What is a policy appeal?
A policy appeal is a business's request for WhatsApp to review a policy violation, or the enforcement that followed it, when the business believes it was compliant. Enforcement on the WhatsApp Business Platform escalates from a warning to messaging restrictions of 1 to 30 days, an indefinite account lock and, in the end, permanent disablement. An account lock can only be removed through an appeal, and restricted or disabled accounts can still appeal.
Appeals are filed in Business Support Home, inside Meta Business Suite or Business Manager. The business selects the messaging account, chooses the violation from the list, clicks Request Review, adds supporting details and submits; the case moves to the In Review tab. Meta says the decision, sent through Business Manager, typically takes 24 to 48 hours, and the violation is either left Unchanged or set to Reversed. If it is reversed, the account returns to its previous status. Depending on the violation type and eligibility, a business may be offered the option to acknowledge a violation instead.
An appeal is not a way around a real problem. WhatsApp reviews it against the policy that was cited, and not all spam violations can be appealed; in those cases a business may simply have to wait until the restriction ends. A policy appeal is also distinct from a Template Appeal, which asks Meta to look again at a Template Rejection in WhatsApp Manager. The Policy Violation page explains what triggers enforcement and how it escalates; Account Restriction and WhatsApp Account Ban describe the penalties; this page is about contesting them.
Key takeaways
- A policy appeal asks WhatsApp to re-review an enforcement you believe is wrong; it is filed as Request Review in Business Support Home.
- Decisions typically take 24 to 48 hours and come back as Unchanged or Reversed.
- A reversed violation returns the account to its previous status; an account lock can only be lifted this way.
- Not every spam violation can be appealed, so sometimes the only route is to fix the cause and wait out the restriction.
- Rejected templates are appealed separately in WhatsApp Manager, not through a policy appeal.
How does a policy appeal work?
Read the violation
In Business Support Home's Account Overview, note the policy cited, the examples, any active restriction and what happens on a repeat. The
account_updatewebhook carries the same event:ACCOUNT_VIOLATIONwith aviolation_type,ACCOUNT_RESTRICTIONwithrestriction_typeandexpiration.Decide whether to appeal
Appeal only if the content met the policy. If it did not, fix the cause and acknowledge the violation; an appeal that argues with clear evidence against you changes nothing.
Pause what triggered it
Stop the template, campaign or catalogue item named in the violation, so the problem cannot recur while the review is open.
Assemble the evidence
Consent records for a sample of recipients, the exact template text and category, licences or website pages showing what the business actually sells, and a short explanation.
Request the review
Select the messaging account, choose the violation, click Request Review, enter the supporting details and submit. The case moves to In Review.
Act on the decision
Reversed restores the previous status. Unchanged means the restriction stands: wait it out, change the practice that caused it, and keep a record for any future case.
The figures
A policy appeal: key facts and limits
- Where to file
- Business Support Home → Request Review
- Typical decision time
- 24 to 48 hours
- Outcomes
- Unchanged or Reversed
- If reversed
- The account returns to its previous status
- Account lock
- Removed only through an appeal
- Not always appealable
- Some spam violations
- Webhook to watch
- account_update: ACCOUNT_VIOLATION, ACCOUNT_RESTRICTION
Example: A diagnostics lab in Chennai
A Chennai diagnostics lab receives a HEALTHCARE violation for a template offering home sample collection, apparently read as the sale of testing kits. Its compliance lead checks Meta's violation list, which allows healthcare services that do not sell products directly, and appeals with the lab's registration, the website's list of services and the template text, explaining that it sells a laboratory service, not kits. The decision comes back Reversed two days later (an illustrative case). The same month, a sister brand's flash-sale blast to a purchased list draws a spam violation it cannot appeal, so it waits out the restriction and rebuilds its list from opt-ins.
Costly mistakes
Common mistakes with a policy appeal
Appealing before fixing
If the campaign that triggered the finding is still running, a reversal is unlikely and another violation may follow. Pause it first, then appeal.
Sending no evidence
"We are a genuine business" proves nothing. Attach what the reviewer needs: opt-in records, the template, licences and a plain account of what was sent and why it fits the policy.
Trying to message around the restriction
Restrictions already block adding phone numbers, and moving the same audience to another account repeats the behaviour that was enforced. Wait for the decision or the expiry.
Using the wrong route
A rejected template goes through a template appeal in WhatsApp Manager, and a template's category through a category review. A policy appeal is for account-level violations and restrictions.
Admin details out of date
Violation notices go by email to the admins listed in Business Manager. Stale admin details mean a restriction is discovered only when sends start failing.
Why does a policy appeal matter?
A restriction stops revenue-critical messaging. A 5-, 7- or 30-day block halts every message, order updates and one-time passwords included, and a lock lasts until someone appeals. A well-prepared appeal is the fastest way back when enforcement is mistaken, and a badly prepared one wastes the review. Knowing what evidence to send, and when an appeal is pointless, decides whether a team is messaging again in two days or spends the whole restriction arguing.
Best practices for a policy appeal
- Subscribe to
account_updateso violations reach an on-call channel, not just an admin inbox. - Keep consent records exportable by number and date; they are the strongest evidence against a spam finding.
- Write the appeal as three facts: what you sent, to whom, and why it fits the policy cited.
- Log every appeal and outcome so repeated issues are visible before the next escalation.
Policy Appeal FAQs
- How long does a WhatsApp policy appeal take?
- Typically 24 to 48 hours. Meta sends the decision through Business Manager, and the violation is either left Unchanged or set to Reversed.
- Can I appeal a WhatsApp Business account ban?
- Often, yes. Restricted and disabled accounts can still appeal or acknowledge violations, and a reversal returns the account to its previous status. Whether a particular violation can be appealed depends on its type, and some spam violations cannot.
- What should I include in a WhatsApp appeal?
- Evidence that answers the policy cited. For spam or consent findings, opt-in records; for content findings, the template text and what the business actually sells, such as licences or website pages; plus a short, factual explanation.
- What happens if my appeal comes back Unchanged?
- The violation and any restriction stand. Wait for the restriction to end, fix the practice that caused it, and avoid a repeat, because later violations bring longer restrictions.
