WhatsApp Business API for Indonesia, written in Bahasa Indonesia first

Indonesian customers read Indonesian, live across three time zones and, from January 2027, gain sharper consent rights under PP 33/2026. Start with the language; the rest follows.

Language

The same order update, in Bahasa Indonesia and English

Switch languages to see how a shipping template reads to a customer in Jakarta. Meta approves each version on its own.

Consumer messaging in Indonesia is almost always in Indonesian; English mostly appears in B2B and at multinationals. That is editorial judgement rather than a measured figure, but it is the safe default for a first template.

Meta's template list includes Indonesian (id). If a regional language your customers speak is not on that list, templates in it will not be accepted, though replies inside the 24-hour window can be in any language your agents write.

Market brief

Indonesia in five lines

Size, spread and screen time, from the World Bank, the Reuters Institute and Bank Indonesia.

  1. 01

Indonesia is Southeast Asia's largest economy and the 16th largest in the world, according to the World Bank.[2]

  2. 02

The World Bank puts growth at about 5% in the first half of 2025 and projects 4.8% a year through 2027; the government targets 8% growth by 2029.[2]

  3. 03

It is the world's fourth most populous country, spread over more than 17,000 islands.[2]

  4. 04

In the Reuters Institute's 2026 survey, 82% of Indonesian respondents had used WhatsApp in the past week and 56% for news, making it the top network for news. The sample is online, and the report gives Indonesia's internet penetration as 73%.[4]

  5. 05

QRIS, Bank Indonesia's national QR payment standard, launched on 17 August 2019 and became mandatory from 31 December 2019; customers can pay any QRIS merchant from any licensed payment app.[5]

Timing

Three time zones, one broadcast plan

Jakarta, Bali and Jayapura are an hour apart each. Schedule by the customer's zone, not by the clock in your office.

WIB (UTC+7) covers Jakarta, Sumatra and Java; WITA (UTC+8) covers Sulawesi, the Lesser Sundas including Bali, and east and south Borneo; WIT (UTC+9) covers Maluku and Papua. None of them observes daylight saving.

From India, WIB is an hour and a half ahead and WIT three and a half. A promotion sent at 10:00 Jakarta time lands at 12:00 in Jayapura, so split the audience by zone and schedule each segment for its own morning.

India (IST)UTC+5:30

It arrives at 12:30 in Indonesia — inside daytime, customer's local time. WIB · Jakarta is 1 h 30 min ahead of India today.

Compliance

The PDP Law now, and PP 33/2026 from January

Indonesia's data law has applied in full since October 2024. Its implementing regulation, promulgated in July 2026, adds detail on consent and marketing from 16 January 2027.

Law No. 27 of 2022 on Personal Data Protection (UU PDP) has required full compliance since 17 October 2024. It does not specifically address electronic marketing or messaging apps; marketing still needs a lawful basis such as consent.[6]

Regulator: Lembaga PDP, the agency the law requires, is not yet operating

  1. Point 1

From 16 January 2027, consent will need proof

Under PP 33/2026, where processing relies on consent, the consent must be explicit, freely given, informed, specific and unambiguous, with a way to withdraw it and evidence that it was given.[7]

  2. Point 2

Offers must say how to withdraw

Where processing is for offering goods or services, PP 33/2026 requires disclosure of any third-party recipients, the form of the offer and how to withdraw consent, plus a way to report continued solicitations after withdrawal.[8]

  3. Point 3

Breach notice within three times 24 hours

PP 33/2026 requires breach notification within 3 × 24 hours (Article 114), impact assessments for high-risk processing, data protection officers in specified cases and records of processing.[7]

  4. Point 4

Fines of up to 2% of annual revenue

Under Article 185 of PP 33/2026 the agency may impose administrative fines of up to 2% of annual revenue, among other sanctions.[7]

  5. Point 5

The agency is still being set up

A draft Presidential Regulation creating the PDP agency, reporting to the President through Komdigi, was published in late February 2026 and awaited approval; commentary from August and September 2026 still described the authority as not yet in place.[9],[8]

  6. Point 6

    WhatsApp's opt-in rule already applies

Meta's WhatsApp Business Messaging Policy requires the person's opt-in before a business messages them on WhatsApp.[11]

Atlas

The globe shows why Indonesia is a scheduling question as much as a language one.

