Two authorities, one WhatsApp programme: messaging customers in Hungary

In Hungary the media regulator, not the data-protection authority, handles breaches of the electronic advertising consent rule. Knowing which door a complaint comes through tells you which records to keep.

For Indian businesses with customers or suppliers in Hungary, and Hungarian firms considering InfiQ: which authority enforces what, what Hungary's advertising act requires of a marketing consent, what a +36 message costs, and how to begin.

See it work

NMHH or NAIH: who handles what

Hungary splits the work between two authorities. Before you design an opt-in, know which one would look at which part of your WhatsApp programme.

The split matters in practice. The advertising consent record is what NMHH would ask about; your GDPR documentation is what NAIH would ask about. An opt-in that satisfies one does not automatically satisfy the other.

Outside electronic direct marketing the picture widens again: other parts of the advertising act are enforced by the consumer protection authority, and by the central bank's supervisory body for financial services, as the next section sets out.

Two authorities, side by side

6 / 6

NMHH

National Media and Infocommunications Authority

NAIH

National Authority for Data Protection and Freedom of Information

  1. NMHHBreaches of the electronic direct-marketing consent rule (Grt. § 6) through information society services or electronic communications, voice calls excepted
NAIHData-protection compliance and access to public information; also Hungary's authority under the Data Governance Act
  2. NMHHGrt. (Act XLVIII of 2008) with Ekertv. (Act CVIII of 2001)
NAIHThe GDPR with Infotv. (Act CXII of 2011)
  3. NMHHIts territory, if WhatsApp counts as an 'equivalent individual communication means'; the texts do not name it
NAIHNot the enforcer of the electronic advertising consent rule (Grt. § 24(4))
  4. NMHHExpects the register of consenting people that Grt. § 6(5) requires
NAIHExpects every number and chat you hold to be processed lawfully under the GDPR
  5. NMHHGrt. § 6(1) addresses natural persons as recipients
NAIHThe GDPR still covers the personal data of people at businesses

Verdict

Two questions, two authorities: did the person agree to the advertising, and is their data handled lawfully? A Hungarian WhatsApp programme needs a yes to both.

Drawn from Grt. § 24, Ekertv. § 16/A and the authorities' own descriptions, cited in the next section. Neither statute names WhatsApp; where a row applies them to it, that is an interpretation.

Verdict: Two questions, two authorities: did the person agree to the advertising, and is their data handled lawfully? A Hungarian WhatsApp programme needs a yes to both.

Atlas

Budapest, Debrecen, Szeged

A compact country in the Carpathian Basin, on the same Central European clock as most of its EU neighbours.

Turn the globe from India towards central Europe. Hungary sits on Central European time, a few hours behind India, so a Budapest morning falls in the Indian early afternoon and an Indian team can work Hungarian replies into its own day.

The three cities this guide refers to are Budapest, the capital; Debrecen in the east, where battery plants have been announced; and Szeged in the south. Their figures are in the market section below.

Market brief

The market, and how it pays

A manufacturing economy tied into European value chains, with an instant-payment system people use every day.

  1. 01

The IMF estimates Hungary's 2025 GDP at about US$247 billion and GDP per head at about US$25,850. Both are estimates.[7]

  2. 02

Growth was subdued in 2024. In spring 2025 the European Commission expected new manufacturing capacity, notably in electric vehicles, to drive a pick-up, but called the outlook highly uncertain because Hungary is deeply integrated in global value chains; that forecast is now dated.[8]

  3. 03

Industry, excluding construction, generated 21.6% of Hungary's gross value added in 2024, against 19.4% for the EU.[9]

  4. 04

The population was 9,488,428 on 1 January 2026, down from 9,539,502 a year earlier. Greater Budapest had 1,686,222 residents in 2024, Debrecen 201,704 and Szeged 157,930.[10],[11]

  5. 05

The Budapest Stock Exchange has about 155 listed companies, and Hungarian authorities have announced battery-manufacturing plants in Debrecen and Nyíregyháza.[8]

  6. 06

Eurostat counts 74.51% of people in Hungary using instant messaging in 2025, against 82.31% across the EU. The survey covers all messaging apps, not WhatsApp alone.[14]

  7. 07

Hungary's instant-payment system has run 24/7 since 2 March 2020; the central bank reports 263.5 million instant credit transfers worth HUF 71.7 trillion in 2025. Qvik, built on it and open to all bank customers since 2024, handled 7.6 million payments in the past year and is accepted by more than 30,000 mostly online merchants.[15]

  8. 08

Cards remain the main electronic payment instrument for households, with 2.4 billion card payments in 2025, 30% of card purchases made with mobile wallets.[15]

  9. 09

The currency is the forint (HUF). The EU profile says Hungary is preparing to adopt the euro but sets no date.[16]

Cars, cells and code

Hungary's industrial base is where Indian component makers, IT firms and logistics providers most often meet Hungarian buyers and plants.

