Before your first WhatsApp message to Czechia: the ÚOOÚ checklist
Drag or swipe to rotate. Use the arrow keys to rotate, plus and minus to zoom, and 0 to reset.
Czechia has one regulator for both data protection and commercial messages. It expects prior consent, a log that proves it, and no consent requests by message. Tick through the list before you send.
For Indian suppliers, IT firms and brands with customers in Czechia, and for Czech businesses evaluating InfiQ: a checklist of what Act 480/2004 and the data-protection office ÚOOÚ expect before a WhatsApp marketing message, what +420 messages cost, and how to begin.
Before you send
The pre-send checklist for Czech numbers
Act No. 480/2004 Coll. sets the consent rule and ÚOOÚ, the Office for Personal Data Protection, enforces it. Each item is something your process should cover before a marketing message goes to a +420 number.
Section 7(2) of Act No. 480/2004 Coll. lets a business use electronic contact details for commercial communications only towards users who gave prior consent. The Act defines electronic mail as a text, voice, sound or image message sent over a public electronic communications network.[1]
Regulator: ÚOOÚ (Office for Personal Data Protection)

Sources for each point: Get consent before the first marketing message[2],[1]; Never ask for consent by message[2]; Log every opt-in, ideally through double opt-in[2]; Leave bought and scraped lists out[2]; Hold company contacts to the same rule[2]; Use the customer exception narrowly[1]; Know the penalty ceiling[2],[3]; Confirm WhatsApp opt-in for every message type[4]; Check the current text of the Act[1]
This section summarises public guidance from the sources cited. It is not legal advice; check with your counsel before you send.
An export economy, in sourced lines
Czech business sells abroad and makes things. That shapes who you will be messaging: plant managers, dealers and buyers as much as shoppers.
The IMF estimates Czechia's 2025 GDP at about US$392 billion and GDP per head at about US$36,300. Both are estimates.[5]
Exports equal 57% of GDP, making Czechia one of the EU's most trade-dependent economies, and industrial goods, led by the automotive sector, make up 81% of them, the European Commission reports.[6]
Industry, excluding construction, generated 26.9% of Czech gross value added in 2024, against 19.4% for the EU; of the EU countries compared, only Ireland, at 32.0%, was higher.[7]
The population was 10,915,839 on 1 January 2026. Prague had 1,275,406 residents in 2022, Brno 379,466 and Ostrava 279,791.[8],[9]
Eurostat counts 87.93% of people in Czechia using instant messaging in 2025, up from 85.53% in 2024, against 82.31% across the EU. The survey covers all messaging apps, not WhatsApp alone.[10]
The Czech National Bank's interbank system has run instant payments 24/7 since the end of 2018, with a CZK 2.5 million cap. It processed 43.6 million of them in June 2026, and they were about 46% of interbank transfers in April 2026.[17]
QR Platba, an open and free QR-code standard based on a Czech Banking Association specification, fills in a payment order when a customer scans an invoice's code in a mobile banking app.[18]

Templates in Czech, háčeks included
Czech customers expect Czech. Meta accepts templates in Czech and approves each language version on its own.
Write consumer templates in Czech from the start, with diacritics such as č, ř and ů in place; they are ordinary characters in a WhatsApp template, and a message without them reads as careless.
English is common in multinational and IT settings, but we found no reliable figure for how common, so keep it for contacts who have chosen it. Replies inside the 24-hour service window can be in any language your team writes.
| Language | Meta code | Use it for |
|---|---|---|
| Czech | cs | The official language; the default for consumer templates |
| English | en | Business contacts who have chosen it, often in multinationals and IT |

What covers the checklist on InfiQ
The consent record leads, because ÚOOÚ puts the burden of proof on the sender.
Consent records and opt-out enforcement

Two ways in
Two ways in
InfiQ serves India-based businesses directly; businesses based in Czechia start with a conversation with sales.
Your business is in India
- 1.
Build the opt-in into your order flow
A WhatsApp consent box on checkout, account sign-up or the B2B order form, logged with its wording. Not a message asking for it.
- 2.
Verify with Meta and go live
Once Meta business verification is complete, InfiQ typically has your number live in about two hours.
- 3.
Submit Czech templates
Order, delivery and service templates in Czech through the template manager, with English versions for contacts who chose English.
- 4.
Send utility first
Start with updates about orders already placed, and add campaigns only for the consented segment.
Your business is in Czechia
- 1.
Know what InfiQ is
An India-based Meta Business Partner, billing in rupees, with customer data in India and support in English and Hindi on India time.
- 2.
Talk to sales
Availability for businesses based outside India goes through sales, who will tell you plainly whether InfiQ fits.
- 3.
Bring your GDPR questions
Ask about data processing in India before you commit; it belongs in your own review.

Questions businesses ask about WhatsApp in Czechia
Question: Does Czechia's Act 480/2004 apply to WhatsApp marketing?
Answer: Plan as if it does. Section 7 governs commercial communications sent to electronic contact details, and the Act defines electronic mail as a text, voice, sound or image message over a public electronic communications network. ÚOOÚ's FAQ names SMS and MMS but not WhatsApp, so applying it to WhatsApp is an interpretation.
Question: Can a first WhatsApp message ask Czech contacts to opt in?
Answer: No. ÚOOÚ says a consent request sent by e-mail or SMS is itself a commercial communication, and the same reasoning would apply to a WhatsApp message. Collect consent on your website, at checkout or in an order form, and log it.
Question: Do commercial messages to Czech companies need consent too?
Answer: Yes, unless the customer exception applies. ÚOOÚ's FAQ says Act 480/2004 does not distinguish between types of recipient, so commercial messages to company contacts need prior consent just as consumer ones do.
Question: Can we message existing Czech customers about similar products?
Answer: Within section 7(3), yes: your own similar products, to your own customers, provided they could refuse easily and free of charge when you collected the contact and can refuse in every message. Anything wider, such as a partner's offer or an unrelated range, needs prior consent.
Question: What would ÚOOÚ expect to see if a Czech contact complained?
Answer: Proof of consent. The sender bears the burden of proof, and ÚOOÚ recommends double opt-in with logs. InfiQ's consent records keep each contact's opt-in source and time and export as an audit trail; keep the opt-in wording you used alongside them.
Question: Why are Czech numbers charged at a regional rate?
Answer: Meta does not price Czechia as a market of its own; it falls in Meta's Rest of Central & Eastern Europe market, and InfiQ's published rate for that market applies: ₹7.56 per marketing message, ₹1.86 per utility message, ₹1.86 per authentication message and ₹1.86 per service reply, ex-GST. See pricing markets.
Question: Can we send QR Platba codes or instant-payment requests in the chat?
Answer: InfiQ does not offer in-chat payments. Teams send a payment link or invoice from their own systems in a template; the customer then pays in their banking app, where Czech instant payments and QR Platba work as usual.
