Brisbane keeps one clock all year and Sydney does not. For a team in India writing to both, that hour is the whole job.
Queensland has not used daylight saving since 1992, so Brisbane stays four and a half hours ahead of India all year. Sydney and Melbourne, to the south, move their clocks twice a year, and a campaign to all three needs to know it.
For Indian suppliers, services firms and admissions teams with customers in Brisbane: why Queensland's fixed clock splits your send times from Sydney's half the year, a decision tree for the right IST hour, the state's India links, the templates that fit, and the Australian rate in rupees.
See it work
Answer two questions and the tree gives the hour to schedule from India. Brisbane's answer never changes; its neighbours' answers do.
The trap is a single national schedule. A weekly update set for 03:30 IST reaches Sydney at 9 a.m. in summer and Brisbane at 8 a.m., before many offices open. Schedule each Australian city in its own time and let the platform work out the Indian hour.
Your system can also send at the moment something happens, through the developer API, in which case the clock only matters for when someone in India answers the reply.

Send at 04:30 IST for 9 a.m. in Brisbane
AEST, UTC+10, every day of the year. The same IST hour works in January and in July.
Path: “Brisbane or elsewhere in Queensland”
Send at 03:30 IST for 9 a.m. in Sydney or Melbourne
AEDT, UTC+11. In these months Brisbane is an hour behind Sydney, so one campaign to both cities needs two send times.

Send at 04:30 IST for 9 a.m. in Sydney or Melbourne
AEST, UTC+10: from April to October the southern capitals share Brisbane's clock.

Send at 06:30 IST for 9 a.m. in Perth
AWST, UTC+8 all year; Western Australia's three-year daylight-saving trial ended in 2009.
