WhatsApp Business API for Israel, in Hebrew, Arabic and English

Israel's spam law asks for written consent and a label on every advertisement, and its customers mostly read Hebrew. Here is how a WhatsApp programme run from India meets both.

For Indian businesses with customers in Israel, and Israeli companies looking at an Indian provider: one order update in Hebrew, Arabic and English, what section 30A asks of a promotional message, what Amendment 13 changed, and what a +972 message costs.

Market brief

A market built on software

Israel's economy as its innovation authority and the OECD describe it. The authority's headline shares carry no reference year, so they are attributed to it as published.

  1. 01

Israel joined the OECD in 2010 as its 33rd member country.[3]

  2. 02

The Israel Innovation Authority puts high-tech at 18% of GDP and 58% of total exports, with more than 9,000 high-tech companies and more than 840 venture capital funds active in Israel.[5]

  3. 03

Its 2026 State of High-Tech report counts $85 billion in high-tech exports, $84 billion in exits and nearly $15 billion raised.[6]

  4. 04

The OECD's 2025 economic survey notes a strong AI industry, supported by Israel's flexible regulatory approach.[4]

Language

The same order update in Hebrew, Arabic and English

Hebrew is the state language and Arabic has special status under the 2018 Basic Law. Switch languages to see one utility template the way an Israeli customer would read it.

This sample is an order update, not an advertisement, so it carries no advertising label. A promotional template is different: section 30A of the Communications Law expects the word פרסומת (advertisement) at its start, as the rules section below explains.

Each language version is a separate template approval. Write the Hebrew and Arabic natively, and check in the preview that order numbers and times sit correctly inside right-to-left text.

Compliance

Two laws a WhatsApp programme meets in Israel

The Communications Law governs advertising messages; the Protection of Privacy Law, recently amended, governs the data behind them.

Israel's Protection of Privacy Law, 5741-1981, governs personal data, and Amendment No. 13, approved by the Knesset on 5 August 2024, is in force; advertising messages fall under a separate rule, section 30A of the Communications Law.[11],[9],[7]

Regulator: Privacy Protection Authority (PPA), Ministry of Justice

  1. Point 1

Section 30A: written consent before an advertisement

An advertiser may not send an advertisement by fax, automatic dialling system, 'electronic message' or SMS without the recipient's explicit prior consent in writing, which may be given by electronic message or a recorded call. A limited exception covers existing customers who gave their details in a purchase, were told and offered a refusal, for similar products. The section does not name WhatsApp, so applying it to WhatsApp is an interpretation.[7],[11]

  2. Point 2

Label it, name yourself, offer a way out

A permitted advertisement must say clearly that it is advertising, with the word פרסומת at the start, give the advertiser's name and contact details, and state the recipient's right to refuse with a simple way to do so. Refusal is free and possible at any time.[7]

  3. Point 3

    Damages without proof of harm

A breach of section 30A is a civil wrong. Courts may award statutory damages, without proof of harm, of up to NIS 1,000 per advertisement knowingly sent in breach.[7]

  4. Point 4

    Amendment 13: officers and notifications

Public bodies, and organisations handling sensitive data or carrying out systematic monitoring, must appoint a privacy protection officer. Private-sector database registration was almost entirely removed, but large sensitive databases must be notified to the PPA.[8],[9]

  5. Point 5

    Amendment 13: stronger enforcement

The amendment adds an explicit ban on processing unlawfully collected data, new criminal offences, PPA criminal-investigation powers, monetary sanctions and broader statutory damages that do not require proof of harm.[8],[11]

  6. Point 6

    Consent tied to a purpose

Processing requires informed consent limited to specific purposes, and a new purpose needs fresh consent. The PPA's Guidelines No. 2/2017 on direct mailing interpret the law's direct-mailing provisions for business-customer relationships.[11],[10]

  7. Point 7

'Do Not Call Me' is about phone calls

Amendment 61 to the Consumer Protection Law created a 'Do Not Call Me' database for telephone marketing, open for registration since 12 December 2022. It concerns phone calls.[11]

Atlas

A clock that moves twice a year

Israel keeps one time zone but changes it in spring and autumn, so the gap to India changes too.

Israel Standard Time is UTC+2, three and a half hours behind India. From the Friday on or after 23 March until the last Sunday of October, Israel Daylight Time (UTC+3) narrows the gap to two and a half hours.

Schedule broadcasts in Israeli local time rather than as a fixed IST offset; otherwise a send planned for 10:00 lands an hour off for part of the year. Drag the globe to see Israel against India and the other markets on this site, every one of them priced from India in rupees.

Who messages what

Four sectors with a reason to message

Israel's economy leans on technology; these are the parts the sources describe, and the WhatsApp traffic each tends to need.

On InfiQ

What you run on InfiQ for Israeli customers

Built for teams that sell software and want their messages to pass a legal and a security review.

  • Developer API and webhooks

A REST API with scoped keys, idempotency keys and per-key rate limits, plus HMAC-SHA256-signed webhooks retried for 24 hours. Included on Growth, an add-on on Lite.

