WhatsApp Business API for Washington's visitors and residents, from India
India sent Washington more visitors in 2025 than any country except Canada. Most of them carry Indian numbers; the families they visit carry American ones, and WhatsApp treats the two differently.
A Washington business
- Good morning from Washington! Your coach leaves the hotel at 08:45 for the Capitol and the National Mall.
- My cousin lives in Arlington. Can she join us for lunch?
- Of course. Send us her name and we will add her to today's lunch at 13:00.
- Done, thank you! See you at 08:45.
For India-based tour operators, banks, developers and admissions teams with travellers or families in Washington, DC: why visitors on +91 numbers and residents on +1 numbers are two programmes, why marketing templates do not reach US numbers, Eastern send times and rupee costs.
See it work
One tour group's Washington leg, message by message
A tour operator in India sends a group to the US with a day in Washington. Scrub through the trip and see which number each message goes to, and when it leaves India.
Most of this trip is run from India while India is dark. The morning note for breakfast in Washington leaves at 17:30 IST in summer, and a question from the National Mall at lunchtime lands at 22:30 IST, so the operator needs someone on the inbox through the Indian evening for the days its groups are in the city.
The interesting message is the sixth. The travellers' numbers are Indian and stay Indian on the Mall. The relatives they meet in Maryland and Virginia have US numbers, and Meta does not deliver marketing templates to those. A cousin who enjoyed the lunch and asks about next year's tour can get an answer in the 24-hour window, but not a promotional template later.

Washington in sourced lines
The visitors, the embassy and the two platform rules that shape a Washington programme.
Washington had 27.2 million visitors in 2025, 2.1 million of them international, and visitor spending reached US$11.9 billion, according to Destination DC.[1]
Among international source markets in 2025, India ranked second, after Canada and ahead of the United Kingdom, Germany and China.[1]
The Embassy of India's chancery is at 2107 Massachusetts Avenue NW and its consular wing at 2536 Massachusetts Avenue NW.[2]
Under jurisdictions revised from 15 July 2025, the Embassy's consular area covers the District of Columbia, Maryland, Virginia, West Virginia, Kentucky, North Carolina and Bermuda.[3]
Meta's documentation says WhatsApp does not currently deliver marketing template messages to users with US phone numbers, meaning a +1 dialling code and a US area code.[4]
Meta prices each message by the recipient's country calling code, so a visitor's Indian number is billed at the India rate while the phone is in Washington.[5]
The number decides, not the place
On the National Mall, a traveller from Pune is still a +91 number, and her cousin from Arlington is still a +1 one.
Both of WhatsApp's rules that matter in Washington follow the phone number, not the person's location. Meta's restriction on marketing templates is defined by US numbers, and its price by the recipient's country calling code. So an Indian traveller who keeps an Indian SIM is, for WhatsApp, an Indian customer standing in Washington.
That makes a Washington programme two programmes. Visitors on +91 numbers get the full Indian set: utility updates, passcodes, replies and, if they opted in, marketing templates, all at the India rate. Residents on +1 numbers, whether families in the Embassy's consular area or local partners, get utility, authentication and service messages only, at the North America rate.
Keep the country code in its own field in your CRM, and let it decide which templates a contact can receive. A traveller who later moves to Maryland and changes SIM moves from one programme to the other.

Tour operators with a Washington day
India was Washington's second-largest international visitor market in 2025; operators in India run the day for groups on +91 numbers.[1]
On WhatsApp: Day-plan and meeting-point notices · Coach and guide changes · Group questions answered from India
- 02
Banks and developers serving families in the region
The Embassy's consular area runs from Maryland and Virginia to North Carolina and Kentucky; families there hold US numbers, so their updates are utility templates.[3]
On WhatsApp: Remittance and account alerts · Construction-stage updates · Document requests
- 03
Admissions teams and edtech
Applicants and parents in the Washington area hear from counsellors in India about documents, interviews and fees, across a nine-and-a-half or ten-and-a-half hour gap.
On WhatsApp: Application status updates · Interview slots on Eastern time · Fee-due reminders
Languages for visitors and residents
Meta approves each language version separately. A Washington programme usually needs an English template for residents and the language each traveller booked in.
Store the language a traveller booked in and send their tour templates in it; replies inside the 24-hour window can be in whatever language your tour desk writes. InfiQ's own support team works in English and Hindi.
| Language | Meta code | Use it for |
|---|---|---|
| English (US) | en_US | Residents of DC, Maryland and Virginia; month-first dates, so spell the month out |
| English (India) | en_IN | Travellers on +91 numbers who booked in English |
| Hindi | hi | Travellers and families who chose Hindi |

