What is a WhatsApp invoice?
A WhatsApp invoice is the document that turns a month of delivered messages into an amount to pay. Who issues it depends on how the account pays. If the WhatsApp Business Account has its own WABA payment method, Meta charges it and the invoices or receipts sit in Meta's billing settings. If a Solution Partner pays Meta through a credit line, or the business uses a provider's prepaid wallet, the partner issues its own invoice or statement, often combining Meta's charges with its platform fee.
Whoever issues it, a useful invoice, or the usage report behind it, answers the same questions: which period, which WhatsApp Business Accounts, which billing currency, and for each message category (marketing, utility, authentication, authentication-international, service) and each recipient market, how many messages were delivered, at what rate and for what amount. Discounts from utility and authentication volume tiers, and messages that cost nothing (inbound messages, undelivered messages and those inside a free entry point window), explain why the totals are lower than list volume × list rate. Matching each line against your own send logs and pricing data is a separate job, billing reconciliation.
In India, Goods and Services Tax at 18% applies on top of ex-GST message rates. An Indian supplier shows it on the invoice, which should carry the business's GSTIN so input tax credit can be claimed; for a supplier abroad, a registered business usually pays it itself under reverse charge. Two recent changes show up on Indian invoices from October 2026: utility templates sent inside an open window, and service messages beyond each phone number's 1,000 uncharged a month, are new charged lines, and eligible accounts are moving to INR billing, which must be in place by 31 December 2026.
Key takeaways
- A WhatsApp invoice bills a period's delivered charged messages, itemised by account, category and recipient market, plus tax.
- Meta bills a WABA that has its own payment method; a partner bills customers on its credit line or prepaid wallet.
- Inbound, undelivered and free entry point messages are not billed, and volume tiers lower utility and authentication rates.
- Since 1 October 2026 invoices carry new charged lines for in-window utility templates and for service messages beyond each number's 1,000 a month.
- In India 18% GST applies on top of ex-GST rates; your GSTIN on the invoice is what makes input tax credit possible.

How does a WhatsApp invoice work?
Usage accrues during the month
Every delivered charged message is priced by category and recipient market. Status webhooks and Meta's pricing analytics show the same data as it happens, before any invoice exists.
The period closes
At the end of the billing period the charges are totalled per account, category and market. Rates can only change on the first day of a quarter, so one monthly invoice uses one rate-card version.
Meta or the partner issues the bill
Direct-pay accounts get Meta's invoices and charges to the payment method. Credit-line and wallet customers get the partner's invoice or statement, with its platform fee shown separately or built into rates.
Check the lines
Confirm the period, accounts, currency and GSTIN, then compare delivered counts by category and market with your own send logs and pricing data.
Pay or dispute
Card payers are charged automatically; partner invoices have payment terms. Raise discrepancies quickly with whoever issued the invoice, backed by message IDs and counts.

05 · Worked example: Reading an October bill in Indore
Example: Reading an October bill in Indore
An Indore pharmacy chain receives its partner's October invoice. The finance lead sees five lines: India marketing, India utility, India authentication, India service (new this month: service messages have been charged since 1 October once a number passes 1,000 in the month, and the chain's main support line did so in the first week) and a small Rest of Middle East utility line for customers on Gulf numbers. Utility is slightly cheaper per message than September because the chain crossed a volume tier mid-month. The platform fee is a separate line, 18% GST is shown with the chain's GSTIN, and the delivered counts match its own logs within a few dozen messages that were still pending at month end.
06 · Cautions
Common mistakes with a WhatsApp invoice
Checking only the total
A stable total can hide a template that moved to marketing or a costly new market. Compare category and market lines with last month every time.
Comparing sent with billed
Invoices count delivered messages. Reconcile against delivered counts from status webhooks or pricing data, not against how many sends your system attempted.
Missing GSTIN on the invoice
Without your GSTIN the 18% GST may not be claimable as input tax credit. Add it to the billing profile before the period closes.
Not knowing who the biller is
Businesses on a partner credit line sometimes look for invoices in Meta's settings, or the reverse. Confirm whether Meta or the partner bills you.
07 · Rationale
Why does a WhatsApp invoice matter?
The invoice is where pricing decisions become real money, and where mistakes surface: a template recategorised as marketing, a diaspora campaign priced in an expensive market, an account still billed in dollars, or a partner charging for messages that were never delivered. Finance teams that can read it line by line can challenge errors, claim tax credit and budget accurately; teams that only look at the total find problems months late.
08 · Recommended practice
Best practices for a WhatsApp invoice
- Keep a monthly sheet of delivered messages by category and market from your own logs.
- Ask partners to show Meta charges and platform fees as separate lines.
- Note quarter starts in your calendar; that is when rates can change.
- Investigate any new market or category line the month it first appears.

WhatsApp Invoice FAQs
- Who sends my WhatsApp invoice?
- Meta invoices you if your WhatsApp Business Account has its own payment method; your partner invoices you if you pay through its credit line or a prepaid wallet. Partner invoices often combine Meta's charges with a platform fee.
- Why is my invoice lower than messages sent × rate?
- Only delivered charged messages are billed. Undelivered messages, inbound messages and messages inside a free entry point window cost nothing, and utility and authentication volume tiers lower the rate as volume grows.
- Why did a service line appear in October 2026?
- Because Meta has charged service messages, the free-form replies inside the 24-hour window, since 1 October 2026; they were free until 30 September 2026. The line counts only replies beyond each phone number's 1,000 uncharged a month.
- Where do I find my WhatsApp invoices in Meta's settings?
- In the billing and payments area of Meta's business settings, if your WhatsApp Business Account pays Meta directly. Menu names change over time; if you pay through a partner's credit line or wallet, the invoice comes from the partner instead.
