WhatsApp Business API for Kazakhstan, starting with where the data lives
Kazakhstan requires personal data to be stored in a database inside the country, and WhatsApp's Cloud API is run by Meta. Settle that question first; templates and rates come after.

For Indian businesses with customers in Kazakhstan, and Kazakh firms evaluating an India-based provider: what Article 12's data-storage rule means for planning a WhatsApp programme, how consent must be recorded under Article 8, when advertising must be in Kazakh, and what each message costs.
See it work
Where a Kazakh customer's data sits
Article 12(2) of Kazakhstan's personal-data law requires personal data to be stored in a database located in the country. Before you plan a single template, trace every place a customer's details will live.
Read the map from the top. The first two layers are yours to arrange: a consent record that can be confirmed, and a customer database inside Kazakhstan. The next two are not: InfiQ keeps its copy in India, and Meta runs the Cloud API.
What that means for planning: ask your counsel how Article 12(2) applies when the master record stays in Kazakhstan and messaging runs through Meta and an India-based provider, and get the answer in writing before you migrate customer lists. This page does not reach a conclusion on it, and neither should a sales pitch.
One order update, layer by layer
PayloadOrder update to a customer in Astana
Enters at the top, travels down through 5 layers
Hop 5 of 5: the payload is in layer 5, The customer's phone. The message arrives in WhatsApp in Kazakhstan. If the customer withdraws consent, you have fifteen working days to act on it.
Compliance
The Law on Personal Data, article by article
Kazakhstan's law has no rule written for marketing messages. It governs consent, storage and transfers abroad, and every WhatsApp programme touches all three.
Law No. 94-V of 21 May 2013 'On Personal Data and their Protection', most recently amended by Law No. 326-VIII of 24 June 2026, requires an individual's consent to collect and process their personal data, except in cases the law lists (Article 7(1)).[6]
Regulator: The authorised body for personal data protection (a central executive body; see gov.kz)
Point 1
Consent that can be confirmed (Article 8)
Consent is given or withdrawn in writing, through a state or non-state service, or 'in another manner enabling confirmation of consent'. It states the operator, its validity period, whether data goes to third parties or abroad, and the list of data. A withdrawal must be acted on within fifteen working days.[6]
Point 2
Storage in Kazakhstan (Article 12(2))
Personal data must be stored in a database 'located within the territory of the Republic of Kazakhstan'. The article was amended again by Law No. 326-VIII of 24 June 2026.[6]
Point 3
Transfers abroad (Article 16)
Cross-border transfer is allowed to states that protect personal data, and to other states only with the person's consent or on other grounds the law lists. That is a separate question from where the database sits.[6]
Point 4
Purpose limits (Article 15)
Disclosing personal data requires consent, and so does using it beyond the purposes stated when it was collected. Plan separate consent if a number collected for order updates is also to receive promotions.[6]
Point 5
Registers kept by the authority (Article 27-1)
The competent authority keeps a register of persons who collect or process personal data, and a register of personal-data security breaches.[6]
Point 6
No messaging-specific marketing rule
The law has no provision on direct marketing or messaging apps. A rule on advertising by SMS or messenger under the communications or advertising laws was not verified for this page, so none is described here.[6]
Point 7
Advertising language (Law on Advertising, Article 6)
Advertising must be accurate and recognisable and, outside periodicals, internet resources and news agencies, distributed in Kazakh, optionally also in Russian or other languages.[7]
Point 8
Meta's opt-in rule
The WhatsApp Business Messaging Policy lets a business message someone only after they have shared their number or username and opted in to receive its messages.[9]

