WhatsApp Business API for Indian firms with freight, buyers and students in Liège

Liège Airport handled 1,325,000 tonnes of cargo in 2025 and works through the night. Most messages that follow an Indian consignment there are status updates; offers to Walloon buyers fall under a stricter rule.

An airport that works at night, a port on the Meuse

From Liège Airport, the Port of Liège, the University of Liège and the Embassy of India in Brussels.

Liège Airport handled 1,325,000 tonnes of cargo in 2025 and passed one million tonnes by the end of September 2026. Customs, staff and handling work 24 hours a day, seven days a week, with about 60 flights a night.[1]

More than 1.35 billion e-commerce packages passed through the airport in 2025, and more than 5,100 people work directly on the airport site.[1]

Its freight list runs from pharmaceuticals and perishables to express parcels, oversized cargo and flowers; the airport calls itself one of Europe's three main entry points for flower imports.[2]

The Port of Liège, Belgium's first inland port, moved 16.4 million tonnes by waterway, road and rail in 2025 across 383 hectares and 33 port areas on the Meuse and the Albert Canal.[3]

The University of Liège counts more than 29,000 students and 5,900 staff in 11 faculties, on four campuses in three towns.[4]

The Embassy of India in Brussels puts India–Belgium trade at US$13.01 billion in 2025-26, with diamonds a significant part of it.[5]

Sort one message to a Liège contact

Pick what you want to send to a consignee, buyer or student in Liège and see what kind of message it is, what it needs first, and which country's rate applies.

Most of what an Indian shipper sends to Liège sits on the first branch: a consignment the contact is already waiting for, landing at an airport that clears freight at night. That needs an opt-in to WhatsApp updates, not a marketing consent.

Offers are where the Belgian rule bites. Advertising by electronic mail needs prior consent unless a narrow exception applies, and the APD's 2026 recommendation says the channel does not change that. The Belgium guide sets out both exceptions.

What are you sending to Liège?

Path map

Depth 0 of up to 2. Circles are questions, squares are outcomes.

All possible outcomes (8)
  • Send a utility template

Arrival, clearance or delivery slot for this air waybill, in French or English, at the Belgium utility rate.

Path: “Status of freight landing at Liège Airport” → “Yes, on the booking form”

  • Reply inside the 24 hours

They wrote today, so your desk answers without a template, at the service rate per reply.

Path: “A reply to their message from today”

  • Send a marketing template

Prior consent is on file. Name your company, give a way to stop, and keep the record of the yes.

Path: “A new range for Walloon buyers” → “A buyer who opted in to offers on WhatsApp”

  • Belgian law may allow it; ask for the opt-in anyway

The existing-customer exception covers similar products and details obtained in a sale, with a right to object. Meta's policy still wants an opt-in to your WhatsApp messages.

Path: “A new range for Walloon buyers” → “A past buyer of similar goods, no opt-in”

  • Ask for the WhatsApp opt-in first

Add a WhatsApp box to the booking form or ask by email; keep updates on email until the yes arrives.

Path: “Status of freight landing at Liège Airport” → “No, we only have their email”

  • Do not send

A bought list carries no consent to advertising by electronic mail.

Path: “A new range for Walloon buyers” → “Numbers from a bought list”

  • A utility template at the India rate

Meta prices by the recipient's country code, so a +91 number costs the India rate even while the student is in Liège.

Path: “A fee receipt for a student at ULiège” → “Their Indian +91 number”

  • A utility template at the Belgium rate

A +32 number is billed at the rate for Belgium, from the Rest of Western Europe line of Meta's card.

Path: “A fee receipt for a student at ULiège” → “A Belgian +32 number”

A simplified check, not legal advice. Article XII.13 of Belgium's Code of Economic Law and the Royal Decree of 4 April 2003 set the consent rule and its exceptions; Meta's policy asks for an opt-in either way.

Question 1: What are you sending to Liège? 4 options.

Industries

Who in India writes to Liège

Four kinds of Indian sender, matched to what the airport, the port and the university actually handle.