Plan prices are monthly, in rupees, excluding GST; yearly billing is two months free. Messages are charged per delivered message on top of the plan, at the rate for the recipient’s country. Full details: InfiQ pricing. The North America marketing rate never applies to a US number, since Meta does not deliver marketing templates to them. A marketing template to an opted-in traveller's +91 number costs ₹0.94. InfiQ invoices in rupees.

What a tour desk in India uses for Washington
Scheduled notes for the morning, and someone to answer at lunch.
- Broadcast campaigns
Send approved template campaigns to up to 2,00,000 contacts per broadcast, with segments, scheduling and delivery analytics.
Schedule the day plan for each group in Washington time, so it reaches the breakfast table at 08:00 Eastern without anyone in India watching the clock.
- Shared team inbox
One WhatsApp number answered by a team: 10 users on Lite and 25 on Growth, agent and manager roles, transfers, private notes, labels and canned replies.
Questions from the Mall reach the shared inbox in the Indian evening; labels keep each tour group's thread apart from the family accounts.
- Template manager and library
Draft, submit and track WhatsApp message templates for Meta's approval, starting from a library of 1,000+ ready templates in 27 categories.
One set of tour templates in en_IN and Hindi for travellers, and utility-only en_US templates for residents, each tracked through Meta's approval.
- Consent records and opt-out enforcement
Each contact's opt-in source and time are recorded, STOP replies are enforced at platform level (even against later imports), and the audit trail exports.
Each contact's opt-in source and time is recorded, so a promotion only ever goes to a traveller who agreed and whose number allows it.

Questions Washington businesses ask
- A tour group from Pune is in Washington on Indian SIMs. Are our messages to them charged at the US rate?
- No. Meta prices each message by the recipient's country calling code, so a +91 number is billed at the India rate wherever the phone is: ₹0.19 for a utility message and ₹0.145 for a service reply. Relatives they meet in Maryland or Virginia, on +1 numbers, are billed at the North America rate.
- Can we send a tour offer to the Arlington cousin who joined our group's lunch on the Mall?
- Not as a WhatsApp marketing template: Meta does not currently deliver marketing templates to users with US phone numbers, and a send returns an error. If she writes to you, reply within 24 hours as a service message; an offer to a US number belongs on email or another channel she agreed to.
- Our tour manager wants the Washington day plan in the group's hands by breakfast. When do we send from India?
- Schedule it for 08:00 Eastern: 17:30 IST from the second Sunday in March to the first Sunday in November, and 18:30 IST in winter. India does not change its clocks, so set the broadcast in Washington time and let the platform work out the Indian hour.
- Which mission should our document reminders name for families in Bethesda and Arlington?
- The Embassy of India in Washington itself. Under the jurisdictions revised from 15 July 2025, its consular area covers the District of Columbia, Maryland, Virginia, West Virginia, Kentucky, North Carolina and Bermuda, so a reminder to a family there should point to the Embassy, not to a consulate.
- Can one Indian number answer both a tour group on the Mall and families with 202 numbers?
- Yes. One number and the shared team inbox, with 10 users on Lite and 25 on Growth, and labels to keep each tour group apart from the family accounts. Only what you may send and the rate differ: the full India set at India rates for +91 numbers, utility, authentication and service at North America rates for +1.
- We run a policy consultancy registered in Washington, DC, with a parent company in India. Who should hold the InfiQ account?
- InfiQ serves India-based businesses: the Indian parent can hold the account, pay in rupees with GST and message Washington numbers at the North America rate. If the account has to belong to the business based in Washington, talk to sales about whether InfiQ fits.
