicemail who can write down the code.

  5. Verify with SMS or voice

Request the code with code_method set to SMS or VOICE, enter it, then register the number on the Cloud API. Check code_verification_status first if it may already be verified.

Common mistakes with phone number eligibility

  • Using a number already on someone's WhatsApp

Registration fails while the number is active in WhatsApp or the Business App. Decide upfront whether to delete that account or connect it through coexistence.

  • Waiting for an SMS on a landline

Fixed lines and toll-free numbers rarely receive SMS. Choose the voice-call option and make sure call forwarding and IVR menus are off for the call.

  • Registering a number you do not control

A personal SIM or a number rented without a contract can be lost, and with it the ability to re-verify. Use a line held in the business's name.

  • Blocking international calls

The registration SMS or call can come from outside India. Enable international reception with your carrier before requesting the code.

Example: A Chennai hospital picks the right number

A multispeciality hospital in Chennai wants appointment reminders on WhatsApp and first proposes its 1800 helpline. The helpline sits behind an IVR that asks callers to choose a language, so the registration call would never reach a person. The hospital's options: allow-list WhatsApp's calling numbers on the IVR and route them to the front-desk supervisor, or use the reception landline, which takes the code by voice call. A third idea — the outpatient manager's mobile, already on WhatsApp — is rejected because it is a personal number the hospital does not control. It registers the reception landline with code_method VOICE, keeps the 1800 number for calls, and prints the landline on appointment cards as its WhatsApp number.

Phone number eligibility in code

# 1. Is the number already verified?
curl "https://graph.facebook.com/v26.0/{PHONE_NUMBER_ID}?fields=display_phone_number,code_verification_status" \
-H "Authorization: Bearer {ACCESS_TOKEN}"
# 2. Landline or toll-free: ask for the code by voice call
curl -X POST "https://graph.facebook.com/v26.0/{PHONE_NUMBER_ID}/request_code?code_method=VOICE&language=en_US" \
-H "Authorization: Bearer {ACCESS_TOKEN}"
# 3. Submit the code you heard
curl -X POST "https://graph.facebook.com/v26.0/{PHONE_NUMBER_ID}/verify_code" \
-H "Authorization: Bearer {ACCESS_TOKEN}" \
-F "code=123456"

request_code on an already-verified number returns an error, so check code_verification_status first.

Phone Number Eligibility FAQs

Can I use a landline number for the WhatsApp Business API?+
Yes. A landline is eligible if you own it and it can receive the verification code by voice call; choose the voice option, because landlines usually cannot receive the SMS.
Can I use my existing WhatsApp Business App number with the API?+
Yes, in two ways. Connect it through coexistence to keep using the app alongside the API, or delete the app account first and register the number on the API alone, which loses the app's chat history.
Can a toll-free or 1800 number be used on WhatsApp?+
Yes, if the registration call can get through. Allow-list the calling numbers WhatsApp gives you and route that call past the IVR to a person or mailbox who can capture the code.
Why does Meta say my number is not eligible?+
Usually it is already registered on WhatsApp, is banned, is a short code, or cannot receive the code. Delete or appeal the existing account, or switch to a number that can take an SMS or voice call.

Why does phone number eligibility matter?

Choosing the wrong number is one of the slowest ways to fail an onboarding. A business that picks its toll-free customer care line, a number already on a staff member's WhatsApp, or a SIM it does not control can lose days waiting for codes that never arrive or, worse, build its brand on a number it cannot recover later. Checking eligibility before Embedded Signup — and deciding whether the number should be a dedicated new line, an existing app number moved through coexistence, or a landline with the voice option — saves the onboarding and protects the number customers will save for years.

Best practices for phone number eligibility

  • Use a dedicated number for the API so that a staff member leaving never takes your WhatsApp presence with them.
  • Keep the line able to receive codes for its whole life; you may need to verify it again later.
  • Write down which method (SMS or voice) worked so the next re-verification is quick.
