For Indian businesses with customers in Morocco, and Moroccan firms weighing their options: how to write WhatsApp templates in Arabic and French, what Law 09-08 asks before a promotional message, how the September 2026 return to GMT moves send times, and what each message costs.

Language

One delivery update, written three ways

The first decision for a Moroccan programme is the language of each template. Meta has a Moroccan code for Arabic and for French, and every language version is approved on its own. Switch between them to see the same utility message.

Pick the language per customer, not per campaign: store the language each contact chose when they opted in, and send that version. Keep the order number, amount and time window identical across versions so a customer who reads both sees the same promise.

Tamazight is an official language but is not on Meta's template list, so templates for Amazigh-speaking customers go out in Arabic or French. Replies inside the 24-hour customer service window are not templates, so your agents can answer in Darija, Tamazight or whatever the customer writes.

The market, in figures you can cite

Growth, prices, people and connectivity, from the World Bank, the U.S. Commercial Service, DataReportal and Bank Al-Maghrib.

Real GDP grew 3.8% in 2024 and 4.7% in 2025; non-agricultural growth of 4.8% was driven by tourism, mining and construction, the World Bank reports.[1]

GDP was about US$146 billion in 2024, with services about half of it and industry about a quarter.[1]

Inflation fell from over 10% in February 2023 to 0.8% in 2025.[1]

The 2024 national census counted 36.82 million people, a figure cited by the U.S. Commercial Service.[2]

Kepios counted 35.5 million internet users at the end of 2025, 92.2% of the population, and 57.1 million cellular connections.[3]

The U.S. Commercial Service lists French, Arabic and English as Morocco's business languages and notes a growing number of English speakers.[2]

Bank Al-Maghrib supervises card payments, transfers, cheques and direct debits; card transactions are routed through licensed switches.[10]

Law 09-08: what it says about promotional messages

Morocco's personal-data law was written in 2009 and does not mention WhatsApp. Its prospecting rule is drafted broadly enough that the cautious reading includes it, and its transfer rule matters to anyone using a platform hosted abroad.

Law No. 09-08 of 18 February 2009 protects individuals in the processing of personal data. Its Article 10 bars direct prospecting by automated calling, fax, email or 'a means employing a technology of the same nature' to anyone who has not given prior consent.[7],[8]

Regulator: Commission Nationale de contrôle de la protection des Données à caractère Personnel (CNDP)

  1. Point 1

WhatsApp is not named; the wording can reach it

Article 10 lists automated calling machines, fax and email, then 'a technology of the same nature'. It names neither SMS nor messaging apps, so treating a WhatsApp promotion as covered is an interpretation of that phrase. It is the cautious interpretation, and it asks for nothing Meta does not already require.[7]

  2. Point 2

Consent must be free, specific and informed

The law defines consent to prospecting as a free, specific and informed expression of will. A checkbox that names WhatsApp and the kind of messages, kept with its date and source, fits that definition far better than a general marketing clause in your terms.[7]

  3. Point 3

The existing-customer exception is written for email

Prospecting without fresh consent is allowed only by email, and only where the address was collected during a sale or service, the offer is for similar products from the same seller, and a free, simple opt-out is offered at collection and in every email. Do not assume it stretches to WhatsApp.[7]

  4. Point 4

Every promotion identifies you and offers a way out

Each prospecting message must give valid contact details for a free request to stop, must not hide the sender's identity, and must not carry a subject unrelated to the offer. On WhatsApp that points to a recognisable display name, an honest first line and a stop option in the message itself.[7]

  5. Point 5

Sending data abroad: Articles 43 and 44

Personal data may go only to a state with a sufficient level of protection, unless the person expressly consents, a listed necessity applies (such as performing a contract with them), or the CNDP gives express, reasoned authorisation. A platform whose servers sit outside Morocco involves such a transfer, so plan the CNDP question rather than assume there is none.[7]

  6. Point 6

Meta's policy asks for opt-in anyway

Separately from the law, the WhatsApp Business Messaging Policy lets a business message someone only after they have given it their number or username and opted in to receive its messages.[11]

  7. A summary of public guidance from the sources cited, not legal advice.

The clock changed on 20 September 2026

Morocco no longer moves its clocks for Ramadan. If you schedule sends from India, the arithmetic is now the same every day of the year, but older schedules may be an hour out.

Morocco returned to legal GMT (UTC+0) without daylight saving at 02:00 on 20 September 2026, under Decree No. 2.26.530 adopted in June 2026, as recorded in the IANA time zone database.[9]

The decree abrogated the 2018 rule that kept the country on UTC+1 with a switch back to UTC+0 during Ramadan, so there is no seasonal change left to plan around.[9]

The whole country keeps one time, five and a half hours behind India Standard Time: 10:00 in Casablanca is 15:30 in New Delhi.[9]

A send pinned to India time or to UTC+1 before the change now reaches customers an hour earlier on their clocks: a 14:30 IST slot that used to land at 10:00 in Casablanca now lands at 09:00.[9]

Where WhatsApp fits Morocco's economy

Six parts of the economy with sourced weight behind them, and the messages that suit each one.

  • HR announcements

Ports and logistics

Tanger Med describes its complex as the leading port in the Mediterranean and Africa, with group throughput of 12.42 million TEUs and more than 1,500 companies in its activity zones.[5]

Agri-food and fisheries

A flagship sector for the World Bank; the U.S. Commercial Service notes that drought hit agriculture in 2024.[1],[2]

  • Order confirmations for buyers
  • Harvest and shipment updates

Digital services and offshoring

The World Bank describes a growing digital and offshoring niche.[1]

  • An extra support channel for French-speaking clients
  • Ticket status updates
  • Callback scheduling

On InfiQ

The InfiQ pieces a Morocco programme uses

Six capabilities, all live today, and why each one matters for this market.

