WhatsApp Business API in the Philippines, a Messenger-first market
In the Philippines most people online chat on Facebook Messenger, and WhatsApp is not among the top networks. That does not rule WhatsApp out; it tells you where to use it.
Drag or swipe to rotate. Use the arrow keys to rotate, plus and minus to zoom, and 0 to reset.
For Indian businesses with Filipino customers, contact centres supporting overseas brands, and Philippine firms looking at InfiQ: why Messenger leads, where WhatsApp still earns its place, what the Data Privacy Act asks of marketing, and what a +63 message costs.
The market, and the messaging reality
Growth figures from the World Bank and app use from the Reuters Institute's 2026 survey, which samples people online.
Real GDP grew an average of 5.8% a year from 2021 to 2025, and the Philippines became an upper-middle-income country in 2025, when GNI per capita reached US$4,850, the World Bank reports.[2]
The economy is services-led and driven mainly by domestic consumption, with remittances from overseas Filipino workers supporting household incomes.[2]
Weaker investment and the Middle East conflict weighed on activity in 2026, with higher oil prices raising domestic prices.[2]
In the Reuters Institute's 2026 survey, past-week use for any purpose was Facebook 84%, YouTube 75%, Facebook Messenger 73%, TikTok 53% and Instagram 38%.[4]
WhatsApp is not among the top networks the report lists for the Philippines. The sample is online, and the report gives the country's internet penetration as 67%.[4],[5]
See it work
Messenger or WhatsApp for Filipino customers?
Set the two side by side before you budget. The answer depends on who you are trying to reach.
It would be easy to write this page as if WhatsApp led everywhere. In the Philippines it does not, and a budget built on that assumption would be wasted on people who rarely open the app.
WhatsApp still earns its place in three situations: a Philippine contact centre answering customers of an overseas brand that runs on WhatsApp; an Indian business whose Filipino contacts already message it on WhatsApp; and travel businesses whose guests from abroad ask to use it. If none of those describes you, start with Messenger and revisit WhatsApp later.

Compliance
The Data Privacy Act and direct marketing
The Act and its Implementing Rules apply to every channel. They do not mention messaging apps, so applying them to WhatsApp is an interpretation, and NPC circulars add detail this page does not cover.
The Data Privacy Act of 2012 (Republic Act No. 10173), approved on 15 August 2012, and its Implementing Rules and Regulations govern personal data in the Philippines.[6],[7]
Regulator: National Privacy Commission (NPC)
Point 1
Consent must be evidenced
The Act defines consent as 'any freely given, specific, informed indication of will', evidenced by written, electronic or recorded means (section 3(b)).[6]
Point 2
Direct marketing covers any channel
'Direct marketing' means communication by whatever means of advertising or marketing material directed to particular individuals (section 3(d)).[6]
Point 3
Tell people the purpose first
Under the IRR, data subjects must be told the purposes of processing, including direct marketing, before their data enter the processing system.[7]
Point 4
An objection stops the marketing
Under the IRR, data subjects may object to processing, including for direct marketing; once they object or withhold consent, the controller must stop, with limited exceptions.[7]
Point 5
Sharing for marketing needs an agreement
Data sharing for commercial purposes, including direct marketing, must be covered by a data sharing agreement under the IRR.[7]
Point 6
Online selling has its own law
The Internet Transactions Act of 2023 (RA 11967) regulates e-commerce to protect consumer rights and data privacy, and creates an E-Commerce Bureau under the Department of Trade and Industry.[8]
Point 7
WhatsApp's opt-in rule applies on top
Meta's WhatsApp Business Messaging Policy requires the person's opt-in before a business messages them on WhatsApp.[10]

Timing
Two and a half hours ahead of India
The whole country keeps Philippine Standard Time, UTC+8, with no daylight saving.
A 10:00 promotion in Manila goes out at 07:30 in India, and a 19:00 reminder there is 16:30 here. Schedule for Philippine time, not for when your team starts work.
Support desks are different. A contact centre in the Philippines answering an overseas brand's customers works those customers' hours, so its WhatsApp window follows them rather than Manila.
It arrives at 13:30 in Philippines — inside daytime in the philippines. Philippine Standard Time (Manila) is 2 h 30 min ahead of India today.
English, Filipino, or both
Both official languages are on Meta's template list, each approved as its own version.
Business messaging is usually in English or a mix of English and Filipino, and regional languages such as Cebuano matter outside Metro Manila. That is editorial judgement rather than measured data.
Each template is filed under one language code, so write it mainly in one language and pick the code that matches. Cebuano is not on Meta's template list; use it in replies inside the 24-hour window.
| Language | Meta code | Use it for |
|---|---|---|
| English | en | An official language; the usual choice for business messaging |
| Filipino | fil | The national language; consumer chats often mix it with English |

What InfiQ offers, and what it does not
InfiQ is a WhatsApp platform. If your plan needs Messenger in the same inbox, it is the wrong tool for that part.
- Shared team inbox
A contact-centre team works one WhatsApp number with roles, transfers, private notes and canned replies; 10 users on Lite, 25 on Growth.
- InfiQ Flows chatbot builder
A no-code chatbot answers routine after-hours questions; the Growth plan includes one flow.
- Consent records and opt-out enforcement
An objection under the IRR has to stop marketing. STOP is enforced at platform level, and each opt-in's source and time is recorded.
- Template manager and library
Submit English and Filipino versions and track each through Meta's approval.
- Developer API and webhooks
Connect a client's CRM or helpdesk through the REST API and signed webhooks.
