For Indian businesses with customers in Oman, and Omani firms considering an Indian provider: whether a given message may go out under Oman's written-consent rule, what every marketing template must offer, where the law is unclear, and what a +968 message costs.

See it work

Can this message go to an Omani number?

Pick the kind of message and answer the questions. The outcomes follow Oman's Personal Data Protection Law, its Executive Regulation and Meta's opt-in rule.

Most of the tree is settled law. The branch to watch is the middle one: a customer who agreed through a web form or a chat reply. Article 22 says written consent, and nothing we found says whether an electronic yes meets it.

Until that is clarified, keep the strongest record you can: the exact wording the customer agreed to, where and when. InfiQ's consent records store the source and time of every opt-in and block messages to anyone who has opted out.

Path map

Depth 0 of up to 3. Circles are questions, squares are outcomes.

All possible outcomes (7)
  • Send it, and act on opt-outs at once

Written consent, the sending method stated and an opt-out in the message: you have covered what Article 22 of the law and of its Regulation ask for. Stop as soon as an opt-out arrives.

Path: “A promotion, offer or announcement” → “Yes, in writing” → “Both”

  • Fix the template before sending

Article 22 of the Executive Regulation asks you to state how messages will be sent, provide an opt-out and stop on request. Add the opt-out line and resubmit.

Path: “A promotion, offer or announcement” → “Yes, in writing” → “Not yet”

  • Unsettled: check before relying on it

Article 4 of the Executive Regulation lets consent be given in writing, electronically or by other means, but Article 22 of the law says written. We found no official guidance reconciling the two.

Path: “A promotion, offer or announcement” → “Only by a web form or chat reply”

  • Do not send

Article 22 requires the data subject's written consent before any advertising or marketing material is sent. Collect it first.

Path: “A promotion, offer or announcement” → “No”

  • Send it as a utility template

A transactional update to an opted-in customer goes as a utility template. Keep offers out of it, or Meta may treat it as marketing.

Path: “An order, booking or payment update” → “Yes”

  • Collect an opt-in first

Meta's policy lets a business message someone only after they have shared their number and opted in. Ask at checkout or booking.

Path: “An order, booking or payment update” → “No”

  • Reply inside the 24-hour window

No template needed while the window is open. Each reply is charged per message as a service message.

Path: “A reply to a customer who wrote in” → “Yes”

Built from Article 22 of the Personal Data Protection Law and Articles 4 and 22 of its Executive Regulation, plus Meta's opt-in policy. English versions of the law are unofficial translations; the Arabic text prevails.

Question 1: What is the message? 3 options.

Compliance

Oman's rules for marketing messages

One law, one Executive Regulation, one ministry. The points that shape a WhatsApp programme, with their sources.

Oman's Personal Data Protection Law (Royal Decree 6/2022) came into force in February 2023, and its Article 22 requires the controller to obtain the data subject's written consent before sending any advertising or marketing material.[3],[4]

Regulator: Ministry of Transport, Communications and Information Technology (MTCIT)

  1. Point 1

Written consent, before the first promotion

Article 22 says written consent, not just consent or an opt-in. The law does not mention messaging apps, so applying it to WhatsApp is an interpretation, but it is the one to plan for.[3]

  2. Point 2

Name the channel, offer the exit, stop on request

Article 22 of the Executive Regulation (Ministerial Decision 34/2024) adds that the controller must say how messages will be sent, provide an opt-out, and stop once an opt-out request arrives.[5]

  3. Point 3

What consent means in the Regulation

Article 4 of the Executive Regulation says consent must be explicit, freely and clearly given by a person with full legal capacity, in writing, electronically or by another means the controller specifies.[5]

  4. Point 4

    The compliance window has closed

The Executive Regulation took effect the day after its publication on 4 February 2024 and gave organisations up to a year to comply. That window ended around February 2025.[5]

  5. Point 5

Fines of OMR 1,000 to 5,000

Under Article 26 of the law, breaching Article 22's marketing-consent rule is punishable by fines of OMR 1,000 to OMR 5,000.[3]

  6. Point 6

    What MTCIT publishes

The ministry publishes personal data protection reports and a self-assessment survey for controllers and processors, and runs a project to accredit external personal-data auditors.[6]

  7. A summary of public guidance from the sources cited, not legal advice.

The GCC economy forecast to grow in 2026

Oman lies outside the Strait of Hormuz, and the IMF's numbers show the difference. Figures from the IMF and the Central Bank of Oman.

