For India-based businesses with buyers, partners or travellers in Tokyo: who in a LINE-first city will take your messages on WhatsApp, how a buyer moves from a business card to an opted-in contact, which language to write in, and what a +81 message costs in rupees.

See it work

From a business card to a buyer you can message

An Indian supplier meets a Tokyo buyer at a trade fair. Climb the ladder to see what each step lets you send on WhatsApp, and what moves the buyer up.

Meta's policy does not let a supplier message a buyer unprompted: a business may message people only after they have opted in. The ladder turns that rule into steps a sales team returning from a Tokyo trade fair can follow.

Record each step as it happens. InfiQ's consent records keep the source and time of every opt-in, which is the evidence you need if a Tokyo partner's compliance team asks how a number reached your list.

Tier 5 · Asked for new-range news

Marketing, with consent

Why: The buyer asks to hear about new ranges before the next season.

Only an explicit yes to promotions on WhatsApp puts a buyer here, and every promotion carries a way to opt out.

Each rung is a kind of message the relationship now allows. Nothing here is automatic: a buyer moves up only when they do something, and a STOP sends them back to the bottom.

Move 4 of 4: climbs to tier 5, Asked for new-range news (Marketing, with consent). The buyer asks to hear about new ranges before the next season.

Tokyo, and the India link, in official figures

From the Tokyo Metropolitan Government, the Embassy of India in Tokyo and the Japan National Tourism Organization.

Tokyo had an estimated 14.273 million residents on 1 October 2025, about 11.6% of Japan's population, and a daytime population of 16.752 million at the 2020 census.[1]

772,000 foreign residents were on Tokyo's basic resident register on 1 October 2025.[1]

Around 59,000 Indians live in Japan, according to the Embassy of India in Tokyo.[2]

India–Japan trade was US$27.48 billion in FY2025-26: Indian exports of US$6.04 billion against imports of US$21.44 billion.[2]

About 1,500 Japanese companies are registered in India, with nearly 5,000 business establishments, and Japan's cumulative FDI equity in India from April 2000 to March 2026 was around US$48.14 billion.[2]

Japan recorded 42,683,301 visitor arrivals in 2025, up 15.8% on 2024, in JNTO's definitive figures.[3]

Who an Indian business writes to in Tokyo

Four groups, each with its own first messages. Most of them will tell you whether they prefer WhatsApp or LINE if you ask.

Partners of Japanese companies in India

With about 1,500 Japanese companies registered in India, Indian suppliers and service firms have counterparts on both sides of the route.[2]

  • Purchase order and delivery updates
  • Meeting scheduling across IST and JST
  • Document requests before an audit

Indians living in Japan

Around 59,000 Indians live in Japan; banks, insurers, property developers and schools in India write to them.[2]

  • KYC and document requests
  • Premium and EMI reminders
  • Site-visit video call booking

Tokyo's foreign residents

772,000 people were on the city's register in October 2025. Some will prefer WhatsApp for a business in India; ask each one.[1]

  • Order updates from Indian online stores
  • Course and admission follow-ups
  • Appointment reminders

Tour operators sending groups to Tokyo

Japan counted 42.68 million visitor arrivals in 2025; an Indian operator's travellers want their plans in one chat.[3]

  • Itinerary and hotel confirmation
  • Transfer details on landing
  • Same-day changes to the plan

LINE first, and WhatsApp where it is wanted

In 東京, as everywhere in Japan, the everyday messenger is LINE, and the Japan guide shows how far its reach goes. A Tokyo plan that assumes WhatsApp will replace it will disappoint.

The plan that works starts with a question at first contact: which app do you use for business? Record the answer with the opt-in. The buyers, residents and travellers who say WhatsApp get your templates there; the rest you reach the way they asked.

Tokyo is three and a half hours ahead of India and never changes its clocks, so 09:00 in Tokyo is 05:30 in India. Updates a buyer is waiting for go when the event happens; anything promotional waits for Tokyo's working day.

Japanese for the head office, English for everyone else

Meta approves each language version of a template on its own, so a Tokyo programme usually submits two.

