What is template recategorisation?

Template recategorisation is Meta changing the category of a WhatsApp template after you chose it. The category — marketing, utility or authentication — decides how each delivered message is priced and which rules apply, so Meta checks your choice against its category guidelines. Mixed or unclear content is treated as marketing, and utility must be non-promotional and either specific to the user, requested by them or critical to them.

It happens at two moments. At review: since 9 April 2025 a template submitted as UTILITY that Meta judges to be marketing is approved as MARKETING instead of being rejected — the behaviour the old allow_category_change flag used to opt into is now the default. After approval: since 1 July 2024 Meta re-checks approved templates, and a utility template found to be marketing is moved with one day's notice, or instantly for businesses that have received a misuse warning (since 16 April 2025). Templates that should be authentication are not moved; they are rejected on the 1st of the following month, with no review available.

Every change is announced through a template_category_update webhook carrying previous_category, new_category and correct_category, plus WhatsApp Manager and email notices. The template stays APPROVED, so sends continue — at the new category's price, with the new category's rules. You can request a review in WhatsApp Manager within 60 days. This page covers the change process; the categories themselves are defined under template category.

Key takeaways

  • Template recategorisation is Meta changing a template's category, usually from utility to marketing, at review or after approval.
  • Since 9 April 2025 a utility submission that Meta judges to be marketing is approved as marketing instead of rejected.
  • Approved utility templates moving to marketing get one day's notice, or none for businesses with a misuse warning.
  • The template keeps sending but bills at the new category's rate; request a review in WhatsApp Manager within 60 days.

Why does template recategorisation matter?

Recategorisation changes cost without changing a line of your code. In India a delivered utility template costs ₹0.19 and a marketing template ₹0.94, so a high-volume order-update template moved to marketing can raise that line of the bill several times over. Marketing sends also fall under per-user marketing limits, and the template's custom time-to-live is cleared. Teams that handle the webhook and audit template copy catch the change within a day; teams that do not discover it on the invoice.

How does template recategorisation work?

  1. You choose a category

Each template is created with category set to MARKETING, UTILITY or AUTHENTICATION, and review checks the content against Meta's guidelines.

  2. Review can approve it as marketing

A utility submission with promotional content comes back APPROVED with category MARKETING. A wrong category can still end in rejection with reason INCORRECT_CATEGORY.

  3. Approved templates are re-checked

Meta's recurring checks can move an approved utility template to marketing. A template_category_update webhook gives one day's notice, or none if your business has a misuse warning.

  4. The new category applies to sends

Status stays APPROVED; deliveries bill at the new category's rate and follow its rules. message_send_ttl_seconds is reset to null, so set a TTL valid for the new category.

  5. Dispute it within 60 days

In WhatsApp Manager go to Message Templates → Business Support → Template Category Updates → Request Review. Rejected utility or marketing templates and approved marketing templates are eligible.

Example: A shipping update with a sales line

A Jaipur jewellery brand's order_shipped utility template was approved with a closing line: "Explore our new festive collection with code GOLD10." Months later Meta's recurring check flagged it, a template_category_update webhook arrived with correct_category set to MARKETING, and from the next day every shipping update was billed at the marketing rate. The developer moved the offer into a separate marketing template for opted-in customers, submitted a clean utility version without it, and switched order traffic to the new template once it was approved.

Costly mistakes

Common mistakes with template recategorisation

  • Adding one promotional line to a utility template

A single coupon or cross-sell sentence is enough to make the content marketing. Keep offers in a separate marketing template sent only to customers who agreed to receive them.

  • Not handling the webhook

Without a handler for template_category_update, the first sign is a higher invoice weeks later. Subscribe to the field and alert whoever owns messaging cost.

  • Keeping the old TTL assumption

Recategorisation clears message_send_ttl_seconds. A template that relied on a short TTL follows the new category's defaults until you set one again.

  • Expecting to appeal an authentication change

Templates that should be authentication are rejected with no review available. Replace them with a proper authentication template from the template library before the rejection date.

  • Letting misuse warnings pile up

After a warning, utility-to-marketing changes are instant, and repeat issues can rate-limit utility messages or turn every utility template into marketing for 7 days or more. Clean up borderline templates as soon as a warning arrives.

Template Recategorisation FAQs

Will a recategorised template stop sending?
No. It stays APPROVED and keeps sending; only the category, and with it the price and rules, changes. The exception is a template that should be authentication, which is rejected.
How much notice do I get?
One day when an approved utility template is moving to marketing. Businesses with a misuse warning get no advance notice: the change is instant.
Can I change the category back myself?
Not on an approved template; its category cannot be edited. Request a review in WhatsApp Manager within 60 days, or create a new template whose content genuinely fits utility.
Why was my utility template approved as marketing?
Since 9 April 2025, Meta approves a utility submission it judges to be marketing as MARKETING instead of rejecting it. Remove anything promotional and submit a new template if the message should be utility.

Best practices for template recategorisation

  • Write utility templates around one specific transaction — an order ID, a due date, an appointment slot.
  • Review utility template copy every quarter and after any marketing edit.
  • Forecast messaging costs from the category Meta reports, not the one you submitted.
  • Use the 60-day review only when the content is genuinely transactional; otherwise split it into two templates.

* Per-message rates for India, ex-GST: marketing, utility and authentication effective 1 July 2026; service messages ₹0.145 since 1 October 2026 (they were ₹0 until 30 September 2026). Volume commitments earn discounts — final rate is confirmed on your account; applicable GST extra. Rates for other countries differ (see the international rate table on /pricing).
