Exports worth almost half of GDP, a tourism year still growing, and a regulator that puts the proof of consent on the sender: write to Portugal's customers in their own Portuguese, with consent you can show.
For Indian businesses with customers in Portugal, and Portuguese companies weighing InfiQ: why templates should be written in European Portuguese, what the CNPD's 2022 guideline says about consent for electronic marketing, which rate applies to Portuguese numbers, and how to start.
Language
Meta lists Portuguese (Portugal) and Portuguese (Brazil) as separate template languages. Switch between the pt_PT version of a shipping update and its English twin.
The difference is not cosmetic. Written for Brazil, the same update would say "seu pedido" where a customer in Lisbon expects "a sua encomenda", and would address her differently throughout. Because Meta approves each language version on its own, a pt_PT template is a separate submission, not a setting on a pt_BR one.
Portuguese is the official language under the Constitution, and the English version serves the foreign guests and international buyers much of Portugal's trade depends on. Replies inside the 24-hour customer window can be in whichever language the customer writes.

Portugal in five sourced lines, from AICEP, the IMF and SIBS.
Exports were equivalent to 46.7% of Portugal's GDP in 2024, and GDP per capita was €27,816 at current prices in 2025.[4]
Services account for about 77% of gross value added; industry, construction and energy for 21%; agriculture, forestry and fishing for 2% (the year of the shares is not stated).[4]
The IMF projects real GDP growth of 1.9% for Portugal in 2026.[7]
The resident population was 10,749,635 in 2024 (INE, as cited by AICEP), with about 3.0 million people in the Lisbon metropolitan area (PORDATA 2023).[4]
MB WAY, the SIBS mobile payment app, is used by more than 185,000 businesses and merchants and works with 94% of Portuguese issuing banks.[8]
The Constitution makes Portuguese the official language (article 11).[1]
Where Portuguese companies, and the Indian businesses that sell to or work for them, already have a reason to message.
Tourism revenue reached €20.97 billion from January to August 2026, up 3.3% on a year earlier, with 57.3 million overnight stays; UK guests accounted for 17.9% of nights.[9]
Portugal was Europe's second-largest footwear producer in 2025, exporting about 93% of its output to 174 markets (APICCAPS, via AICEP).[10]
322,404 vehicles were produced in 2022 and vehicle-component exports reached €9.1 billion; Volkswagen, Stellantis, Mitsubishi Fuso Trucks and Toyota build vehicles in Portugal.[11]
AICEP says the digital sector has attracted 120 foreign companies (undated) and lists shared services among Portugal's key industries; Porto hosts new centres such as ManpowerGroup's Global Business Centre (2025).[12],[13]

CNPD Guideline 1/2022 sorts electronic direct marketing to individuals into three cases. Answer two questions to find yours.
Two more lines of the guideline shape a WhatsApp list. Consent must be informed, specific, free, unambiguous and express, and the controller carries the burden of proving it, with an up-to-date list of the people who agreed.
The guideline does not deal with companies as recipients: marketing to legal persons follows a separate regime in articles 13.º-A and 13.º-B of Lei 41/2004, which this page does not summarise.

Prior and express consent first
With no existing relationship, electronic marketing is allowed only with the person's prior and express consent. Pre-ticked boxes, silence and inaction do not count.
Path: “No”
No new consent, but a right to object
For similar products, an existing customer can be contacted without fresh consent if they can object when their details are collected and in every message. WhatsApp's own policy still requires their opt-in to messages from you.
Path: “Yes” → “Yes, similar”
Prior and express consent
A different product line needs the customer's prior and express consent, even though they already buy from you.
Path: “Yes” → “No, something different”
Question 1: Is the person already your customer? 2 options.
Compliance
Portugal treats electronic direct marketing as a matter for a special law, with the GDPR filling the gaps around it.
Point 1
Email, SMS/MMS and phone calls, whether automated or made by a person. It does not mention WhatsApp, so treating WhatsApp messages as covered is an interpretation.[5]
Point 2
Informed, specific, free, unambiguous and express. Pre-ticked boxes, silence and inaction are not consent.[5]
Point 3
The controller bears the burden of proving consent and must keep an up-to-date list of the people who gave it.[5]
Point 4
It received about 4,000 complaints about unsolicited electronic marketing between May 2019 and January 2022: 528 in 2019, 1,256 in 2020 and 2,075 in 2021.[5]
Point 5
Meta's Business Messaging Policy requires a person's opt-in to messages from your business, whichever of the CNPD's cases applies.[14]

