A business day in Brussels
WhatsApp Business API for Indian teams working with Brussels
Brussels is officially bilingual and home to the institutions India concluded a trade deal with in January 2026. Every customer-facing message needs French and Dutch, and the city runs four and a half hours behind IST from 25 October.
- 08:30
Offices fill in the European quarter. From 25 October that is 13:00 in India, and your morning's updates are already in the thread.
- 11:00
A buyer in 1000 Bruxelles asks, in French, to move a delivery. It is 15:30 IST in winter; your desk answers at once.
- 14:00
18:30 IST in winter: the last comfortable hour for a same-day answer from your team.
- 18:00
22:30 in India. Questions sent now wait for your morning, still inside the 24-hour window.
For Indian IT and services firms, exporters, universities and event teams with contacts in Brussels: what the EU–India trade deal and the Belgian links mean, why a pre-filled chat link grows in French and Dutch, which template codes to use, the CET clock, and the Belgian rate in rupees.

Why a Brussels chat link is longer in French
A click-to-chat link on your site or in an email can pre-fill the customer's first message. In Brussels you need it in French and in Dutch; pick one and see what the link has to carry.
The practical rule for Brussels: keep pre-filled texts short, write one per language rather than one bilingual sentence, and put the language choice on the page before the link, not inside the message. A customer who taps the Dutch link should see Dutch.
The pre-filled text is only a suggestion; the customer still presses Send, and that first message opens the 24-hour window in which your agents can answer in the same language from the shared team inbox.
Encode a pre-filled message for a wa.me link
A URL can only carry a small set of characters; everything else travels as %XX bytes.
Try spaces, &, ?, # or ₹.
- Characters in
- 32
- Characters out
- 53
- 9 characters became %XX escapes; letters, digits and - _ . ! ~ * ' ( ) pass through unchanged.
- Spaces became %20. HTML forms use + for a space instead — never mix the two styles.
- Non-ASCII characters are UTF-8 encoded first, one %XX per byte: ù → %C3%B9.

What an Indian team uses for Brussels
Languages and consent carry most of the weight here.
- Template manager and library
Draft, submit and track WhatsApp message templates for Meta's approval, starting from a library of 1,000+ ready templates in 27 categories.
Keep fr_BE, nl_BE and English versions of each update together and track all three through Meta's approval.
- Consent records and opt-out enforcement
Each contact's opt-in source and time are recorded, STOP replies are enforced at platform level (even against later imports), and the audit trail exports.
Belgian law requires prior consent for advertising by electronic mail; each contact's opt-in source and time is kept, and STOP is enforced.
- Shared team inbox
One WhatsApp number answered by a team: 10 users on Lite and 25 on Growth, agent and manager roles, transfers, private notes, labels and canned replies.
Label threads by language and route French and Dutch conversations to the agents who read them.
- Developer API and webhooks
A REST API with scoped keys, idempotency keys and per-key rate limits, plus HMAC-SHA256-signed webhooks retried for 24 hours. Included on Growth, an add-on on Lite.
Order and shipping notices leave when your system records them, so a Brussels buyer sees the update at the start of their day.

Questions Brussels businesses ask
Question: Our Brussels contacts split between French and Dutch. Do we need two versions of every template?
Answer: For anything customer-facing, yes. Meta approves fr_BE and nl_BE as separate templates, and a Brussels customer who reads Dutch notices a French-only message. Keep both versions of each template together and choose per contact from the language they used with you.
Question: Is fr_BE different from plain French for a customer in the Brussels-Capital Region?
Answer: They are separate codes on Meta's list: French (fr) and French (Belgium), fr_BE, as well as Dutch (nl) and Dutch (Belgium), nl_BE. Use the Belgian codes for Brussels readers; numbers such as septante and nonante are one reason a Belgian reader can tell the difference.
Question: The EU–India trade deal is awaiting signature. Can we message Brussels buyers about it now?
Answer: Only buyers who opted in to hear from you, and an announcement about new terms or ranges is a marketing template, ₹5.21. Updates on orders already placed are utility, ₹1.50. Belgian law also requires prior consent for advertising by electronic message; the Belgium guide explains it.
Question: Our IT consultants on assignment in Brussels kept their Indian numbers. What do shift alerts to them cost?
Answer: The India rate: Meta charges by the recipient's country code, so a utility alert to a +91 number costs ₹0.19 even when it is read in Brussels. Alerts to consultants who switched to Belgian +32 numbers cost ₹1.50.
Question: Brussels leaves summer time on 25 October 2026. When should a 9 a.m. reminder leave India after that?
Answer: At 13:30 IST. Until 25 October Brussels is on CEST, three and a half hours behind India, and 9 a.m. there is 12:30 IST; from then until 28 March 2027 it is on CET, four and a half hours behind. Scheduling in Brussels time avoids the shift.
Question: We have a company registered in the Brussels-Capital Region. Can it hold the WhatsApp account?
Answer: InfiQ serves India-based businesses: it invoices in rupees with GST, keeps customer data in India and supports teams in English and Hindi on India time. Your Indian company can hold the account and message +32 numbers at the Belgian rate. If your business is based in Brussels, talk to sales about whether InfiQ fits.