A nationwide programme in Indonesia is really several regional ones that share templates. Drag the globe from Sumatra to Papua to see the spread the three time zones cover.

Every Indonesian number is priced at the same Indonesia rate, wherever the customer lives. The time zone changes when you send, not what it costs.

Four sectors, four kinds of message

Sectors the World Bank and the U.S. Geological Survey point to, with the WhatsApp jobs that fit them.

Digital economy and e-commerce

Digitalisation is a national priority in the current five-year plan (RPJMN), according to the World Bank.[2]

  • Order confirmations
  • QRIS payment reminders
  • Delivery tracking

Tourism

Agriculture

One of the two most informal sectors and a World Bank focus area; most Indonesian workers are in the informal sector, mainly agriculture and services.[2]

  • Price and stock notices to dealers
  • Pickup schedules for farmer groups who opted in
  • Input orders

Nickel mining and processing

Indonesia produced an estimated 2.6 million tons of nickel in 2025, about two-thirds of the estimated world total, the USGS reports.[3]

  • B2B order status
  • Logistics coordination
  • Safety notices to contractors

Questions businesses ask about WhatsApp in Indonesia

  1. Q1

What changes for WhatsApp promotions in Indonesia when PP 33/2026 takes effect?

From 16 January 2027, consent you rely on must be explicit, freely given, informed, specific, unambiguous, withdrawable and provable. PP 33/2026 also requires offers of goods or services to disclose any third-party recipients, the form of the offer and how to withdraw, plus a way to report continued solicitations. Until then the PDP Law itself applies, and marketing already needs a lawful basis such as consent.

  2. Q2

Should our WhatsApp templates for Indonesia be in Bahasa Indonesia or English?

Bahasa Indonesia for consumers, English mainly for B2B. Meta accepts both Indonesian (id) and English templates, each approved separately. That split is editorial judgement rather than a measured figure; write the Indonesian version natively instead of translating an English draft.

  3. Q3

Can one broadcast reach Jakarta, Bali and Papua at the right local time?

Yes, as three scheduled segments. Jakarta is on WIB (UTC+7), Bali on WITA (UTC+8) and Papua on WIT (UTC+9), so segment contacts by zone and schedule each for its own daytime. InfiQ broadcasts support segments and scheduling, up to 2,00,000 contacts per broadcast.

  4. Q4

Can customers pay with QRIS from a WhatsApp message?

Yes, from a QRIS code or link you send, though not inside the chat itself. InfiQ does not offer in-chat payments; a template or reply can carry a QRIS image or payment link from your provider, and any licensed payment app can pay a QRIS merchant. QRIS Cross-Border also links Indonesia with partner countries including Thailand, Malaysia and Singapore.

  5. Q5

Can a chatbot absorb the volume of order and delivery questions from Indonesian customers?

Yes, for the routine ones. The InfiQ Flows chatbot builder is no-code, with 27 blocks and versioned publishing with rollback; flows are priced per flow and the Growth plan includes one. Each bot reply is a service message charged at ₹2.20, and complex cases pass to agents in the shared inbox.

  6. Q6

How do Indonesian customers withdraw consent, and how is it logged?

By replying STOP, and InfiQ records it. A STOP is enforced at platform level, even against later imports, and the opt-out sits in the exportable audit trail. From 16 January 2027 PP 33/2026 also expects a way to report continued solicitations, so give customers a complaints contact in your marketing templates.

  7. Q7

Our PT is registered in Jakarta. Can we sign up to InfiQ directly?

Talk to sales first. InfiQ serves India-based businesses: it bills in Indian rupees, processes customer data in India and supports customers in English and Hindi on India time, so availability for a company based in Indonesia goes through sales.
