For Indian businesses with customers in Norway, and Norwegian firms looking at InfiQ: the dates that built Norway's messaging rules, what markedsføringsloven § 15 and Forbrukertilsynet's 2026 guide expect before a WhatsApp promotion, the language rules, and the rate for Norwegian numbers.

See it work

How Norway's messaging rulebook was built

Seven dates, from the Marketing Control Act to this autumn's clock change. Scrub through to see what each one added.

For a WhatsApp programme the date that matters most is the newest guidance, not the oldest law. Forbrukertilsynet's guide treats email, SMS, MMS, fax, automated calls and social-media marketing alike, and reads every exception narrowly.

Two of its points change how a list is built. Consent must come from an active step you can prove, and asking for consent by email or SMS is itself marketing. Read the same way, the opt-in cannot be your first WhatsApp message either; collect it on your website, in store or when the customer writes to you first.

Compliance

Markedsføringsloven § 15, as Forbrukertilsynet reads it

The statute is short; the guide that applies it is detailed. Seven points a WhatsApp sender should plan around.

Markedsføringsloven § 15 prohibits marketing to natural persons through electronic communication methods that allow individual communication, such as email, fax or automated calls, without the recipient's prior consent.[1],[2]

Regulator: Forbrukertilsynet, which enforces the Marketing Control Act

  1. Point 1

    Which channels count

The guide covers email, SMS, MMS, fax and automated voice calls, and treats social-media marketing the same way; live voice calls are exempt from § 15. It does not name WhatsApp, so treating it as covered is an interpretation.[2]

  2. Point 2

    What consent must look like

Voluntary, informed and given by an active step; pre-ticked boxes are not enough, the business must be able to prove it, and asking for consent by email or SMS is itself marketing.[2]

  3. Point 3

    A narrow existing-customer exception

Written for email: only where the address came with a sale, for your own similar products, with a free and easy opt-out at collection and in every message. Forbrukertilsynet says a one-off purchase is generally not enough.[2]

  4. Point 4

    Children and bought lists

Children under 15 cannot give valid consent to electronic marketing; a parent must consent. Bought contact databases may be used only if the buyer independently verifies that the consents are valid.[2]

  5. Point 5

    Say who is sending

The e-commerce act § 9 requires marketing to state clearly on whose behalf it is sent, as Forbrukertilsynet's guide summarises it.[2]

  6. Point 6

    Enforcement reaches facilitators

Forbrukertilsynet can issue prohibitions, orders, coercive fines and in some cases infringement fees, appealable to Markedsrådet, and enforcement can extend to company managers and to facilitators such as agencies and platforms.[2]

  7. Point 7

    The GDPR, through the EEA

Personopplysningsloven has made the GDPR Norwegian law since 20 July 2018. Datatilsynet notes that the threshold for what counts as marketing is low, and that tracking opens or clicks needs its own legal basis.[3],[5]

  8. A summary of public guidance from the sources cited, not legal advice.

Oil, gas and seafood: Norway in brief

Statistics Norway, Norwegian Petroleum and the Seafood Council on the economy, Ipsos on social platforms, and the law on language.

Norway's GDP was NOK 5,511,334 million in 2025 at current prices; total GDP grew 1.1% in volume and mainland GDP 1.7% (preliminary, Statistics Norway).[6]

Crude oil and natural gas made up 57% of the value of Norway's goods exports in 2025, about NOK 1,000 billion.[7]

Norway was the world's fourth-largest gas exporter in 2025; its gas exports of about 122 billion Sm³ equalled more than 30% of gas consumption in the EU and the UK.[7]

Seafood exports were worth NOK 17.8 billion in September 2026 alone, with record salmon volumes, according to the Norwegian Seafood Council.[8]

In Ipsos's SoMe-tracker for Q4 2023 (adults 18+), 82% of Norwegians had a Facebook profile, 67% Snapchat, 66% Instagram and 29% TikTok; the published summary gives no WhatsApp or Messenger figure.[9]

The Language Act, in force since 1 January 2022, makes Norwegian the national main language, with Bokmål and Nynorsk as equal written standards in public bodies; Sámi languages are equal to Norwegian.[10]

The Electronic Communications Act of 2024 took effect on 1 January 2025; its § 3-15 requires informed consent before storing or reading information on users' devices, and an amendment took effect on 1 July 2026.[11]

Industries

Where Norwegian business sends messages

Energy, seafood and shipping dominate what Norway sells abroad. Each comes with its own WhatsApp work.

