Greece runs on tourism, shipping and trade, and its customers read Greek while many of its guests do not. Start with the template in both languages, then the consent rule and the price.

For Indian travel firms, exporters and service teams dealing with Greece, and Greek businesses weighing InfiQ: how to write booking and order templates in Greek and English, what Article 11 of Law 3471/2006 requires before marketing, and what +30 messages cost.
Language
One booking message, in Greek and in English
Greek customers expect Greek; many of the guests a Greek business serves do not read it. Switch the language to see the same utility template in both.
Meta approves each language version of a template on its own, so submit the Greek and English versions together and keep their variables in the same order.
Meta's template list also includes German, French, Italian and many other languages for guests from elsewhere; add the ones your bookings justify. Replies inside the 24-hour service window can be in any language your staff write.

Industries
Guests, ships, ports and produce
Greece's strongest sectors all run on coordination with people abroad, which is where Indian travel firms, exporters and service teams come in.
- 01
Tourism and hospitality
40.7 million international visitors (+12.8%) and €21.6 billion in tourism receipts (+5.4%) in 2024. INSETE puts tourism's total direct and indirect contribution at up to 33.7% of GDP, an upper-bound estimate.[9]
On WhatsApp: Booking confirmations · Check-in instructions · Transfer details · Guest support in several languages
- 02
Accommodation and food services
Accommodation and food services generated 7.3% of Greece's gross value added in 2024 (provisional), against 2.9% for the EU.[7]
On WhatsApp: Table and room reservations · Arrival-time requests · Supplier orders
- 03
Shipping
The European Commission refers to Greece's 'leading role in the global shipping industry' and lists shipping among its competitive advantages.[6]
On WhatsApp: Crew-change logistics · Agent coordination in a shared inbox · Document requests
- 04
Ports and logistics
Enterprise Greece says Piraeus ranked first among Mediterranean commercial ports in 2019, with 4.9 million TEU of capacity, and names Thessaloniki, Alexandroupoli and Patras as ports with gateway potential.[10]
On WhatsApp: Container status · Cargo-release notifications for B2B customers · Delivery-slot booking
- 05
- 06
Life sciences, energy, ICT and business services
Enterprise Greece, the state investment agency, lists these among its investment sectors, alongside tourism, food, logistics and audiovisual production.[11]
On WhatsApp: Customer support · Appointment reminders · Login codes

Inside a guest's 24-hour window
Most hotel conversations start with the guest. While the window is open, staff can reply freely; once it closes, only an approved template can restart the conversation.
For a hotel, ferry operator or tour company this is most of the traffic: guests ask, staff answer. Since 1 October 2026 those replies have been charged per message as service messages, ₹1.86 each to a Greek number on InfiQ.
A guest with a German or British number is charged at that country's rate, not Greece's, because Meta prices by the recipient's country code. Booking confirmations sent first by the hotel are utility templates; an upsell, such as a spa offer, is marketing and needs consent first.

Compliance
Article 11: unsolicited communications in Greek law
Greece's e-privacy law, Law 3471/2006, transposes the EU ePrivacy Directive. Its Article 11 is the rule a WhatsApp marketing programme has to meet.
Article 11(1) of Law 3471/2006, in HDPA's English translation, allows automated calling systems, fax or electronic mail to be used for direct marketing or any advertising purpose only in respect of subscribers who have given their prior consent.[1]
Regulator: Hellenic Data Protection Authority (HDPA)
Point 1
Electronic mail is defined broadly
The law defines electronic mail as any text, voice, sound or image message sent over a public communications network that can be stored until the recipient collects it. It does not name WhatsApp or Viber, so applying Article 11 to them is an interpretation, though the definition is wide.[1]
Point 2
Bookings are not offers; keep them apart
Article 11(1) is about direct marketing and advertising. A booking confirmation or check-in instruction is not an offer, but an upsell added to it is advertising, so keep service templates free of promotions.[1]
Point 3
Company subscribers are covered
Article 11(7) applies the unsolicited-communications rules to subscribers that are legal entities too, so messages to shipping companies, agencies and other businesses need consent.[1]
Point 4
A narrow customer exception
Article 11(3) lets a business use e-mail contact details lawfully obtained in a sale to market similar products, if the recipient can object easily and free of charge when they are collected and in each message.[1]
Point 5
Say who is sending
Article 11(4) requires direct-marketing e-mails to identify the sender clearly and give a valid address for stop requests.[1]
Point 6
The do-not-call register is for live calls only
Article 11(2) bars marketing calls with human intervention to subscribers who have told their provider they do not want them, recorded in a free special directory. Automated or electronic messages need prior consent instead.[1]
Point 7
HDPA is the authority, under two laws
Article 11(8) makes HDPA the competent authority for unsolicited communications under EU consumer-protection cooperation rules. HDPA also oversees the GDPR, implemented in Greece by Law 4624/2019.[1],[2],[3]
Point 8
Check later amendments
HDPA's English translation incorporates amendments up to Law 4070/2012. Check the Greek consolidated text for later changes before quoting it.[1]
Point 9
Meta's opt-in applies to every message
Meta's WhatsApp Business Messaging Policy requires a guest's or customer's opt-in before a business messages them, booking messages included.[4]

