What is the WhatsApp free tier?
Free tier conversations were a monthly allowance under WhatsApp's conversation-based pricing (CBP). Each WhatsApp Business Account (WABA) received its first 1,000 conversations of the month without charge, shared across all of the phone numbers on that account. The allowance refreshed at the start of each month in the account's timezone, and unused conversations did not roll over.
Its scope narrowed over time. When conversation-based pricing launched on 1 February 2022, the 1,000 free conversations could be either business-initiated or user-initiated. From 1 June 2023, when Meta split business-initiated conversations into marketing, utility and authentication categories, the allowance covered only the service conversation — the thread a customer opened, the old user-initiated conversation. On 1 November 2024 Meta made every service conversation free without limit, and the 1,000 allowance was withdrawn because it no longer did anything.
The old allowance no longer exists. Conversation-based pricing ended on 30 June 2025, and per-message pricing has applied since 1 July 2025: Meta charges each delivered message by category and recipient market. Service replies were free until 30 September 2026. Since 1 October 2026 Meta has charged for service messages again, with a new tier alongside: each business phone number's first 1,000 delivered service messages of the month carry no charge, with no roll-over.
That newer tier resembles the old one in name only. It counts messages rather than conversations, applies per phone number rather than per account, and covers service messages only — never a marketing, utility or authentication template. The other uncharged path today is the free entry point, a window of uncharged messages after a chat that starts from a Click-to-WhatsApp ad; WhatsApp pricing history covers the full sequence of changes.
Key takeaways
- The free tier gave each WhatsApp Business Account its first 1,000 conversations a month free under conversation-based pricing.
- From 1 June 2023 it covered service conversations only; Meta withdrew it on 1 November 2024, when all service conversations became free.
- Conversation-based pricing ended on 30 June 2025, and per-message pricing charges each delivered message instead of each conversation.
- Since 1 October 2026 Meta lets each business phone number send 1,000 service messages a month before it charges: a newer, different allowance.
- The new tier counts delivered service messages per phone number, not conversations per account, and it never covers templates.

- A different tier: 1,000 service messages per phone number a month
How does the WhatsApp free tier work?
Counted per account, per month
Every WABA had its own 1,000 conversations, shared by all its phone numbers and refreshed on the 1st of the month in the account's timezone.
The first conversations used it up
The first 1,000 qualifying conversations each month carried no charge; the 1,001st and later ones were billed at the conversation rate for the customer's country and category.
Scope narrowed in June 2023
From 1 June 2023 only service conversations drew on the allowance. Marketing, utility and authentication conversations were charged from the first one.
Withdrawn in November 2024
From 1 November 2024 all service conversations were free without a cap, so a separate allowance had nothing left to cover and Meta removed it.
Replaced by per-message pricing
From 1 July 2025 Meta stopped billing conversations altogether and began charging each delivered message by category and recipient market.
A narrower tier from October 2026
When service messages became chargeable on 1 October 2026, Meta gave each business phone number 1,000 delivered service messages a month at no charge, resetting at midnight in the account's timezone.
Example: Reading old invoices at a Hyderabad diagnostics chain
A Hyderabad diagnostics chain reviewing its records finds an October 2024 invoice with 2,400 service conversations, of which 1,400 were billed: under the rules of the time, its account's first 1,000 service conversations that month carried no charge. Its November 2024 invoice shows a similar volume and no service charges at all, because every service conversation had become free. Its October 2026 bill looks different again — no conversations, only delivered messages. Meta charges its support replies only after each of its two phone numbers has delivered 1,000 service messages that month, so the busy main line runs past its tier within days while the quieter branch line stays inside it.
Why does the WhatsApp free tier matter?
The free tier still shapes expectations. Older guides, reseller decks and budget spreadsheets often promise "1,000 free conversations a month", and businesses switching providers sometimes ask where their allowance went. Knowing that it was retired in November 2024 — and that the 1,000 service messages per phone number Meta has allowed since October 2026 are a different, narrower allowance — prevents under-budgeting support traffic, which beyond that tier has been charged per message since 1 October 2026.
Common mistakes with the WhatsApp free tier
Budgeting with an allowance that no longer exists
There has been no 1,000-conversation tier since November 2024. Forecast every category at today's per-message rates; the only monthly allowance now is Meta's 1,000 service messages per phone number, which never covers templates.
Treating the new tier as the old one
Meta's October 2026 tier is per business phone number and counts delivered service messages, so a busy support line can use it up within days. Ask your provider how it appears on your invoice before relying on it.
Comparing conversations with messages
Old reports count 24-hour conversations; today's count delivered messages. One conversation often held several messages, so restate history in messages before comparing year on year.
Confusing it with the free entry point
The free entry point is a per-customer window after a Click-to-WhatsApp ad conversation, not a monthly quota. It still exists; the conversation free tier does not.

Best practices for the WhatsApp free tier
- Treat any "1,000 free conversations" promise in a proposal as out of date.
- Restate historical spend in per-message terms before using it as a baseline.
- Ask your provider whether Meta's 1,000 service messages per phone number reach your invoice.
- Use free entry point windows if you want an uncharged path for ad-led sales chats.