Keep the order number, date and amount in the same position in both versions so whoever checks them can compare at a glance.

Replies inside the 24-hour window need no template and can be in the language the customer wrote in. InfiQ's own support team works in English and Hindi.

What an Indian team uses to write to Tokyo

The parts of InfiQ a Tokyo programme leans on.

  • Template manager and library

Draft, submit and track WhatsApp message templates for Meta's approval, starting from a library of 1,000+ ready templates in 27 categories.

Submit the Japanese and English versions of each order and booking template and track both through Meta's approval.

  • Consent records and opt-out enforcement

Each contact's opt-in source and time are recorded, STOP replies are enforced at platform level (even against later imports), and the audit trail exports.

Every rung of the ladder is an opt-in event; each one is stored with its source and time, and STOP is enforced across the account.

  • Developer API and webhooks

A REST API with scoped keys, idempotency keys and per-key rate limits, plus HMAC-SHA256-signed webhooks retried for 24 hours. Included on Growth, an add-on on Lite.

Your ordering portal or ERP sends the passcode or the dispatch update the moment it happens, whatever the hour in India.

  • Shared team inbox

One WhatsApp number answered by a team: 10 users on Lite and 25 on Growth, agent and manager roles, transfers, private notes, labels and canned replies.

Tokyo's morning arrives before dawn in India; overnight messages wait in the shared inbox for the first person on shift.

Questions Tokyo businesses ask

  1. Q1

We swapped business cards with a buyer at a trade fair at Tokyo Big Sight. Can we start messaging them on WhatsApp?

Not yet. A business card is a contact, not permission: Meta's policy requires the person's opt-in to messages from your business. Ask them to scan your WhatsApp QR code or to confirm in writing that they want updates there, and record when and how they agreed. The Japan guide covers what Japan's e-mail law may add.

  2. Q2

Our Tokyo client's staff all use LINE. Is a WhatsApp number still worth setting up for that account?

Often for part of it. LINE is Japan's everyday messenger, and WhatsApp fits the contacts who already use it with you: international staff, some of Tokyo's 772,000 registered foreign residents, and visitors. Ask each contact which app they prefer, record it with their opt-in, and send templates only to those who chose WhatsApp.

  3. Q3

Head offices in Marunouchi write in Japanese, but their India desks write in English. Can one template serve both?

No. Meta approves each language version of a template separately, so submit a Japanese version (ja) and an English one (en), and send each contact the version they chose when they opted in. Write the Japanese natively rather than translating the English line by line, and have a fluent colleague check it before you submit.

  4. Q4

Tokyo is three and a half hours ahead of India. When should our team send order updates there?

Send utility updates when the event happens, because the buyer is waiting for them. Keep anything promotional inside Tokyo's working day: 09:00 in Tokyo is 05:30 in India and 18:00 is 14:30. Japan does not use daylight saving, so the gap stays the same all year, unlike London's or New York's.

  5. Q5

What does a shipment update to a buyer in Tokyo's 23 wards cost?

A shipment update is a utility template: ₹0.9938 per delivered message to a Japanese number, before GST, at Meta's Rest of Asia Pacific rate. A marketing message costs ₹7.41 and a service reply ₹0.9938. Plans start at ₹999 a month, and the converter shows indicative yen amounts.

  6. Q6

Our tour groups fly into Haneda and Narita. Can their arrival and transfer details go out on WhatsApp?

Yes, to travellers who opted in when they booked: flight, transfer and hotel details are utility templates. Meta prices each message by the recipient's country code, so travellers on Indian +91 numbers are billed at the India rate and anyone using a Japanese number at the Japan rate, wherever the phone happens to be.

  7. Q7

We are the Tokyo subsidiary of an Indian company. Can the parent's InfiQ account message our customers?

The Indian parent can hold the account and message Tokyo numbers at the Japan rate; InfiQ bills it in rupees with GST and keeps customer data in India. Personal data moving from Japan to India raises the APPI's overseas-transfer rules, summarised in the Japan guide. If the subsidiary based in Tokyo wants its own account, talk to sales about whether InfiQ fits.
