Writing to a planned city
Abuja was laid out to a master plan, and its first phase is a short list of districts: the Central Business District, Garki, Wuse, Maitama and Asokoro. An address there is a district and a plot more often than a street, so put the district in every delivery template and ask for it at opt-in.
The other half of the city's commerce happens in conversation. A building-materials buyer in Wuse asks for a price and a delivery date, and the answer is a service reply your team writes from India. Keep those replies inside the window; once it closes, a quote follow-up is either a utility template about an order the buyer placed or a marketing template the buyer agreed to receive.
Marketing templates do reach Nigerian numbers, unlike US ones, but only to people who opted in. The Nigeria guide explains how the country's data law and the NDPC's directive apply to a sender outside Nigeria; this page assumes you have read it.
