WhatsApp Business API for Indian brands selling in Kuwait City

Until 1961 the rupee was legal tender in Kuwait. The trade it paid for now runs on chats to +965 numbers.

Until 1961 the Indian rupee was legal tender in Kuwait. The trade it paid for never stopped: Indian jewellers, food brands and contractors still sell into the capital, and more than a million Indians live in the country.

Who gets which template in Kuwait City

Pick a cell: the row is the person, the column is the message. The language follows the reader; the rate follows the number.

An Indian brand in Kuwait City may write to both rows on the same day. A jeweller's order-ready message goes to a Kuwaiti customer in Arabic and to an Indian customer in English or Malayalam; the template is the same in substance, approved by Meta once per language, and charged at Kuwait's rate because both numbers start +965.

The third row is where budgets slip. Remittance, travel and family-service businesses often message a relative in India too, and that number is charged at India's rate and needs its own opt-in. Record each contact's language and country code when they sign up, and the routing in the matrix follows from it.

Market brief

Kuwait City and India, in the Embassy's own figures

From the Embassy of India's bilateral brief (updated 23 July 2026) and its community page, read on 20 October 2026.

  1. 01

Before oil, Kuwait's dhows carried dates, Arabian horses and pearls to India in exchange for wood, cereals, clothing and spices, and the Indian rupee was legal tender in Kuwait until 1961.[1]

  2. 02

Bilateral trade in FY 2025-26 was US$ 9.57 billion, of which Indian exports were US$ 1.65 billion; Kuwait was India's sixth-largest crude supplier and fourth-largest LPG supplier.[1]

  3. 03

India's largest exports to Kuwait in FY 2025-26 were cereals (US$ 203.57 million), jewellery and precious stones (US$ 196.51 million), vehicles (US$ 120.85 million) and electrical machinery (US$ 113.24 million).[1]

  4. 04

The Embassy counts 10,68,634 Indians in Kuwait on 30 June 2026: around 20% of the population and around 29% of the workforce.[2]

  5. 05

About 1,000 Indian doctors, 500 dentists and 24,000 nurses work in Kuwait, and 25 CBSE schools teach more than 50,000 students.[2]

  6. 06

Indian business houses work in services, retail and distribution, some for three or four generations, and NRI-owned chains such as Lulu Hypermarket carry Indian products.[1]

Arabic for Kuwaiti customers, Indian languages for the community

All four are on Meta's template list. Each language version of a template is submitted and approved on its own.

Ask for the language at opt-in rather than guessing it from a name. InfiQ's own support team works in English and Hindi; your agents can answer a Kuwait City customer in any language inside the 24-hour service window.

Kuwait's week, Kuwait's clock

Kuwait keeps UTC+3 all year, two and a half hours behind India. A 09:00 start in Kuwait City is 11:30 in Kochi or Mumbai, and a Kuwaiti evening runs on into the Indian night.

The week is different too. The Embassy of India in Kuwait works Sunday to Thursday, 08:00 to 16:30, the same Sunday-to-Thursday week that Kuwaiti offices keep. A Sunday-morning order update for a Kuwait City distributor leaves India on a Sunday, so automate it or schedule it before your own weekend starts.

Kuwait has no general data-protection law; its main privacy instrument is a regulation from the telecoms regulator, CITRA, which asks for services and terms to be explained in Arabic and English. The Kuwait guide walks through it step by step.

Questions Kuwait City businesses ask

  1. Q1

Our jewellery customers in Kuwait City include Kuwaiti families and Indian families who celebrate Onam. Can one festival offer go to both?

Send one offer in two or three language versions instead: Arabic for Kuwaiti customers, Malayalam or English for those who chose it. Each version is a marketing template approved separately, sent only to contacts who opted in to offers, at ₹6.97 per delivered message to a +965 number.

  2. Q2

We send remittance-received alerts to Indian workers in Kuwait and to their families in Kerala. Which rate applies?

Meta charges by the recipient's country code. The worker's +965 number costs Kuwait's utility rate, ₹3.87; the family's +91 number costs India's, ₹0.19. Both need their own opt-in, and both alerts are utility templates because they report a transaction the person made.

  3. Q3

The Embassy of India in Kuwait works Sunday to Thursday. When should a Sunday 09:00 update for a Kuwait City distributor leave India?

At 11:30 IST on the Sunday, because Kuwait is two and a half hours behind India all year. That is an Indian weekend morning, so let your order system send it through the API when the status changes, or schedule it on Friday for Sunday at 09:00 Kuwait time.

  4. Q4

We recruit Indian nurses for hospitals in Kuwait. Can interview and joining updates go out on WhatsApp?

Yes, as utility templates to candidates who opted in. While a candidate is in India on a +91 number, each update costs ₹0.19; after joining in Kuwait with a +965 number, Kuwait's rate applies. Keep job advertisements to people who asked for them, because those are marketing.

  5. Q5

Do offers to Kuwaiti customers in Al Asimah need an Arabic version?

Meta does not require it, but CITRA's privacy regulation asks for services and terms to be explained in Arabic and English, so a bilingual opt-in is the safe start, followed by Arabic templates for customers who chose Arabic. The Kuwait guide explains the regulation and whom it binds.

  6. Q6

Our snack brand's distributor in Shuwaikh wants restock alerts on WhatsApp. Are those utility or marketing?

A notice about stock the distributor ordered, or a delivery slot for it, is utility at ₹3.87. A message announcing a new flavour or a trade promotion is marketing at ₹6.97, even to a business customer, so keep the two in separate templates.

  7. Q7

Our Kuwaiti trading partner in Kuwait City wants to hold the WhatsApp account. Can it be on InfiQ?

InfiQ serves India-based businesses: it bills in rupees with GST and keeps customer data in India, so the Indian company is the natural account holder and can message +965 numbers at Kuwait's rate. If the account must belong to the business based in Kuwait City, talk to sales about whether InfiQ fits.
