What Messaging Limits & Tiers means

Messaging limits control how many unique customers a business can initiate conversations with in a rolling 24-hour period. Meta places new numbers on a starting tier and raises the limit through successive tiers (for example 250, then 2,000, then 10,000, then 100,000, then unlimited) as the number maintains a good quality rating and grows its volume responsibly.

Business verification and healthy quality are prerequisites for climbing tiers. A poor quality rating can hold a number back or push it down. Limits apply to business-initiated conversations, not to replies within the customer-service window.
