01What is interactive voice response (IVR)?
Interactive Voice Response (IVR) is the automated system that answers a phone line, plays recorded or synthesised prompts and acts on what the caller does: a keypress, sent as DTMF tones, or a spoken answer interpreted by speech recognition. It lets callers serve themselves (check a balance, track an order, report a power cut) or routes them to the right queue in a contact centre, often with CRM data attached so the agent knows who is calling and why.
Modern IVRs run in Cloud Telephony or a Contact Center as a Service (CCaaS) platform rather than on an office PBX, and connect to the phone network over the Session Initiation Protocol (SIP). A menu is a tree: a greeting, often a language choice in India, a few options, sub-menus, and leaves that either answer the caller, take an action through an API or hand over to an agent. Conversational IVRs replace the keypad menu with open prompts such as "Tell me what you're calling about", but they still route to the same end points.
IVR-to-WhatsApp deflection links the phone line to chat. The menu offers an option such as "Press 9 to get help on WhatsApp"; when the caller presses it, the system sends an approved WhatsApp template to the calling number, the call ends, and the conversation continues with a Chatbot or an agent. This differs from the WhatsApp Business Calling API, which carries voice calls over WhatsApp itself, and from a Missed Call Service, where the customer rings a number that hangs up and triggers a callback or message.
Key takeaways
- An IVR is an automated phone menu that callers steer with keypresses (DTMF tones) or speech, to serve themselves or reach the right team.
- Keep menus shallow: about four or five options per level and no more than two or three levels before an answer or a person.
- IVR-to-WhatsApp deflection offers a keypress that sends the caller a WhatsApp message, so the query continues in chat.
- A WhatsApp message sent from the IVR needs the caller's opt-in and an approved template, usually a utility template.
- An IVR is the voice counterpart of a chatbot; DTMF is only the keypad signal it listens for.
02 · How it works, step by step
How does interactive voice response (IVR) work?
- Step 1
Answer and identify
The IVR answers, reads the caller ID and can look the number up in the CRM to personalise the greeting or skip steps for known customers.
- Step 2
Offer language and options
Play a short menu: the language choice first where callers need it, then four or five options with the most requested first.
- Step 3
Collect the response
Capture a DTMF keypress or a spoken answer, confirm it when the action matters, and reprompt once on silence or a wrong key.
- Step 4
Resolve, route or deflect
Answer from a back-end system, route to a skilled queue, or, for the WhatsApp option, call the Cloud API to send an approved template to the caller's number.
- Step 5
Continue in chat
When the customer replies to the template, a 24-hour customer service window opens and a bot or agent carries on in WhatsApp.
- Step 6
Measure and prune
Track the Containment Rate, abandonment at each menu node and the share of callers who pick WhatsApp, and cut options nobody uses.
03Example: A Bhopal power utility's outage line
During a storm, a Bhopal electricity distributor's helpline gets ten times its usual calls. Its IVR asks for Hindi or English, then offers: 1 to report a power cut, 2 for bills, 9 for updates on WhatsApp, 0 for an agent. Callers who report a cut in an area with a known outage hear the expected restoration time and hang up. Callers who press 9 hear "By pressing 9 you agree to receive updates about this complaint on WhatsApp" and get a utility template with their complaint number; when power returns, they get a WhatsApp update instead of calling again. Agents are left with the single-home faults that need a lineman.
04Why does interactive voice response (IVR) matter?
Phone queues are the most expensive way to answer simple questions, and long, confusing menus are the most common complaint about them. A well-designed IVR resolves routine requests without an agent and sends the rest to the right queue the first time. Adding a WhatsApp option goes further: anything that needs a link, a document, a photo or a payment is easier in chat, agents can work several chats at once and the conversation leaves a written record. The call queue shrinks, and the Deflection Rate becomes a number you can manage.
05Interactive voice response (IVR) in code
// Called by your IVR platform when the caller presses 9.// The request and response shapes depend on your telephony provider.app.post("/ivr/whatsapp-handoff", async (req, res) => {const phone = toE164(req.body.caller_id); // e.g. "+919812345678"if (!phone || !isMobile(phone)) {return res.json({ say: "Sorry, we can't message this number. Please hold for an agent.", next: "agent" });}// Keep proof of the opt-in: who, when, and exactly what the prompt said.await optIns.record({ phone, channel: "whatsapp", source: "ivr", prompt: "press-9-v2", at: new Date() });await fetch(`https://graph.facebook.com/v26.0/${PHONE_NUMBER_ID}/messages`, {method: "POST",headers: { Authorization: `Bearer ${ACCESS_TOKEN}`, "Content-Type": "application/json" },body: JSON.stringify({messaging_product: "whatsapp",to: phone.slice(1),type: "template",template: {name: "outage_complaint_update", // an approved utility templatelanguage: { code: "hi" },components: [{ type: "body", parameters: [{ type: "text", text: req.body.complaint_id }] }],},}),});res.json({ say: "We have sent you a WhatsApp message. You can hang up and reply there.", next: "hangup" });});
Record the opt-in before sending, and fall back to an agent when the caller ID is a landline or withheld.
06 · Common mistakes, and the fix
Common mistakes with interactive voice response (IVR)
Menus that bury the human
Callers who can't find an agent abandon or press 0 repeatedly. Offer "speak to an agent" clearly, and never loop a caller back to the main menu more than once.
Sending WhatsApp without a real opt-in
A keypress counts as consent only if the prompt said what the caller will receive on WhatsApp. Record the prompt version, time and number, and send a utility template tied to the call's purpose.
Assuming the caller ID is a WhatsApp number
Calls come from landlines, withheld numbers and office lines. Check the number is a mobile in E.164 format, and offer to key in another number or stay on the line if it isn't.
Deflecting what chat can't solve
Pushing an emergency or a complex complaint to WhatsApp just moves the frustration. Offer chat for tasks that work better in writing: links, documents, status updates.
Never pruning the tree
Menus grow with every campaign. Review abandonment per node every month and remove options few callers choose.
07 · Tips from the bench
Best practices for interactive voice response (IVR)
- Say the action before the key: "To report a power cut, press 1", not "Press 1 for power cuts".
- Offer the WhatsApp option early in the menu, not as the last item.
- Keep each prompt short and record it in every language you support.
- Pass the call's context, such as a complaint number, into the template so the chat starts where the call ended.