  1. 01

    Perishables and flower exporters

Perishable goods and flowers are on Liège Airport's freight list, and consignees want to know when a temperature-sensitive shipment has cleared.[2]

On WhatsApp: Clearance and release notices · Delivery-slot confirmations · Document-missing alerts

  2. 02

    D2C and marketplace sellers

Over a billion e-commerce packages passed through the airport in 2025; a buyer in Liège asks where an order is from the moment it ships.[1]

On WhatsApp: Order and dispatch confirmations · Out-for-delivery notices · Returns and refund updates

  3. 03

    Bulk and project exporters

The Port of Liège reaches its 33 port areas by waterway, road and rail; the Trilogiport saw rail traffic resume in March 2026.[3]

On WhatsApp: Barge or rail arrival notices · Inspection appointment reminders · Invoice and payment notices

  4. 04

    Education consultants and edtech

A university of more than 29,000 students, with a business school (HEC Liège) and an agro-bio campus at Gembloux.[4]

On WhatsApp: Application and document checklists · Fee receipts · Arrival and housing reminders

French for Liège, German for the east of the province

Meta approves each template once per language. Liège reads French; the German-speaking Community lies in the east of the same province.

Write the fr_BE version first for anything a Liège consumer receives, and keep an English version for freight desks. Replies inside the 24-hour window can be in any language your staff write. InfiQ's own support team works in English and Hindi.

What an Indian sender runs for Liège

Updates sent by the system that knows first, at a rate known before sending.

  • Developer API and webhooks

A REST API with scoped keys, idempotency keys and per-key rate limits, plus HMAC-SHA256-signed webhooks retried for 24 hours. Included on Growth, an add-on on Lite.

Your TMS or order system sends the clearance and delivery templates when a status changes at the airport overnight, without anyone in India staying up for it.

  • Consent records and opt-out enforcement

Each contact's opt-in source and time are recorded, STOP replies are enforced at platform level (even against later imports), and the audit trail exports.

Each Liège contact's opt-in source and time is stored, separately for updates and offers, so a Walloon buyer who never agreed to promotions does not receive one.

  • Shared team inbox

One WhatsApp number answered by a team: 10 users on Lite and 25 on Growth, agent and manager roles, transfers, private notes, labels and canned replies.

Export, documentation and admissions desks answer one number, with transfers when a consignee's question belongs to someone else.

  • Published per-market rates

InfiQ publishes its per-message rate for every Meta market in rupees, ex-GST, so the cost of messaging customers abroad is known before you send.

The +32 and +91 rates are published in rupees, so a mixed list of Belgian and Indian numbers can be costed before the batch goes out.

Questions Liège businesses ask

Our perishable consignments clear at Liège Airport overnight. Can the consignee get the release notice on WhatsApp before their office opens?+
Yes, if the consignee agreed to shipment updates on WhatsApp. Your system can send the utility template the moment the status changes, at ₹1.50 per delivered message to a +32 number, and it waits on the phone for the morning. Send anything that is not urgent in Liège office hours.
When should a dispatch note leave India to reach a Liège office at 09:00?+
At 13:30 IST while Belgium keeps Central European Time, from 25 October 2026 to 28 March 2027, and at 12:30 IST during summer time. India does not change its clocks, so schedule by Liège time and the note keeps its place at the start of the working day.
Should our templates for shoppers in Liège be in French, or in German for the East Cantons?+
Both, if you sell to both. Liège reads French, so use the Belgian French code fr_BE. The German-speaking Community in the east of the province reads German; Meta has no Belgian German code, so use de. Record each contact's language at opt-in and send that version.
Walloon retailers bought our textiles last season. Can we send them the new range on WhatsApp?+
Possibly under Belgium's existing-customer exception, which covers similar products and contact details obtained directly in a sale, with a right to object. Meta's policy separately asks for an opt-in to your WhatsApp messages, so ask first and keep the record. The [Belgium guide](/whatsapp-business-api/countries/belgium) explains both exceptions.
Indian students at ULiège keep their +91 numbers. Which rate applies to our fee receipts?+
The India rate. Meta prices by the recipient's country code, so a receipt to a +91 number costs ₹0.19 even while the student is in Liège; to a Belgian +32 number it costs ₹1.50. Record which number each student wants used, and send the receipt as a utility template.
Our forwarding firm has an agent at the Liège Trilogiport and its head office in Mumbai. Which one should hold the InfiQ account?+
The Mumbai office. InfiQ serves India-based businesses, bills in rupees with GST and keeps customer data in India, and it can message +32 numbers at the published Belgium rate. If your business is based in Liège, talk to sales about whether InfiQ fits.