Growth was 1.6% in 2024 and 2.3% year on year in the first half of 2025, with non-hydrocarbon activity up 3.5%, the IMF reported in January 2026.[7]

Government debt was 36.1% of GDP in September 2025, and the budget stayed in surplus, about 0.7% of GDP in 2025, despite lower oil prices.[7]

In October 2026 the IMF projected 4.1% growth for Oman in 2026, the only GCC member it expects to grow this year.[8]

The IMF said Oman was less affected by the closure of the Strait of Hormuz because it lies outside the strait.[9]

The Central Bank of Oman's MPCSS, the 2019 upgrade of its mobile-payments clearing system, enables real-time payments by mobile number and by QR code.[10]

Where Omani growth comes from, and what it sends

The drivers of non-hydrocarbon growth the IMF names, plus the oil sector, each with its messages.

Logistics and ports

Logistics was named among the drivers of non-hydrocarbon growth in the first half of 2025.[7]

  • Shipment and berth updates
  • Customs-status alerts
  • Proof of delivery

Tourism

Tourism was named as a driver of non-hydrocarbon growth in the first half of 2025.[7]

  • Booking confirmations
  • Itineraries
  • Guest support

Construction and real estate

Strong construction activity supported 3.5% non-hydrocarbon growth in the first half of 2025, alongside large Vision 2040 investment projects.[7]

  • Lead follow-up
  • Site-visit scheduling
  • Payment reminders

Agriculture and fishing

Named by the IMF as a contributor to non-hydrocarbon growth in the first half of 2025.[7]

  • Buyer order confirmations
  • Dispatch notices
  • Price and stock updates

Oil and gas services

OPEC+ production curbs weighed on hydrocarbon output in 2025; the IMF expects medium-term growth to rise as production returns to capacity.[7]

  • Crew scheduling
  • Safety notices
  • Supplier updates

On InfiQ

What you run on InfiQ for Omani customers

The pieces that carry the decision tree into practice.

  • Consent records and opt-out enforcement

Each contact's opt-in source and time are recorded, STOP replies are enforced at platform level (even against later imports), and the audit trail exports.

Each opt-in's source and time are recorded and STOP is enforced. Keep the wording the customer agreed to alongside it, given Article 22's 'written' standard.

  • Template manager and library

Draft, submit and track WhatsApp message templates for Meta's approval, starting from a library of 1,000+ ready templates in 27 categories.

Build the opt-out line into every marketing template before it goes to Meta, so the Executive Regulation's requirement is met by default.

  • Broadcast campaigns

Send approved template campaigns to up to 2,00,000 contacts per broadcast, with segments, scheduling and delivery analytics.

Send only to segments with recorded marketing consent, up to 2,00,000 contacts per broadcast, scheduled on Muscat time.

  • Shared team inbox

One WhatsApp number answered by a team: 10 users on Lite and 25 on Growth, agent and manager roles, transfers, private notes, labels and canned replies.

Replies inside the 24-hour window, the tree's third branch, are handled by a team on one number with transfers and labels.

  • Guided onboarding

InfiQ guides Meta business verification, number registration and display-name approval; with verification done, a number is typically live in about two hours.

Go-live takes about two hours once Meta business verification is complete.

  • Published per-market rates

InfiQ publishes its per-message rate for every Meta market in rupees, ex-GST, so the cost of messaging customers abroad is known before you send.

The Oman rate is published in rupees before you send, so a +968 campaign is costed in advance.