Market brief
The economy, and how Greece pays
Growth above the EU average, a labour market still recovering, and an instant-payment system that is spreading fast.
- 01
The IMF estimates Greece's 2025 GDP at about US$280 billion and GDP per head at about US$27,040. Both are estimates.[5]
- 02
Real GDP grew 2.3% in 2024, outpacing the EU average, driven by private consumption, a strong rebound in tourism and investment supported by the recovery and resilience plan.[6]
- 03
Unemployment fell to 9.5% in the fourth quarter of 2024, the lowest since 2009 but still well above the EU average of 5.7%; most new jobs were in trade, transport and tourism.[6]
- 04
The population was 10,366,586 in 2026, a provisional Eurostat estimate quoted in the EU's country profile.[12]
- 05
Eurostat counts 78.04% of people in Greece using instant messaging in 2025, up from 71.38% in 2024, against 82.31% across the EU. The survey covers all messaging apps, not WhatsApp alone.[8]
- 06
IRIS, the instant-payment service run by DIAS, had 4.3 million registered person-to-person users in December 2025 and processed 111.4 million transactions that year, up 90%. IRIS Commerce is available at about 1.2 million POS terminals and 70,000 e-shops.[13]

Built for a season, not just a campaign
Greek businesses that host guests answer far more than they broadcast. The stack starts with the inbox for that reason.
- Shared team inbox
Summer brings more guests and more questions. Lite includes 10 users and Growth 25, with transfers, private notes and canned replies for the questions every guest asks.
- Template manager and library
Greek and English versions of booking, check-in and transfer templates, tracked through Meta's approval together.
- Developer API and webhooks
Booking and property-management systems can trigger confirmations and check-in messages through the REST API, with signed webhooks back.
- Consent records and opt-out enforcement
Opt-in collected at booking, stored with its source and time, so service messages and any later offers rest on a record.
- Broadcast campaigns
Seasonal offers go only to guests who agreed to marketing, scheduled in Greek local time.
- Guided onboarding
Meta business verification first; once it is complete, a number is typically live in about two hours, well before the season starts.
Two ways in
Two ways in
InfiQ serves India-based businesses directly; a business based in Greece starts with sales.
Your business is in India
- 1.
Ask for opt-in at booking
A WhatsApp consent box on the booking or order form, recorded with its wording, plus a separate box for offers.
- 2.
Verify with Meta and go live
Once Meta business verification is complete, InfiQ typically has your number live in about two hours.
- 3.
Submit Greek and English templates
Booking, check-in and order templates in both languages through the template manager.
- 4.
Staff the inbox for the season
Most traffic will be guests' own questions; plan agents and canned replies before the first arrivals.
Your business is in Greece
- 1.
Know what InfiQ is
An India-based Meta Business Partner that bills in rupees, processes customer data in India and supports customers in English and Hindi on India time.
- 2.
Talk to sales
Availability for businesses based outside India goes through sales, who will tell you plainly whether InfiQ fits.
- 3.
Check the data question
Guest data would be processed in India; put that to your own GDPR review before you commit.

Questions businesses ask about WhatsApp in Greece
- Q1
Can a Greek hotel send booking messages to guests without marketing consent?
Yes, as long as they are only about the booking. Article 11 is about direct marketing and advertising, so confirmations, check-in instructions and transfer details fall outside its consent rule as written; an upsell in the same message would not. Meta's policy still requires the guest's opt-in to WhatsApp messages, so collect it at booking.
- Q2
Does Greece's do-not-call register let us message anyone not on it?
No. The Article 11(2) register concerns marketing calls with human intervention only. Automated or electronic messages, which is where WhatsApp marketing would sit, need prior consent whether or not a number is listed.
- Q3
Do messages to Greek shipping companies and travel agencies need consent?
Yes, for marketing. Article 11(7) applies the unsolicited-communications rules to subscribers that are legal entities, so a promotional WhatsApp message to a shipping company or agency needs prior consent, just as one to a consumer does.
- Q4
Which languages can we use for guests from abroad?
Any language on Meta's template list, which includes Greek (el), English, German, French, Italian and many more, with each version approved separately. Replies inside the 24-hour window can be in whatever language your staff write. InfiQ's own support team works in English and Hindi.
- Q5
What does a WhatsApp message to a +30 number cost?
On InfiQ, ₹7.56 per marketing message, ₹1.86 per utility message, ₹1.86 per authentication message and ₹1.86 per service reply, ex-GST, at the rate for Meta's Rest of Central & Eastern Europe market. A guest's foreign number is charged at that country's rate instead.
- Q6
Can guests pay through IRIS inside the chat?
Not inside WhatsApp through InfiQ, which does not offer in-chat payments. Send a payment link from your own booking engine or e-shop in a template; where that checkout supports IRIS, the guest pays there as usual.
- Q7
How do we cope with summer peaks in guest messages?
Plan the inbox before the plan. Lite includes 10 users and Growth 25 on one number, with transfers, private notes, labels and canned replies; larger teams are sized on the Enterprise plan. Templates for the questions every guest asks save the most time.
