Chapter 1 · The scenario
Example: A shipping update that became marketing
A Bengaluru skincare brand added "Running low? Reorder your serum with 15% off" to its shipping template to lift repeat orders. The template was recategorised to marketing, so 40,000 monthly shipping updates were billed at the marketing rate and started counting towards customers' per-user marketing limits; a few updates were not delivered. The team rebuilt the flow: a clean utility shipping update for every order, and a separate marketing template with the reorder offer sent 25 days later only to customers who had opted in to offers. Utility costs fell back, and the reorder message could finally be measured on its own.
Chapter 2 · What is the marketing vs utility template boundary?
Most WhatsApp categorisation disputes come down to one question: is this message utility or marketing? Meta's test for utility has two parts, and a template must pass both. First, it must be non-promotional, with no promotional or persuasive intent. Second, it must be either specific to or requested by the user — an order they placed, an account they hold, a booking they made — or essential or critical to them, such as a fraud alert. Anything that fails either part is marketing, and templates with mixed content are categorised as marketing too.
The line runs through messages that look transactional. "Your order #4821 has shipped. Track it here." is utility; add "Use NEXT10 for 10% off your next order" and the same update becomes marketing. "Reminder: your monthly payment for your broadband plan will be billed on 5 November" is utility, while "Your subscription expires on 5 November! Renew today" is the kind of retargeting Meta lists as marketing. A feedback request about a specific delivery can be utility; a general survey about your brand will not be approved as utility. Order and account messages should not promote, recommend, upsell or cross-sell.
The decision has consequences beyond the label. In India a delivered utility template costs ₹0.19 and a marketing template ₹0.94, several times more; marketing also needs marketing opt-in and counts towards per-user marketing limits, while utility does not. Since 9 April 2025 a template submitted as utility that Meta judges to be marketing is approved as marketing rather than rejected, and since July 2024 approved templates are re-checked on a recurring basis, with a template_category_update webhook announcing each change. This page covers the boundary; the categories themselves are described under template category.
Key takeaways
- A template is utility only if it is non-promotional and either specific to the user's own transaction or essential to them.
- Mixed content is marketing: one upsell line turns an order update into a marketing template.
- Since 9 April 2025, a utility submission that Meta judges to be marketing is approved as marketing instead of being rejected.
- Approved templates are re-checked; the
template_category_updatewebhook reports changes, and you can request a review within 60 days. - In India utility costs ₹0.19 and marketing ₹0.94 per delivered message, so the wording decides the price.
Chapter 3 · Where it goes wrong
Common mistakes with the marketing vs utility template boundary
Judging by tone instead of intent
A plain, polite message that nudges a purchase is still marketing, and an enthusiastic order confirmation is still utility. Ask what the message is for, not how it sounds.
The "helpful" upsell line
Recommendations, "complete the look" and reorder discounts inside order or account messages make the whole template marketing. Move them into a separate, opted-in marketing send.
Assuming approval is final
Approved utility templates are re-checked. Track the
template_category_updatewebhook and template category in your reporting so a change does not surface first on the invoice.Generic surveys and reminders
"Tell us what you think of us" and "it's been a while, book again" are not tied to a specific transaction the user expects. Expect them to be marketing.
Splitting without marketing consent
Moving the offer to its own template only works if the recipient opted in to marketing. Order-update consent does not cover promotions.
Chapter 4 · How it unfolds
How does the marketing vs utility template boundary work?
Ask what triggered the message
Utility is typically triggered by a user action or request: a purchase, a booking, a sign-up, a payment due. If your business decided to send it to drive a sale, it is marketing.
Strip persuasive language
Remove offers, recommendations, "you might also like", renewal pitches and app-download prompts from utility copy. Keep facts the user needs: what happened, what is due, what to do.
Split mixed messages in two
Send the order update as a clean utility template, and send the offer separately as a marketing template — only to customers who opted in to marketing.
Submit and check the approved category
Read the category in the approval response or webhook, not the one you requested. A utility submission can come back approved as marketing.
Watch for recategorisation
Subscribe to the
template_category_updatewebhook. Utility-to-marketing changes normally get one day's notice; you can request a review up to 60 days after the change if you believe it is wrong.
Chapter 5 · Why it matters
Why does the marketing vs utility template boundary matter?
Getting the boundary wrong costs money and reach twice over. A transactional flow quietly recategorised to marketing multiplies the cost of every order update, and those updates start counting against customers' per-user marketing limits, so some may not be delivered at all. Getting it right means clean, cheap, reliably delivered utility messages for the things customers are waiting for, and deliberate, consented marketing for the things you want to sell.

Chapter 7 · What good teams do
Best practices for the marketing vs utility template boundary
- Keep a shared pass/fail list of your own template wordings so writers learn the boundary from real cases.
- Name templates by purpose (
order_shipped,offer_reorder) so category drift is easy to spot. - When a review fails, rewrite the copy rather than resubmitting the same text with a different label.
- Budget utility flows assuming they stay utility only if the copy is genuinely clean.