Automotive

An important sector, with a considerable share of manufacturing output and up to 15% of exports; it employed about 100,000 people in 2023, and the Commission notes its exposure to the weakening German economy.[8]

  • Service booking for dealers
  • Parts availability
  • B2B delivery updates

Electric-vehicle batteries

Hungary has 40 to 42 GWh a year of battery and storage manufacturing capacity, 17 to 18% of the EU total, and Chinese makers including EVE Energy, CATL and Sunwoda are expanding there.[8]

  • Recruitment messages to opted-in candidates
  • Supplier logistics
  • Visitor and contractor updates

Vehicles and transport equipment

Manufacturing motor vehicles and other transport equipment generated 3.1% of Hungarian gross value added in 2024.[12]

  • Order status for component buyers
  • Delivery-slot booking
  • Document requests

IT and shared services

Computer programming, consultancy and information services generated 3.4% of gross value added in 2024.[13]

  • Customer support in a shared inbox
  • API-based alerts
  • Login codes

Agriculture

Crop and animal production generated 3.0% of gross value added in 2024.[13]

  • Order intake from retailers
  • Delivery coordination
  • Price updates to opted-in buyers

Two ways in

Two ways to start

InfiQ serves India-based businesses; a business based in Hungary starts with sales.

Your business is in India

  1. 1.

    Write a Grt.-ready opt-in

Name, the data categories covered, and a statement that consent is voluntary and informed, on your checkout or sign-up form. Keep the wording.

  2. 2.

Verify with Meta and go live

Once Meta business verification is complete, InfiQ typically has your number live in about two hours.

  3. 3.

    Submit Hungarian templates

Hungarian versions of order, delivery and reminder templates through the template manager; Meta lists Hungarian under code hu.

  4. 4.

    Honour withdrawals at once

A STOP reply ends marketing on the platform; delete the contact from your marketing register as § 6(3) requires.

Your business is in Hungary

  1. 1.

    Know what InfiQ is

An India-based Meta Business Partner that bills in rupees, processes customer data in India and supports customers in English and Hindi on India time.

  2. 2.

    Talk to sales

Availability for businesses based outside India goes through sales, and we will say plainly whether InfiQ fits.

  3. 3.

    Bring the GDPR question

Customer data would be processed in India; put that to your own data-protection review first.

Questions businesses ask about WhatsApp in Hungary

  1. Q1

Who enforces WhatsApp marketing consent in Hungary, NMHH or NAIH?

NMHH for the advertising consent rule, NAIH for the data. Under Grt. § 24(4) and Ekertv. § 16/A(3), breaches of the electronic direct-marketing consent rule go to NMHH, while NAIH oversees GDPR compliance. WhatsApp is not named in either statute, so where it sits in this split is an interpretation.

  2. Q2

What must a Hungarian marketing consent statement contain?

Grt. § 6(2) requires the person's name (and, where relevant, date and place of birth), the categories of data the consent covers, and a statement that consent is given voluntarily and with proper information. A bare 'I agree' tick-box would not show those elements, so build them into the form.

  3. Q3

Do we have to keep a register of people who agreed to WhatsApp marketing?

If the consent rule applies to your messages, yes: Grt. § 6(5) requires advertisers to keep a register of the people who consented. Keep it current, because a withdrawal has to stop the sending and remove the person's data from it.

  4. Q4

What happens when a Hungarian contact withdraws consent?

You stop sending and delete their data, as Grt. § 6(3) requires; a person may withdraw at any time, free of charge and without giving reasons. On InfiQ, a STOP reply is enforced at platform level, even against later imports, so a withdrawn contact is not messaged again by mistake.

  5. Q5

Do WhatsApp messages to Hungarian businesses need the same consent?

Not necessarily under Grt. § 6, which addresses natural persons, but do not assume a general B2B exemption. A message to a named person at a company still uses that person's data under the GDPR, and where the line falls is a question for your counsel.

  6. Q6

What does InfiQ charge for a message to a Hungarian number?

Hungary has its own line on Meta's rate card. On InfiQ a marketing message to a +36 number costs ₹7.56, a utility message ₹3.07, an authentication message ₹3.07 and a service reply ₹3.07, ex-GST. Plans start at ₹999 a month.

  7. Q7

Can Hungarian customers pay with qvik from a WhatsApp chat?

Not inside WhatsApp through InfiQ, which does not offer in-chat payments. Send a payment link from your own checkout in a template; if that checkout supports qvik or instant transfers, the customer pays there as usual.