The CNPD puts the proof of consent on the sender. These are the InfiQ pieces that carry it, and the ones that do the sending.
Each opt-in stored with its source and time, STOP enforced at platform level, and an audit trail to export when proof is asked for.
pt_PT and English versions drafted, submitted and tracked as separate approvals.
Offers to the consented segment only, timed for Lisbon, with the Azores an hour later.
Replies in Portuguese or English answered by a team, with transfers, notes and canned replies.
A number already on the WhatsApp Business app can stay on it while the API runs alongside, within Meta's limits.
The regional rate for Portuguese numbers is published in rupees before you send.
Getting started
Four steps for an Indian business messaging Portugal, then the route for a business based there.
From India
A 7-day Lite trial, no card needed. After it, Lite is ₹999 a month and Growth ₹2,999, billed in rupees.
From India
Meta runs it at its own pace. Once Meta business verification is complete, your number is live in about two hours.
From India
Order, booking and delivery templates in European Portuguese, with English versions for international customers.
From India
Express, unticked, dated, with the wording kept, and a list you keep current as people withdraw.
Based in Portugal
InfiQ serves India-based businesses: rupee billing, customer data processed in India, support in English and Hindi on India time. For a business based in Portugal, availability outside India goes through sales.
Question: Does the CNPD's consent rule for email and SMS also cover WhatsApp?
Answer: The guideline does not say so in terms. CNPD Guideline 1/2022 names email, SMS/MMS and phone calls, not WhatsApp, so applying it to WhatsApp is an interpretation. It is the cautious one, and WhatsApp's own policy requires opt-in anyway, so plan on prior and express consent for promotions.
Question: Can we send offers on WhatsApp to existing Portuguese customers without asking again?
Answer: For similar products, the guideline allows electronic marketing to existing customers without fresh consent, if they could object when their details were collected and can object in every message. For different products you need prior and express consent. Either way, WhatsApp's policy requires the customer's opt-in to messages from you.
Question: How do we meet the CNPD's burden of proof for consent?
Answer: Keep a dated record for each person: where they agreed, what they were shown and when, and keep the list current as people withdraw, because the guideline puts the burden of proof on the controller. InfiQ records each contact's opt-in source and time and exports the audit trail.
Question: Should templates for customers in Portugal use pt_PT or pt_BR?
Answer: Use pt_PT. Meta treats Portuguese (Portugal) and Portuguese (Brazil) as separate template languages, each approved on its own, and European Portuguese differs in vocabulary and in how it addresses the reader. If you also sell to Brazil, keep two versions.
Question: Can customers pay with MB WAY or a MULTIBANCO reference from a WhatsApp message?
Answer: InfiQ does not process payments inside WhatsApp, but a utility template can carry a link to your payment page or the payment reference your provider generates. Whether MB WAY or MULTIBANCO is offered there depends on your payment provider.
Question: Which rate applies to a Portuguese mobile number?
Answer: Portugal is charged at Meta's Rest of Western Europe rate: on InfiQ, ₹5.21 per marketing message, ₹1.50 utility, ₹1.50 authentication and ₹1.50 per service reply, in rupees before GST. Plans start at ₹999 a month.
Question: When should messages to Lisbon and the Azores go out?
Answer: Lisbon keeps Western European Time, UTC+0 in winter and UTC+1 in summer, and the Azores are one hour behind. From India, Lisbon is four and a half hours behind in summer and five and a half after the clocks go back on 25 October 2026. A send queued for 10:00 in Lisbon reaches the Azores at 9:00.
Question: Can a company based in Lisbon or Porto sign up with InfiQ?
Answer: Talk to sales first. InfiQ serves India-based businesses: it bills in Indian rupees, keeps customer data in India and works with customers in English and Hindi on India time. For a business based in Portugal, availability outside India goes through sales.
Facts on this page were checked against these sources on the dates shown. InfiQ's rates come from its published rate card. Page updated 2026-10-20.