  • Template manager and library

Draft, submit and track WhatsApp message templates for Meta's approval, starting from a library of 1,000+ ready templates in 27 categories.

Arabic and French versions are separate submissions. Draft both, track Meta's approval of each, and start from the library rather than a blank page.

  • Consent records and opt-out enforcement

Each contact's opt-in source and time are recorded, STOP replies are enforced at platform level (even against later imports), and the audit trail exports.

Law 09-08 asks for prior, specific consent to prospecting. The record shows where and when each contact opted in, and STOP is enforced even against later imports.

  • Shared team inbox

One WhatsApp number answered by a team: 10 users on Lite and 25 on Growth, agent and manager roles, transfers, private notes, labels and canned replies.

Customers answer in Arabic, French or Darija. Labels and transfers send each conversation to the agent who writes that language.

  • Broadcast campaigns

Send approved template campaigns to up to 2,00,000 contacts per broadcast, with segments, scheduling and delivery analytics.

Seasonal tourism and retail campaigns go to opted-in segments; schedule them with the five-and-a-half-hour gap in mind.

  • Integrations over the API

Shopify, WooCommerce, Razorpay, Zoho CRM, HubSpot, Google Sheets and others connect through InfiQ's API and webhooks today; native one-click connectors are still in development.

CRM and call-centre tools connect through InfiQ's API and webhooks today; native one-click connectors are still in development.

  • Guided onboarding

InfiQ guides Meta business verification, number registration and display-name approval; with verification done, a number is typically live in about two hours.

Two ways in

Two ways in

InfiQ serves India-based businesses. Which path applies depends on where your business is registered, not on where your customers are.

Your business is in India

  1. 1.

    Verify and register

Sign up, complete Meta business verification with InfiQ's guidance and register your number. Go-live is about two hours once Meta business verification is complete.

  2. 2.

    Write Arabic and French templates

Submit each language version for approval, with identical amounts, dates and order numbers.

  3. 3.

Collect consent that fits Article 10

Ask for WhatsApp consent at checkout or in the first conversation, name the kind of messages, and keep the record.

  4. 4.

    Send and pay in rupees

Messages to +212 numbers are charged at the Morocco rate on your InfiQ invoice, in rupees with GST.

Your business is in Morocco

  1. 1.

    Talk to sales first

InfiQ bills in rupees, keeps customer data in India and supports teams in English and Hindi on India time. Sales will tell you plainly whether it can serve a business based in Morocco.

  2. 2.

    Bring your CNDP position

Articles 43 and 44 govern transfers abroad. Have your view on the CNDP formalities ready: InfiQ's data sits in India and the Cloud API is run by Meta.

  3. 3.

    Decide on the number

If you already answer customers on the WhatsApp Business app, ask about WhatsApp Coexistence so the app and the API can share the number within Meta's limits.

Questions businesses ask about WhatsApp in Morocco

  1. Q1

Does Law 09-08 require consent before we send WhatsApp promotions in Morocco?

Treat it as yes. Article 10 bars direct prospecting by automated calls, fax, email or 'a technology of the same nature' without prior consent. WhatsApp is not named, so applying the article to it is an interpretation, but Meta's own policy requires opt-in in any case. Record where, when and with what wording each contact agreed.

  2. Q2

Do we need CNDP authorisation to send Moroccan customer data outside Morocco?

Possibly. Articles 43 and 44 allow transfers only to a state with a sufficient level of protection, unless the person expressly consents, a listed necessity such as performing their contract applies, or the CNDP authorises it. WhatsApp runs on Meta's Cloud API and InfiQ keeps its customer data in India, so a Moroccan business should settle this with counsel before it starts.

  3. Q3

Can a single WhatsApp template mix French and Arabic?

Each template is submitted under one language code, such as fr_MA or ar_MA, so the clean approach is two versions of the same message and a stored language choice per contact. Customer names and addresses in either script go into variables and do not change the template's language.

  4. Q4

Morocco went back to GMT in September 2026. Will our scheduled messages move?

They may. Since 20 September 2026 Morocco keeps UTC+0 all year with no Ramadan switch, five and a half hours behind India. A send pinned to India time or to UTC+1 now reaches customers an hour earlier on their clocks than it did before the change. Check recurring broadcasts, and any tool whose time-zone data predates the decree.

  5. Q5

What must every promotional message to a Moroccan customer include?

Under Law 09-08 a prospecting message must not hide who sent it, must not carry a subject unrelated to the offer, and must give valid contact details for a free request to stop. On WhatsApp, a clear display name, an honest first line and a 'Stop promotions' quick-reply button are the practical way to meet those three points; InfiQ enforces the STOP at platform level.

  6. Q6

Can Moroccan customers pay by card from a link in the chat?

InfiQ does not offer in-chat payments. Teams on InfiQ put a payment link from their own provider in a utility template or a reply, and connect the provider through InfiQ's API and webhooks so a confirmation follows the payment. Card payments and transfers in Morocco are supervised by Bank Al-Maghrib.

  7. Q7

Can a company based in Casablanca sign up with InfiQ?

Talk to sales first. InfiQ serves India-based businesses: it bills in rupees, keeps customer data in India and supports teams in English and Hindi on India time. Sales will tell you whether, and how, it can work with a business registered in Morocco.

  8. Q8

How far ahead should a tourism campaign to Morocco be prepared?

Start with Meta business verification, which Meta paces; go-live is about two hours once Meta business verification is complete. Then submit the campaign's marketing templates in each language well before the send date, because every language version needs Meta's approval before it can go out.
