WhatsApp Business API for Indian businesses with customers in Toronto
A 416 number and a 212 number share a country code and a clock. On WhatsApp they do not share the rules: Meta delivers your marketing templates to Toronto and not to New York.
For India-based businesses writing to Toronto: why a Canadian +1 number receives marketing templates that a US one does not, which South Asian languages the city's families read, when to send on Eastern Time, and what each message to a Toronto number costs in rupees.
See it work
Same +1, different rules
Most Indian CRMs file every +1 number under one heading. Compare a Toronto mobile with a New York one, row by row, before you plan a campaign.
The trap is a contact list keyed on +1. If your platform or your own rules suppress marketing to every +1 number, Toronto customers who opted in never hear about your Diwali range. If nothing suppresses it, a list mixed with New Jersey and Texas numbers sends templates that Meta will not deliver.
Store a country with each contact when it is captured, and filter on it. The area code alone is a weak test once people move and keep their numbers.

Verdict
Tag contacts by country, not by dialling code: a list that lumps Toronto in with the US either loses its Canadian offers or wastes US sends.

Toronto in figures an Indian sender can use
From the City of Toronto's own profile and Statistics Canada's 2021 census release.
The City of Toronto had 3,025,647 residents in July 2022, and the wider Toronto Region 6,471,850.[1]
In the 2016 Census, 51.2% of the city's residents were born outside Canada.[1]
The city counted 96,351 active business locations with employees in 2023.[1]
Statistics Canada counted 2.6 million South Asians in Canada in 2021, 7.1% of the population, 44.3% of them born in India, and found the largest South Asian population of any Canadian centre in Toronto.[2]
Among South Asians in Canada, the most common mother tongues after English were Punjabi (29.4%), Urdu (11.3%), Hindi (8.2%), Tamil (7.1%) and Gujarati (6.4%).[2]
Meta's documentation says WhatsApp does not currently deliver marketing templates to users with US phone numbers, defined as +1 with a US area code; it does not mention Canada.[3]
Ontario has followed the US daylight-saving rule since 2007: clocks go forward on the second Sunday in March and back on the first Sunday in November.[4]
The languages Toronto's customers read
English carries most sends. For families who read a South Asian language first, Meta accepts templates in several of the languages the census counts.
Each language version of a template is submitted to Meta and approved on its own, so start with en_CA and add the languages your own customers ask for. Inside the 24-hour window after a customer writes, agents can reply in any language they write.
| Language | Meta code | Use it for |
|---|---|---|
| English (CAN) | en_CA | The default for orders, bookings and reminders |
| Punjabi | pa | Families in Brampton and across the Toronto region |
| Hindi | hi | Students and recent arrivals from north India |
| Urdu | ur | Right-to-left; families from India and Pakistan |
| Tamil | ta | Tamil-speaking households from India and Sri Lanka |
| Gujarati | gu | Trading and business families |
| French (CAN) | fr_CA | For customers in Quebec rather than Toronto |

Plan prices are monthly, in rupees, excluding GST; yearly billing is two months free. Messages are charged per delivered message on top of the plan, at the rate for the recipient’s country. Full details: InfiQ pricing. The North America marketing rate is the one that still applies to Canadian +1 numbers. A student in Toronto who kept an Indian +91 number is billed at the India rate, ₹0.145 for a service reply. InfiQ invoices in rupees; Canadian dollar amounts in the converter are for budgeting.

What an Indian team uses to write to Toronto
The parts of InfiQ that matter once a contact list holds both Canadian and US +1 numbers.
- Broadcast campaigns
Send approved template campaigns to up to 2,00,000 contacts per broadcast, with segments, scheduling and delivery analytics.
Segment a festival campaign so it reaches opted-in Toronto contacts and leaves out the US numbers Meta will not deliver marketing to.
- Consent records and opt-out enforcement
Each contact's opt-in source and time are recorded, STOP replies are enforced at platform level (even against later imports), and the audit trail exports.
CASL turns on consent, and so does Meta: each Toronto contact's opt-in source and time is kept, and STOP blocks later sends.
- Template manager and library
Draft, submit and track WhatsApp message templates for Meta's approval, starting from a library of 1,000+ ready templates in 27 categories.
Draft one offer in en_CA, pa and hi and track each language version through Meta's approval separately.
- Shared team inbox
One WhatsApp number answered by a team: 10 users on Lite and 25 on Growth, agent and manager roles, transfers, private notes, labels and canned replies.
Toronto's working day reaches India in the evening and runs past midnight; transfers let the late shift pick up a thread with its history.

Questions Toronto businesses ask
Question: Toronto and New York both dial +1. Why does our Toronto Diwali offer get delivered when the New York one doesn't?
Answer: Meta's documentation says WhatsApp does not currently deliver marketing templates to US numbers, defined as +1 with a US area code. Canada is not named, so a Toronto 416 number receives the offer and is charged ₹2.20, provided the customer opted in. Utility messages go to both cities.
Question: Our customers in Brampton and Mississauga read Punjabi first. Can a template be written in Punjabi?
Answer: Yes. Punjabi (pa) is on Meta's list of template languages, as are Hindi, Urdu, Tamil and Gujarati. Statistics Canada found Punjabi the most common South Asian mother tongue after English. Submit each language version for approval separately, and keep an en_CA version for everyone else.
Question: Our offers to Toronto go out at 10 a.m. Eastern. Does the November clock change move the Indian send time?
Answer: Yes. Ontario leaves daylight time on the first Sunday in November. Until then 10 a.m. in Toronto is 7:30 p.m. IST; afterwards it is 8:30 p.m. IST, until clocks go forward again on the second Sunday in March. Schedule in Toronto time and the platform tracks the shift.
Question: Students from India in Toronto message our admissions desk all evening. Are our replies to them charged?
Answer: Yes. Service replies have been charged per message since 1 October 2026: ₹0.2989 to a Canadian number, or ₹0.145 if the student still uses an Indian +91 number. Meta charges by the recipient's country code, so ask students which number they use.
Question: Do Toronto customers need French templates, as customers in Quebec might?
Answer: Rarely. Toronto customers usually get en_CA templates, and the City of Toronto counted 132,765 residents in 2016 who spoke neither English nor French, which is where Punjabi, Hindi or Tamil versions help. French (fr_CA) matters for Quebec, whose language rules the Canada guide explains.
Question: Does CASL apply when an Indian company sends offers to Toronto numbers?
Answer: Plan as if it does: CASL governs commercial electronic messages sent to Canadians, and the Canada guide explains express and implied consent, sender identification and the unsubscribe rule. Keep each Toronto contact's opt-in record, and if your business is based in Toronto, talk to sales about whether InfiQ fits.
