What is WhatsApp pricing history?
WhatsApp pricing history is the sequence of models Meta has used to bill the WhatsApp Business Platform: three of them since the Business API launched in August 2018, plus several changes within each. The first model charged businesses for each template message (then called a highly structured message, or HSM) delivered, at a rate set by the recipient's country, while replies sent within 24 hours of a customer's message carried no charge. On 1 February 2022 Meta replaced it with conversation-based pricing: one fee per 24-hour conversation, user-initiated or business-initiated, with the first 1,000 conversations each month free (the free tier conversations).
On 1 June 2023 conversations were split into four categories (marketing, utility, authentication and service), each with its own rate, and the free allowance became 1,000 service conversations a month. From 1 November 2024 the service conversation was no longer charged at all. On 1 July 2025 Meta retired conversations entirely and moved to per-message pricing: each delivered template is charged by category and recipient market, utility and authentication earn monthly volume tiers, and utility templates sent inside an open customer service window were free.
The latest change came on 1 October 2026. Meta began charging for service messages, the free-form replies inside the 24-hour window, and for utility templates sent inside an open window. Each business phone number keeps a monthly free tier of 1,000 service messages, and beyond it a service message costs ₹0.145 on InfiQ's India card. The same day, max price for marketing on the Marketing Messages API (formerly MM Lite) entered open beta, with general availability planned for Q2 2027. One rule ran through every era: the 24-hour customer service window decides when free-form replies may be sent at all. Free entry points, for chats that start from Click-to-WhatsApp ads, date from the conversation era (when Facebook Page buttons also qualified) and survive today as a window, up to 7 days in Meta's current documentation, in which no message is charged.
Key takeaways
- WhatsApp Business pricing has used three models since 2018: per-template fees, conversation-based pricing, then per-message pricing.
- Conversation-based pricing ran from 1 February 2022 to 30 June 2025, with four conversation categories from 1 June 2023.
- Since 1 July 2025 Meta has charged each delivered message by category and recipient market.
- Since 1 October 2026 in-window utility templates and service messages beyond 1,000 a month per number are charged.
- Compare costs across eras per outcome, such as per order or renewal, because each model counted a different unit.

Why the difference matters
Why does WhatsApp pricing history matter?
Old pricing lives on in contracts, BSP proposals, blog posts and finance models. A budget built on "1,000 free conversations" or on one fee per support thread will be wrong today, and a 2024 invoice cannot be compared with a 2026 one without knowing which model each used. Knowing the sequence lets a business read any WhatsApp price in its context, explain year-on-year cost changes to finance and spot when a vendor is quoting a model that no longer exists. This page is the overview of every era; the conversation-based pricing entry covers the 2022 to 2025 model in depth.
How does WhatsApp pricing history work?
- Step 1
Date the figure
Find when the price, contract or article was written, and the pricing effective date of the card it quotes. Meta changes rates only on the first day of a quarter, so the quarter tells you which card and model applied.
- Step 2
Identify the model
Per-template fees until January 2022, conversation-based pricing from February 2022 to June 2025 (with categories from June 2023), per-message pricing since July 2025.
- Step 3
Translate the unit
A conversation fee covered every message in a 24-hour thread; a per-message rate covers one delivered message. Convert both to cost per message or per outcome before comparing.
- Step 4
Check what was free then
Free allowances and free message types changed with each model. The 1,000 free conversations, free service conversations and free in-window utility templates have all ended.
- Step 5
Re-price with today's card
Apply the current rate card to the same volumes by category and market to see what the old plan would cost under today's rules.
Example: A Mumbai insurer's three budgets
A Mumbai insurance broker compares its WhatsApp budgets. In 2022 it paid per conversation, with renewal reminders as business-initiated conversations and policyholder questions as cheaper user-initiated ones. In early 2025 renewal reminders were utility conversations and support threads cost nothing. In 2026 it pays per delivered message: each reminder template at the utility rate, and since 1 October each free-form support reply beyond its number's 1,000 a month at ₹0.145. The finance team rebuilds all three years as cost per renewed policy, the only measure that survives every model change.

Common mix-ups
Common mistakes with WhatsApp pricing history
Quoting a retired model
Proposals and articles that price "conversations" describe a model that ended on 30 June 2025. Ask for per-message rates by category and market.
Comparing invoices across models
A conversation fee and a per-message rate measure different things. Convert both to cost per outcome before calling a year cheaper or dearer.
Carrying old free rules forward
Free allowances have repeatedly ended. Budgets that still assume free support replies or free in-window utility templates under-count today's cost.
Rules of thumb
Best practices for WhatsApp pricing history
- Label historical cost data with the pricing model of each month.
- Keep copies of the rate cards your past budgets used.
- Watch Meta's pricing notices: rate changes come with a month's notice, model changes with six.
- Rebuild long-term comparisons as cost per order, renewal or resolved case.
* Per-message rates for India, ex-GST: marketing, utility and authentication effective 1 July 2026; service messages ₹0.145 since 1 October 2026 (they were ₹0 until 30 September 2026). Volume commitments earn discounts — final rate is confirmed on your account; applicable GST extra. Rates for other countries differ (see the international rate table on /pricing).
