Why: 1 November, 00:00: a new month, so the India utility count resets to the list rate.

The rate-card price for India utility. Every month starts here, at 00:00 on the 1st in the WABA time zone.

One portfolio's India utility count through October and into November. Each threshold lowers the rate for later messages, and the 1st of the month sends the count back to the list rate.

What is volume tier pricing?

Volume tier pricing is the discount ladder Meta built into per-message pricing for two template categories, so that each utility template and authentication template a business sends gets cheaper as monthly volume grows. Every month, Meta counts how many messages of each of those categories a business delivers in each pricing market. As the count crosses the thresholds in Meta's tier files, later messages in that market and category are charged at a lower rate, until the count resets at the start of the next month.

The counting rules matter more than the discount. Volume is counted per business portfolio across all of its WhatsApp Business Accounts, separately for every market-and-category pair, so India utility, India authentication and Indonesia utility each climb their own ladder. The month runs from 00:00 on the 1st in the WhatsApp Business Account's time zone. Utility messages that were not charged, for example those inside a free entry point window, do not count towards a tier. Since 1 October 2025 a tier change also fires an account update webhook (account_update), so systems can see it without waiting for the invoice.

Not everything is tiered. Marketing messages have no volume tiers, and neither does the 1,000-a-month allowance of uncharged service messages per phone number, which is a free tier rather than a discount ladder; their price levers are category choice and, on the Marketing Messages API, max price. Service messages have no tiers either. And the tiers are Meta's: a partner with a fixed rate card may or may not pass them on, which is a contract question, separate from pass-through pricing as a model. Meta publishes the thresholds and tier rates per market in its rate-card files rather than as fixed numbers that hold everywhere, so always read the current file.

Key takeaways

  • Volume tier pricing lowers Meta's per-message rate for utility and authentication templates as monthly volume in a market grows.
  • Tiers are counted per business portfolio across all its WABAs, separately for each market-and-category pair.
  • Counts reset monthly at 00:00 on the 1st in the WABA time zone, and messages that were not charged do not count.
  • Marketing and service messages have no volume tiers; marketing cost is managed through category choice and max price.
  • Since 1 October 2025 a tier change fires an account_update webhook (VOLUME_BASED_PRICING_TIER_UPDATE); the lower rate applies only afterwards.

How does volume tier pricing work?

  1. The month starts at the list rate

At 00:00 on the 1st in the WABA's time zone the counters reset, and the first messages of the month in each market and category are charged at the base rate.

  2. Meta counts delivered messages

Every charged utility or authentication message delivered in a market adds to that pair's monthly count, summed across all WABAs in the business portfolio.

  3. Crossing a threshold lowers the rate

When the count passes a threshold in Meta's tier file, messages delivered after that point are charged at the lower tier rate. Messages already delivered keep the rate they were charged at.

  4. The webhook reports the change

Meta sends an account_update webhook with the event VOLUME_BASED_PRICING_TIER_UPDATE when a tier changes, which lets finance tooling switch to the new rate for forecasts the same day.

  5. The next month starts over

On the 1st the counts reset and every market-and-category pair starts again at the base rate, however high it climbed the month before.

Example: A Hyderabad logistics firm in festive season

A Hyderabad courier company runs three WABAs (parcels, freight and returns) under one business portfolio. In October its India utility volume (dispatch, out-for-delivery and delivered alerts) is summed across all three, crosses the first threshold in the second week and a second threshold during the Diwali rush, so late-October alerts cost less per message than early-October ones. Its OTP volume climbs a separate India authentication ladder, and the small number of alerts to Nepal starts its own Rest of Asia Pacific count. On 1 November, at midnight in the WABA time zone, every ladder resets.

Costly mistakes

Common mistakes with volume tier pricing

  • Expecting tiers on marketing

Marketing has no volume tiers, however large the campaign. Lower marketing cost through better targeting, the right category and max price instead.

  • Splitting volume across portfolios

Tiers count per business portfolio. Running brands under separate portfolios splits the count and can keep each one on a higher rate.

  • Assuming the discount is retroactive

Reaching a tier lowers the rate for messages delivered afterwards; it does not re-price the month's earlier messages. Model it as a staircase, not a rebate.

  • Assuming a partner passes tiers on

Tiers apply to Meta's charges. A partner on a fixed per-message card may keep its rate flat; check the contract before counting on a tier discount.

Why does volume tier pricing matter?

For a business sending hundreds of thousands of order updates or one-time passcodes a month, the tier it reaches can move its effective cost per message for utility or authentication noticeably, and that number belongs in the budget. Knowing that tiers count per portfolio and per market also shapes architecture decisions: splitting brands across unrelated portfolios, or spreading volume thinly across many markets, can keep a business on the list rate when it could have been earning the discount.

Volume Tier Pricing FAQs

Do volume tiers apply to marketing messages?
No, Meta's volume tiers cover utility and authentication messages only. Marketing and service messages are charged at their market rate whatever the volume.
Are tiers counted per phone number or per WABA?
Volume tiers are counted per business portfolio, not per phone number or per WABA. The count covers all of the portfolio's WhatsApp Business Accounts and numbers, separately for each market and category.
When do the tiers reset?
Monthly, at 00:00 on the 1st in the time zone set on the WhatsApp Business Account. Every market-and-category pair then starts again at the base rate, however far it climbed the month before.
Does my provider pass volume tier discounts on?
Whether a provider passes volume tier discounts on depends on your contract. Tiers lower Meta's charge; a partner billing a fixed per-message card may keep your rate flat, while a pass-through arrangement passes Meta's tiered rate on. Ask before you budget for it.

Best practices for volume tier pricing

  • Forecast utility and authentication spend per market with the tier staircase, not one flat rate.
  • Subscribe to account_update and log tier changes beside your cost reports.
  • Keep related brands in one business portfolio where governance allows.
  • Re-read the tier files each quarter; thresholds and rates can change with the rate card.
