What a reminder passes through on its way to a 604 number
A fee reminder from an Indian admissions desk to a student in Vancouver goes through six layers. Each one decides something: whether it may be sent, in which language, at what price and at what hour.
The two layers Indian senders most often miss are the country code and the US rule. Canada and the United States share +1, so a list built from a Vancouver campus or a Lower Mainland community can hold numbers from both sides of the border. Utility updates reach both; marketing templates reach only the Canadian ones.
The clock is the easiest layer to get right from now on. The IANA time zone database, which phones and servers follow, keeps Vancouver at UTC−7 all year from 1 November 2026, after British Columbia announced year-round time. That makes the gap to India a fixed twelve and a half hours: plan sends from the developer API in Vancouver time and they stop drifting.