SaaS and developer-tool teams trigger templates from their own product: scoped keys, idempotency keys and signed webhooks retried for 24 hours.

  • Consent records and opt-out enforcement

Each contact's opt-in source and time are recorded, STOP replies are enforced at platform level (even against later imports), and the audit trail exports.

Section 30A turns on recorded consent. Each opt-in's source and time are stored, and STOP is enforced even against later imports.

  • Template manager and library

Draft, submit and track WhatsApp message templates for Meta's approval, starting from a library of 1,000+ ready templates in 27 categories.

Keep the Hebrew, Arabic and English versions of each template together; promotional versions carry the advertising label from the first draft.

  • Shared team inbox

One WhatsApp number answered by a team: 10 users on Lite and 25 on Growth, agent and manager roles, transfers, private notes, labels and canned replies.

Conversations in all three languages land in one inbox; labels and transfers route each to the agent who writes that language.

  • Account security controls

TLS 1.2+ in transit and AES-256 at rest, role-based access, two-factor sign-in, scoped API keys with IP allow-lists, and hash-chained audit logs.

For a security questionnaire: encryption in transit and at rest, role-based access, two-factor sign-in, IP allow-listed API keys and hash-chained audit logs.

  • Published per-market rates

InfiQ publishes its per-message rate for every Meta market in rupees, ex-GST, so the cost of messaging customers abroad is known before you send.

The Israel rate is published in rupees before you send, so a +972 campaign is costed in advance.

Two ways in

Two ways in

Indian businesses can start on a trial. Israeli companies start with sales.

Your business is in India

  1. 1.

    Start the trial

A 7-day Lite trial, no card needed. Plans then start at ₹999 a month, invoiced in rupees with GST.

  2. 2.

    Verify with Meta

Go-live takes about two hours once Meta business verification is complete.

  3. 3.

Write the opt-in to section 30A's standard

Ask for explicit consent in writing, by form or message, and keep it. Give promotional templates the advertising label, your name and contact details, and a refusal option.

  4. 4.

    Schedule in Israeli time

Set sends in local time, not as a fixed IST offset; the gap moves with Israel's daylight saving.

Your business is in Israel

  1. 1.

    Talk to sales

InfiQ serves India-based businesses. For a company based in Israel, availability outside India goes through sales.

  2. 2.

    Know the arrangement

InfiQ invoices in rupees, processes customer data in India and supports customers in English and Hindi on India time.

  3. 3.

Bring your privacy officer in early

After Amendment 13, whoever owns privacy in your company will ask where data is processed. The answer is India.

Questions businesses ask about WhatsApp in Israel

Does section 30A of the Communications Law reach WhatsApp marketing?+
It does not say so in terms. Section 30A covers fax, automatic dialling, 'electronic message' (a message sent over the internet) and SMS, and does not name messaging apps, so applying it to WhatsApp is an interpretation. The cautious course is to collect explicit written consent before any promotion, which also meets Meta's opt-in rule.
How should a promotional template to Israeli customers be labelled?+
With the word פרסומת (advertisement) at the start. Section 30A(e) also asks for the advertiser's name and contact details and a statement of the recipient's right to refuse, with a simple way to do it, such as a reply keyword or a quick-reply button. Build all three into the template before it goes to Meta for approval.
What is the exposure if we send an advertisement without consent in Israel?+
Up to NIS 1,000 in statutory damages per advertisement knowingly sent in breach, without the recipient having to prove harm. Section 30A makes a breach a civil wrong, so the exposure grows with every message in a campaign.
Do order updates and OTPs need the advertising label in Israel?+
Not if they stay purely transactional; the label is for advertisements. Keep anything promotional out of utility and authentication templates, because an offer added to an order update makes it read as an advertisement and, for Meta, as a marketing template. Send offers separately, to people who gave written consent, with the label.
After Amendment 13, does our company need a privacy protection officer?+
Only if you fall into the categories the amendment names. It requires public bodies, and organisations that handle sensitive data or carry out systematic monitoring, to appoint one. Outside those categories the duty does not arise from the amendment, though large sensitive databases must still be notified to the PPA.
When does the time gap between India and Israel change?+
Twice a year, with Israel's daylight saving. From the Friday on or after 23 March until the last Sunday of October, Israel is two and a half hours behind India; the rest of the year it is three and a half hours behind. Schedule broadcasts in Israeli local time to avoid the shift.
What does a marketing message to an Israeli number cost from India?+
₹3.10 per delivered marketing message, at InfiQ's Israel rate in rupees, excluding GST. Utility messages cost ₹0.4662, authentication ₹0.4662 and service replies ₹0.4662. Plans start at ₹999 a month on top of message charges.
Can an Israeli startup open an InfiQ account?+
Start with sales rather than the self-serve trial. InfiQ serves India-based businesses, invoices in rupees, processes customer data in India and supports customers in English and Hindi on India time, and has no office or entity in Israel. Sales can say whether availability outside India covers your case.
