What is a WhatsApp rate card?
A rate card is the price list behind every WhatsApp Business Platform bill. Meta publishes it as a table: each row is a pricing market (India, Indonesia, United Arab Emirates, Rest of Asia Pacific and so on) and each column a template category: marketing, utility, authentication and, where it applies, authentication-international. The cell where a recipient's market meets a message's category is what Meta charges for one delivered message under per-message pricing. Service messages, charged since 1 October 2026, are priced per market in line with that market's utility and authentication rates.
The card is a set of documents rather than one number. Alongside the base table Meta publishes the tier files behind volume tier pricing for utility and authentication, which list the lower rates that apply as monthly volume grows in a market, and a country-to-market mapping that says which countries share a regional row. Meta issues the card in US dollars and in several local currencies, including Indian rupees, and every version carries a pricing effective date. Meta only changes rates on the first day of a quarter, with at least a month's notice.
A partner's rate card is a different document. A Business Solution Provider may pass Meta's rates through unchanged and charge a separate platform fee, or publish its own fixed per-message rates. InfiQ's India card, for example, is a fixed ex-GST card effective 1 July 2026: marketing ₹0.94, utility ₹0.19, authentication ₹0.14 and service ₹0.145, with service messages charged since 1 October 2026. Always check whose card a figure comes from, which version and which currency.
Key takeaways
- A rate card is Meta's price table: one row per recipient market, one column per message category, priced per delivered message.
- Meta publishes it in US dollars and several local currencies, including INR, with separate files for volume tiers.
- Rates change only on the first day of a quarter, with at least a month's notice, so one card holds for a whole quarter.
- Rate cards exclude tax: in India 18% GST is added on top of every rate.
- A partner's card can differ from Meta's, so always check whose card, which version and which currency a figure comes from.

03 · Operation
How does a WhatsApp rate card work?
Find the recipient's row
Use the country calling code of each recipient's number to find its pricing market. Countries without their own row sit in a Rest of … bucket or in Other.
Pick the category column
Use the category the template was approved under, not what you intended it to be. A free-form reply inside the customer service window is priced at the market's service rate.
Check the version and currency
Confirm the card's effective date covers the delivery date, and that you are reading the card issued in your account's billing currency. Rates change only on 1 January, 1 April, 1 July or 1 October.
Apply tiers and exceptions
For utility and authentication, look up the month's volume tier for that market. Then apply anything that makes a message cheaper or free, such as a free entry point window, and taxes such as 18% GST in India, which the card excludes.
Multiply by delivered volume
Meta charges delivered messages only, so multiply each cell by the messages expected to be delivered, not by the list size, and add the cells together.

Cost peaks exactly where volume peaks: the India utility rate is the same at every hour, so spend follows sending, never the clock.

05 · Rationale
Why does a WhatsApp rate card matter?
Every WhatsApp budget, quote and invoice traces back to a rate-card cell. Read it wrongly (the wrong market row, a template in the wrong category, last quarter's version, a dollar card applied to a rupee account) and the forecast is off before a single message is sent. Reading it properly also shows where the savings are: the gap between marketing and utility, the tiers that reward volume, and the markets where a campaign costs several times more than at home. The card only gives list prices; the effective cost per message, once tiers, free windows, fees and tax are applied, is the number to budget with.
06 · Worked example: Pricing a quarter's order alerts
Example: Pricing a quarter's order alerts
A Surat textile wholesaler plans 90,000 utility dispatch alerts and 12,000 marketing templates for the October to December quarter, almost all to +91 numbers. The ops lead reads the India row of the card effective on 1 October, takes the utility and marketing cells, checks the utility tier file for the expected monthly volume and adds 18% GST. Because rates can only change on the first day of a quarter, she knows the same cells hold until 31 December and only needs to re-check the card for January.
07 · Cautions
Common mistakes with a WhatsApp rate card
Reading an old version
Rate cards are revised by quarter, and blog posts quote whatever card was current when they were written. Check the effective date on the card itself before quoting a number.
Mixing Meta's card with a partner's
A partner's fixed card and Meta's base card can differ for the same cell. Compare like with like: Meta plus platform fee against an all-in partner rate, both ex-tax.
Using the intended category
A template you meant as utility may be approved or recategorised as marketing. Price from the category Meta assigned, which is what the bill uses.
Forgetting tax and currency
The card excludes GST and is published per currency. Applying a dollar card to a rupee-billed account, or quoting ex-GST figures as the final cost, under-budgets every line.
08 · Recommended practice
Best practices for a WhatsApp rate card
- Save a copy of each card you price from, with its effective date, next to the forecast.
- Re-read the card a month before each quarter starts, when Meta's notice period begins.
- Keep a per-market, per-category cost model rather than one blended rate.
- Price marketing at the card rate first, then compare max-price strategies if you use the Marketing Messages API.

Rate Card FAQs
- Where does Meta publish the WhatsApp rate card?
- In the pricing section of its WhatsApp Business Platform developer documentation, as downloadable files per currency, with separate files for volume tiers.
- Does the rate card change during a month?
- No, Meta changes WhatsApp rates only on the first day of a quarter, never mid-month. It gives at least a month's notice for rate changes, so a card holds for the whole quarter it covers.
- Does a rate-card price vary by time of day?
- No, a delivered WhatsApp message costs the same at 3 am as at noon. Only market, category, volume tier and, for marketing on the Marketing Messages API, any max price you set change the charge.
- Does the WhatsApp rate card include GST?
- No, Meta's rate card and most partner cards are quoted before tax. In India 18% GST is added on top, which a GST-registered business can usually claim back as input tax credit if the invoice carries its GSTIN.
* Per-message rates for India, ex-GST: marketing, utility and authentication effective 1 July 2026; service messages ₹0.145 since 1 October 2026 (they were ₹0 until 30 September 2026). Volume commitments earn discounts — final rate is confirmed on your account; applicable GST extra. Rates for other countries differ (see the international rate table on /pricing).
