WhatsApp Business API for Bangladesh, written in Bangla

Bangla is the state language, and in April 2026 a new data-protection Act replaced the 2025 ordinance. Two decisions shape everything else: the language of each template, and the record of each consent.

For Indian businesses with customers in Bangladesh, and Bangladeshi firms weighing an India-based provider: how to write WhatsApp templates in Bangla, what the Personal Data Protection Act 2026 asks before a promotion, how transfers abroad are treated, and what each message costs.

Language

Bangla first, English where the customer chose it

Meta accepts templates in Bengali script under the code bn. Compare one cash-on-delivery check, the message an online seller sends before a parcel leaves, in Bangla and in English.

Write the Bangla version as its own message, in Bengali script. Some customers reply in romanised Bangla; inside the 24-hour customer service window your agents can answer in whichever form the customer used.

The Bangla sample uses Bangla digits. If a bot reads the reply, make it accept both ১ and 1, or the confirmation step will fail for customers who type either.

The Personal Data Protection Act, 2026

Bangladesh replaced its 2025 data-protection ordinance with an Act in April 2026. It has no marketing-specific rule; its general consent standard is what a WhatsApp programme has to meet. The official text is in Bangla, so the summaries below are translations.

The Personal Data Protection Act, 2026 (Act No. 63 of 2026) received presidential assent on 10 April 2026, is deemed in force from 6 November 2025, and repealed the Personal Data Protection Ordinance, 2025 and its 2026 amending ordinance.[6],[8],[10]

Regulator: National Data Management Authority (under the National Data Management Act, 2026)

  1. Point 1

Consent: voluntary, specific, clear and revocable

Section 5 allows processing with consent that is voluntary, specific, clear and revocable, given after the person is told the purpose, the retention period, any transfers and how to withdraw. The Act has no provision written for direct marketing or messaging apps.[9]

  2. Point 2

You carry the burden of proof

Under section 5(4), the data fiduciary, meaning the business that holds the data, bears the burden of proving that consent was valid.[9]

  3. Point 3

    Withdrawal at any time

Section 13 lets a person withdraw consent at any time, fully or partly, by a simple method set by regulation; erasure follows on request in the cases the Act lists.[7]

  4. Point 4

    It reaches senders outside Bangladesh

Section 1(2) applies the Act to processing outside Bangladesh connected with offering goods or services to, or monitoring, people in Bangladesh.[8]

  5. Point 5

    Transfers abroad under section 29

The government may classify personal data as public, internal, confidential or restricted. Classified data may go abroad with consent, under a contract with the person, or for listed purposes, and only to places with adequate storage technology as set by regulation; large transfers of sensitive identifiers such as national ID or passport data must be notified to the Authority.[7]

  6. Point 6

Fines and the Chief Data Officer come later

Section 23 (Chief Data Officer) and sections 31 to 35 (complaints, administrative fines and compensation) start on a date the government notifies after 18 months from enactment.[8]

  7. Point 7

Telecom law now reaches OTT services

The Bangladesh Telecommunication (Amendment) Act, 2026, deemed in force from 5 February 2026, extends the telecom law to online social media and over-the-top services. No provision on unsolicited commercial messages was found in it.[12]

  8. Point 8

    Meta requires opt-in regardless

The WhatsApp Business Messaging Policy lets a business message someone only after they have shared their number or username and opted in to receive its messages.[14]