The market in six lines
Position from the U.S. Commercial Service, growth from the World Bank, connectivity from DataReportal, and the clock change anyone scheduling from India should know.
The U.S. Commercial Service calls Kazakhstan Central Asia's top economy, ninth in the world by land area and a gateway to more than 500 million regional consumers.[1]
GDP grew 6.5% in 2025, helped by the Tengiz oilfield expansion; growth slowed to 4.1% in the first half of 2026 and is projected at 4.6% for the year (World Bank).[2]
The government aims to double the size of the economy by 2030 from its 2023 level.[2]
The population is just over 20 million by the World Bank's count, and 20.9 million in October 2025 by UN data.[2],[3]
Kepios counted 19.5 million internet users in October 2025, 93.4% of the population.[3]
Since 1 March 2024 the whole country uses one time zone, UTC+5; the eastern regions, Almaty and Astana included, moved from UTC+6. There is no daylight saving.[8]
Drag or swipe to rotate. Use the arrow keys to rotate, plus and minus to zoom, and 0 to reset.
Atlas
Half an hour behind India, all year
With one national clock and no daylight saving, the gap to New Delhi never changes.
At UTC+5, Kazakhstan runs thirty minutes behind India Standard Time: 10:00 in Astana is 10:30 in New Delhi. An Indian team can work Kazakh business hours with almost no change to its own day.
A recurring send pinned to the old UTC+6 offset now arrives an hour earlier on local clocks, so re-check automations created before March 2024. Drag the globe to see the distance from India; the rate is the same wherever in the country the customer is.
Who messages what
Sectors, from oil to the super-app
What the World Bank, the U.S. Commercial Service and Kaspi.kz say about where Kazakhstan's economy is, with the WhatsApp use that fits each sector.
| Sector | What it sends on WhatsApp |
|---|---|
| Oil and gasThe economy relies heavily on oil, gas, uranium, coal and gold; oil export earnings rose 27.4% year on year in the first half of 2026.[2] |
|
| Uranium and miningThe U.S. Commercial Service says Kazakhstan 'remains the world's top uranium producer' and holds vast critical-mineral reserves.[1] |
|
| Transport and logisticsDescribed by the U.S. Commercial Service as a rising hub linking China, South Asia, Russia and Europe.[1] |
|
| Construction and real estateConstruction grew 15.2% and manufacturing 9% year on year in the first half of 2026.[2] |
|
| Fintech and e-commerceKaspi.kz describes itself as the largest payments, marketplace and fintech ecosystem in Kazakhstan, delivered through one mobile app.[4] |
|
| AgribusinessThe U.S. Commercial Service cites agricultural machinery as a diversification opportunity.[1] |

Kazakh and Russian, and when advertising must be in Kazakh
Kazakh is the state language and Russian is officially used on equal grounds with it. Meta accepts templates in both.
Send each contact the language they chose at opt-in. For promotions, consider sending the Kazakh version by default: the advertising law's Kazakh-language rule excludes internet resources, but its text does not say whether a messenger counts as one, and a Kazakh version removes the question.
Each language version is a separate template with its own approval, so plan Kazakh and Russian together.
| Language | Meta code | Use it for |
|---|---|---|
| Kazakh | kk | The state language; the safe default for promotions |
| Russian | ru | Officially used alongside Kazakh; send it to contacts who chose it |
| English | en | International firms, including those at the Astana International Financial Centre |

