WhatsApp Business API for Indian businesses with people in Porto
Porto has a university of more than 54,000 students and is one of three places where Portugal's Indian community is concentrated. Many of its Indian contacts start on a +91 number and end on a +351 one, and the message bill follows the number.
For India-based businesses with applicants, students, travellers or community customers in Porto: how a contact's WhatsApp record changes when an Indian number becomes a Portuguese one, which templates fit each stage, which languages to use for the Indian community in the north, and what each message costs in rupees.
See it work
One applicant's record, from Pune to Porto
Follow a student's WhatsApp record through an admissions season. Watch the stage where the number changes country, and with it the rate.
The trap is the last step. An admissions CRM that overwrites the +91 number with the new +351 one loses the parents in India who were reading the same updates; one that never adds the Porto number keeps sending to an Indian SIM the student no longer carries. Keep both, label which one each template goes to, and confirm the new number's opt-in with a reply.
The same shape fits anyone whose contact moves country: a nurse placed in a Porto hospital, an engineer on assignment, a family member who has settled in the north.

Porto and India, from the sources
From the Embassy of India in Lisbon, the University of Porto and the Port and Douro Wines Institute.
The Embassy of India in Lisbon says the Indian community is concentrated in the Lisbon region, the Algarve and Porto in the north.[1]
Official figures count 98,616 Indian nationals in Portugal, and the Embassy estimates 180,000 people of Indian origin, including 14,125 OCI card holders.[1]
The community's roots are in Goa, Daman and Diu, among Gujarati families who came from Mozambique and Angola, and, more recently, in Punjab and Haryana.[2]
India–Portugal trade was US$1,145.53 million in FY 2025-26, and the sail training ship INS Tarangini called at Porto from 26 to 28 August 2022.[1]
The University of Porto had more than 54,000 students in 2022/23 across 15 faculties, and the THE 2027 rankings place it first in Portugal for teaching and learning.[3]
Port wine comes from the Douro Demarcated Region, which the IVDP calls the oldest demarcated and regulated wine region in the world, dating from 1756.[4]

Template languages for Porto
Meta approves each language version separately. For Porto's mix of Portuguese customers, students and Indian families, five codes cover most needs.
Konkani, the language of many Goan families, is not a Meta template language: write their templates in Portuguese or English, and reply in Konkani inside the 24-hour window if your agents can.
| Language | Meta code | Use it for |
|---|---|---|
| Portuguese (Portugal) | pt_PT | Portuguese customers and buyers; use European Portuguese, not pt_BR |
| English | en | Students, university offices and international teams |
| Gujarati | gu | Families of Gujarati origin who came via Mozambique and Angola |
| Punjabi | pa | Recent arrivals from Punjab and Haryana |

Plan prices are monthly, in rupees, excluding GST; yearly billing is two months free. Messages are charged per delivered message on top of the plan, at the rate for the recipient’s country. Full details: InfiQ pricing. Until a student or traveller switches to a Portuguese SIM, their +91 number is billed at India rates: ₹0.19 for a utility template. Euro figures in the converter are for budgeting only; InfiQ invoices in rupees.

What an Indian team uses for Porto
The parts of InfiQ that carry a contact from India to the north of Portugal.
- Consent records and opt-out enforcement
Each contact's opt-in source and time are recorded, STOP replies are enforced at platform level (even against later imports), and the audit trail exports.
Each number's opt-in is stored with its source and time, so a student's new +351 number gets its own confirmed opt-in, and STOP is enforced on both.
- Template manager and library
Draft, submit and track WhatsApp message templates for Meta's approval, starting from a library of 1,000+ ready templates in 27 categories.
Offer, deadline and arrival templates in English, Portuguese and Gujarati, each language version tracked through Meta's approval.
- Shared team inbox
One WhatsApp number answered by a team: 10 users on Lite and 25 on Growth, agent and manager roles, transfers, private notes, labels and canned replies.
Students' questions from Porto arrive in the Indian afternoon; labels and transfers keep each applicant with the counsellor who knows the file.
- Published per-market rates
InfiQ publishes its per-message rate for every Meta market in rupees, ex-GST, so the cost of messaging customers abroad is known before you send.
InfiQ publishes the Portugal rate in rupees, so a programme that mixes +91 and +351 numbers can be costed before the season starts.

Questions Porto businesses ask
Question: Our counsellors place students at the University of Porto. Which of our WhatsApp messages to applicants are utility?
Answer: Messages about the applicant's own application: offer received, missing documents, fee and enrolment deadlines, arrival details. Each is a utility template, ₹0.19 to a +91 number and ₹1.50 to a +351 one. A note promoting next year's courses is marketing and needs their opt-in to offers.
Question: A student we placed has landed in Porto with a Portuguese SIM. Should we replace their +91 number in our CRM?
Answer: Add it rather than replace it. Parents in India may still want updates on the +91 number, and the student now reads the +351 one. Confirm the new number with a reply from the student, record that opt-in, and choose per template which number it goes to; the rate follows the number.
Question: Some of our customers in Porto are Gujarati families who came from Mozambique. Can we send them templates in Gujarati?
Answer: Yes. Gujarati (gu) is on Meta's template language list. Submit a Gujarati version alongside the Portuguese or English one; each is approved separately, and each customer receives the version you have stored as their language.
Question: We run Douro valley day trips for Indian travellers staying in Porto. When should the 07:30 pickup reminder leave India?
Answer: At 13:00 IST in winter, when Portugal is on UTC+0, five and a half hours behind India; at 12:00 IST in summer time, from the last Sunday in March. Travellers on Indian +91 SIMs are billed at ₹0.19 for the reminder, even in Porto.
Question: Porto takes 24 June off for São João. Should our updates to Porto customers stop that day?
Answer: Updates a customer is waiting for, such as a dispatch or an appointment change, can still go as utility templates. Hold back anything that asks them to act that day, and if you send a festival greeting, it is a marketing template at ₹5.21 and only for contacts who opted in to offers.
Question: We have a company registered in Porto as well as our business in India. Which should hold the InfiQ account?
Answer: InfiQ serves India-based businesses: it bills in rupees with GST and keeps customer data in India, so the Indian business is the natural account holder and can message Porto numbers at the Portugal rate. If the account must belong to the business based in Porto, talk to sales about whether InfiQ fits.
