Rayagada grew along the Nagavali under the Nandapur kings, and Maa Majhighariani's shrine still stands among its riverside temples.
Rayagada became a district on 2 October 1992, but its town is older: the Nandapur kings built it along the Nagavali. Its collectors and growers write in Odia; its buyers are often outside the state.
For Rayagada's tamarind and cotton traders, the sellers of Chatikona's Dongria Kandha shawls, and the lodges and cabs serving visitors to Maa Majhighariani: how one lot moves between collector, trader and buyer on WhatsApp, why its templates cannot be in Odia, and what each message costs.
See it work
A collector sells tamarind to a trader in the town, and the trader sends the lot to a buyer in another state. Step through who writes to whom, and which of those messages Meta has to approve first.
The collector rarely has to read a template: every message he starts is answered in Odia. Only the payment note, sent days later, has to be an approved template, and that one short message can be in Hindi or English.
The 24-hour service window explains when a reply is allowed and when the next message must be a template.

From the Rayagada district administration's pages and Invest India's ODOP list; the town's founding and its temple are general background from Wikipedia.
Rayagada district came into existence on 2 October 1992. It covers 7,073 sq km, with 2 sub-divisions, 11 blocks, 11 tahasils, 2 municipalities and 2 notified area councils.[1]
In Ashoka's time the area was part of Kalinga; a Brahmi rock inscription at Bhojpur names the Rastrik king Mandhata, whose line Kharavela later defeated.[2]
A Brahmi inscription at the Pataleswar temple records the rule of Dadarnab Dev of Gudari Kataka, and another text there names the River Langully.[2]
After Mukund Dev's defeat at Gohera Tikiri in 1519 the region passed to the Bahamanis and then to the Nandapur kingdom; under the British it was part of the Jeypore zamindari until Independence.[2]
The town was founded by King Vishwanath Dev Gajapati of Nandapur, who built a fort; a row of shrines along the Nagavali includes the temple of Maa Majhighariani, its guardian deity.[5]
The district's pages picture the Maa Majhighariani and Laxmi Narayan temples, the hanging bridge at Chekaguda and the Dongria Kandha shawls of Chatikona.[1]
Invest India's ODOP list names cotton and tamarind for Rayagada.[4]
The district's Biju KBK plan puts Bijili, Sadak and Pani first: rural electricity, roads and bridges, and irrigation and drinking water.[3]
Rayagada is a municipality and the district's headquarters, with Odia as its official language.[5]
Four businesses that follow from the district's two ODOP products, its shawls and its temple.
Tamarind is Rayagada's second ODOP product, bought from collectors and sent on to buyers elsewhere.[4]
Cotton is the district's first ODOP product; growers ask rates, gins and mills want lots confirmed.[4]
The district counts the shawls of Chatikona among its pictures of itself, and buyers far away order from photos.[1]
Maa Majhighariani's temple, the Laxmi Narayan temple and the Chekaguda hanging bridge bring visitors to the town.[1],[5]
Odia, Kui and Desia are not Meta template languages. Hindi, English and Telugu are, and each version is approved separately.
Every message a customer starts can be answered in Odia, Kui, Desia or whatever they write, because replies inside the 24-hour window are not templates. InfiQ's own support works in English and Hindi.