InfiQ capabilities, and the storage question each raises
What you would run on InfiQ, with the data-location consequence of each stated plainly.
- Customer data hosted in India
InfiQ processes customer data in data centres located in India; website telemetry vendors are listed separately in the subprocessor list.
InfiQ processes customer data in India. For Kazakhstan, that is the first fact to put in front of your counsel.
- Developer API and webhooks
A REST API with scoped keys, idempotency keys and per-key rate limits, plus HMAC-SHA256-signed webhooks retried for 24 hours. Included on Growth, an add-on on Lite.
Keep your system of record in your own database: send through the REST API and receive delivery and reply events on signed webhooks.
- Consent records and opt-out enforcement
Each contact's opt-in source and time are recorded, STOP replies are enforced at platform level (even against later imports), and the audit trail exports.
Each opt-in's source and time is recorded and STOP is enforced; map that record against the contents Article 8 requires.
- Template manager and library
Draft, submit and track WhatsApp message templates for Meta's approval, starting from a library of 1,000+ ready templates in 27 categories.
Kazakh and Russian versions are separate templates, each tracked through Meta's approval.
- Shared team inbox
One WhatsApp number answered by a team: 10 users on Lite and 25 on Growth, agent and manager roles, transfers, private notes, labels and canned replies.
Sales teams in Almaty and Astana can answer one number together, with roles, transfers and labels.
- Account security controls
TLS 1.2+ in transit and AES-256 at rest, role-based access, two-factor sign-in, scoped API keys with IP allow-lists, and hash-chained audit logs.
Encryption in transit and at rest, two-factor sign-in and hash-chained audit logs, for the security part of your legal review.
Two ways in
Two starting points, one first step
InfiQ serves India-based businesses. For Kazakhstan, both routes begin with the data map.
Your business is in India
- 1.
Map the data first
List where customer details will live, including InfiQ in India and Meta's Cloud API, and take that list to counsel.
- 2.
Collect consent that can be confirmed
Name your company, the period, any third parties and the transfer abroad in the consent text.
- 3.
Write Kazakh and Russian templates
Submit both versions; use Kazakh for promotions by default.
- 4.
Go live
Start with a 7-day Lite trial, no card needed. Go-live is about two hours once Meta business verification is complete.
Your business is in Kazakhstan
- 1.
Talk to sales
InfiQ bills in rupees, keeps customer data in India and supports teams in English and Hindi on India time. Sales will tell you whether it can serve a business registered in Kazakhstan.
- 2.
Bring your Article 12 position
A business based in Kazakhstan needs its own view on database location before any provider conversation goes far.

Questions businesses ask about WhatsApp in Kazakhstan
- Q1
Does Kazakhstan's data-localisation rule allow us to use WhatsApp's cloud platform?
That is a question for your counsel, to be answered before go-live. Article 12(2) requires personal data to be stored in a database located in Kazakhstan. WhatsApp's Cloud API is hosted by Meta and InfiQ processes customer data in India, so at least one copy sits outside the country. Ask specifically how the rule applies if your master database stays in Kazakhstan.
- Q2
What must a consent record contain under Article 8?
The operator collecting the data, how long the consent is valid, whether the data will go to third parties or across borders, and the list of data. Consent must be given in writing, through a state or non-state service, or in another way that can be confirmed, and a withdrawal must be acted on within fifteen working days.
- Q3
Must WhatsApp promotions to customers in Kazakhstan be written in Kazakh?
Possibly. Article 6 of the Law on Advertising requires advertising, other than in periodicals, internet resources and news agencies, to be distributed in Kazakh, optionally also in Russian or other languages. The text does not say whether a messenger promotion falls under the internet exception, so sending a Kazakh version, with Russian alongside, avoids the question.
- Q4
Will scheduled messages follow the single UTC+5 time zone?
Check anything created before March 2024. Since 1 March 2024 the whole country has used UTC+5, and Almaty and Astana moved from UTC+6, so a schedule pinned to the old offset now lands an hour earlier on local clocks. Kazakhstan is now thirty minutes behind India all year.
- Q5
Can sales teams in Almaty and Astana share one WhatsApp number?
Yes. InfiQ's shared team inbox lets one number be answered by a team: 10 users on Lite and 25 on Growth, with agent and manager roles, transfers, private notes, labels and canned replies. Labels can separate conversations by city or language.
- Q6
Can we connect WhatsApp on InfiQ to 1C or Bitrix24?
Not through a ready-made connector. InfiQ's integrations run through its REST API and webhooks today, and native one-click connectors are still in development, so a 1C or Bitrix24 link would be built on the API by your developers or integrator. That also lets your system of record stay in your own database.
- Q7
Can a business based in Astana or Almaty buy InfiQ directly?
Talk to sales first. InfiQ serves India-based businesses: it bills in rupees, keeps customer data in India and supports teams in English and Hindi on India time. Given the storage rule in Article 12(2), sales will also want to hear your counsel's position before anything else.
