A Cape Town enquiry, played out on WhatsApp
A family in Cape Town writes to an Indian tour operator about Kerala in December. Step through the chat and watch two different permissions being handled: one for booking updates, and none yet for offers.
The third message is the one Cape Town programmes get wrong. A customer who starts a chat has not agreed to receive templates weeks later, so ask for that opt-in in plain words and record its scope. And a yes to booking updates is not consent to direct marketing: under section 69 a person who is not yet your customer may be asked for that once, and a customer may be sent offers only for your own similar products, with a way to object in every message.
Once the booking exists, the family is a customer, and the rest of the trip runs on utility templates triggered by your booking system through the developer API. The full POPIA picture is in the South Africa guide.