  1. 01

    Oil and gas

Nearly all oil and gas from the Norwegian shelf is exported; about 95% of the gas goes by subsea pipeline and about 5% as LNG from Hammerfest.[7]

On WhatsApp: Crew and contractor notifications · Shift changes · Logistics updates

  2. 02

    Seafood

NOK 17.8 billion of seafood exports in September 2026, with record salmon volumes.[8]

On WhatsApp: Order confirmations to foreign buyers · Shipment and cold-chain status · Export documents shared as files

  3. 03

    Energy, shipping and capital markets

Euronext Oslo Børs, Norway's only regulated securities market and part of Euronext since June 2019, describes itself as world-leading in energy, shipping and seafood listings.[12]

On WhatsApp: Vessel schedules and port calls · Cargo status for customers and agents · Investor-relations alerts to opted-in subscribers

  4. 04

    Retail and e-commerce

Vipps lets people send, receive and request money, pay in stores and online, and receive and pay bills.[13]

On WhatsApp: Order and delivery updates · Payment links in utility templates · Promotions to opted-in adults only

Bokmål on templates, Nynorsk in replies

Meta's template list has one Norwegian code, nb, for Bokmål. Nynorsk and the Sámi languages are not on it.

The Language Act's equal-standards rule is written for public bodies. A business chooses for itself: templates go out in nb, and an agent can answer in Nynorsk or a Sámi language inside the 24-hour window.

Each language version of a template is approved separately. InfiQ's own support works in English and Hindi.

On InfiQ

The InfiQ pieces a Norwegian list depends on

Forbrukertilsynet wants consent you can prove and an opt-out that works. These are the parts of InfiQ that hold them.

  • Consent records and opt-out enforcement

Each contact's opt-in source and time are recorded, STOP replies are enforced at platform level (even against later imports), and the audit trail exports.

Each opt-in stored with its source and time, so you can prove consent, and STOP enforced at platform level even against later imports.

  • Template manager and library

Draft, submit and track WhatsApp message templates for Meta's approval, starting from a library of 1,000+ ready templates in 27 categories.

Norwegian and English templates submitted to Meta and tracked; each version names your business as the sender.

  • Broadcast campaigns

Send approved template campaigns to up to 2,00,000 contacts per broadcast, with segments, scheduling and delivery analytics.

Offers only to the consented adult segment you define, scheduled for Oslo working hours.

  • Shared team inbox

One WhatsApp number answered by a team: 10 users on Lite and 25 on Growth, agent and manager roles, transfers, private notes, labels and canned replies.

Replies in Bokmål, Nynorsk or English answered by a team with transfers and notes.

  • Published per-market rates

InfiQ publishes its per-message rate for every Meta market in rupees, ex-GST, so the cost of messaging customers abroad is known before you send.

The regional rate for Norwegian numbers is published in rupees before you send.

  • Guided onboarding

InfiQ guides Meta business verification, number registration and display-name approval; with verification done, a number is typically live in about two hours.

Meta business verification sets the pace; once it is complete, a number is typically live in about two hours.

Questions businesses ask about WhatsApp in Norway

Does markedsføringsloven § 15 cover WhatsApp broadcasts?+
Plan as if it does. § 15 covers electronic methods that allow individual communication, and Forbrukertilsynet's guide applies it to email, SMS, MMS and social-media marketing. Neither names WhatsApp, so treating a WhatsApp broadcast as covered is an interpretation, but the cautious one, and WhatsApp's own policy requires opt-in anyway.
Can we ask Norwegian customers for consent by sending them a WhatsApp message?+
Avoid it. Forbrukertilsynet says asking for consent by email or SMS is itself marketing, and the same logic points the same way for WhatsApp. Collect consent where the customer acts first: on your website, at checkout, in store, or when they message you.
Does a single purchase let us use Norway's existing-customer exception?+
Generally not. Forbrukertilsynet reads the exception narrowly and says a one-off purchase is generally not enough. The exception is written for email and covers only your own similar products, with a free, easy opt-out at collection and in every message.
How do we keep WhatsApp marketing away from under-15s in Norway?+
Children under 15 cannot give valid consent to electronic marketing, so a parent must consent for them. Ask for age or confirmation of adulthood where you collect the opt-in, keep that record with the consent, and leave anyone unconfirmed out of promotional segments.
Can we buy a contact list for WhatsApp campaigns in Norway?+
Only if you independently verify that the consents are valid, Forbrukertilsynet says. WhatsApp's policy adds that people must have opted in to messages from your business specifically, which a bought list rarely shows.
Is the Reservasjonsregisteret a WhatsApp opt-out list?+
No. Markedsføringsloven § 12 uses the Reservasjonsregisteret for telephone marketing: calls to consumers registered there are prohibited unless there is an existing customer or donor relationship. WhatsApp marketing depends on prior consent under § 15 instead.
Can customers pay with Vipps from a WhatsApp conversation?+
InfiQ does not process payments inside WhatsApp. A utility template can carry a link to your payment page, and if your provider offers Vipps there, the customer can pay with it.
How much is a WhatsApp message to a Norwegian number?+
Norway is charged at Meta's Rest of Western Europe rate: on InfiQ, ₹5.21 per marketing message, ₹1.50 utility, ₹1.50 authentication and ₹1.50 per service reply, in rupees before GST. India's marketing rate is ₹0.94 for comparison. Plans start at ₹999 a month.
We're a Norwegian business. Who do we talk to about InfiQ?+
Sales. InfiQ serves India-based businesses: it bills in Indian rupees, processes customer data in India and supports customers in English and Hindi on India time. For a business based in Norway, availability outside India goes through sales.
