Belfast is 4 h 30 min behind India
Belfast shares an island and a clock with Dublin, but not a country code. Before an Indian team messages Northern Ireland, it helps to know which side of the border each number sits on.
Belfast
A 10:00–18:00 IST working day is 05:30–13:30 in Belfast (on 21 October 2026; daylight saving moves it).
For Indian exporters, importers and IT firms with buyers, suppliers or staff in Belfast: Northern Ireland is part of the UK, so its numbers are +44, its consent rule is PECR and its rate is the UK line. A Dublin number is not. What differs, what to send and what it costs in rupees.
See it work
Northern Ireland is in the United Kingdom; Dublin is in Ireland. Compare what changes for an Indian team when a contact's number crosses the border.
The trap is a CRM that treats the island as one market. A distributor in Newry and a buyer in Dundalk are a short drive apart, yet one is +44 and the other +353, and each message to them is billed and governed differently.
The United Kingdom guide covers PECR and the soft opt-in for the Belfast side; the Ireland guide covers the Irish rules for the other.
Compared on
A Belfast number
+44 28 landline or +44 7 mobile: the UK side
A Dublin number
+353: the Ireland side of the border
Verdict
Same island, same hour, two rate lines and two consent regimes: keep the country code the customer gave you, never the one you assume from the address.

India opened a consulate in Belfast in 2025. Its commercial brief explains why Indian firms are looking at Northern Ireland now.
India's External Affairs Minister inaugurated the Consulate General of India in Belfast on 7 March 2025.[1]
The Consulate's brief, citing UK Government figures, says 143 Northern Ireland businesses exported £65 million of goods to India in a year, and that the UK–India trade deal is set to bring a £50 million boost to the local economy.[2]
The deal, signed on 24 July 2025, entered into force on 15 July 2026. India's duty on Irish whiskey falls at once from 150% to 75%, and to 40% over ten years.[2]
Under the Windsor Framework, Northern Ireland trades goods freely with both Great Britain and the EU; Invest NI says firms there can sell goods to both without customs declarations or rules-of-origin certificates.[2],[3]
Belfast Harbour handles 70% of Northern Ireland's seaborne trade and 25% of the island of Ireland's, and is the island's busiest cruise port.[4]
The strengths the Consulate's brief and Invest NI name, and the first WhatsApp messages each one sends to a +44 number.
The brief ranks Belfast among the world's leading destinations for fintech and software inward investment.[2]
Northern Ireland is the top international investment location for US cyber security firms, according to the brief.[2],[3]
Advanced manufacturing and engineering are about 30% of Northern Ireland's employment, and its mobile crushing and screening makers produce 40% of the world's output.[2]
The Consulate's brief counts 143 Northern Ireland businesses exporting £65 million of goods to India in a year, and Indian buyers track each order.[2]
Under the Windsor Framework, Invest NI says firms in Northern Ireland can sell goods to both markets without customs declarations, and Belfast Harbour handles 70% of the region's seaborne trade.[3],[4]
Most Belfast templates are English (UK). The Indian community the Consulate works with is the reason for the others.
Meta approves each template once per language, so a Belfast utility template and its Malayalam version are two submissions. Replies inside the 24-hour window can be in any language your agents write; InfiQ's own support works India time, in English and Hindi.
| Language | Meta code | Use it for |
|---|---|---|
| English (UK) | en_GB | Customers, suppliers and candidates in Northern Ireland |
| English (IRL) | en_IE | Contacts across the border on +353 numbers |
| Malayalam | ml | Malayali families; the Belfast Malayali Association's Onam is on the Consulate's calendar |
| Hindi | hi | Community and event messages; the Consulate marks Hindi Day in Belfast |
| Irish | ga | On Meta's list; use it only when a customer has chosen Irish |
Every Northern Ireland landline starts 028, whether it rings in Belfast, Derry or Newry, and mobiles start 07. The API needs both without the leading 0 and with +44: 028 9649 6123 becomes +442896496123. That example and the mobile 07700 900456 come from Ofcom's ranges for drama, which are never allocated to real lines.
The Consulate's calendar shows how much of Belfast's Indian community life runs through events: a Belfast Mela finale at Botanic Gardens on 30 August 2026, Yoga Day sessions in Belfast and Londonderry, a reception for India's men's cricket team. Reminders to people who registered for an event are utility messages; inviting people to the next one is marketing.
Marketing to individuals in Belfast needs consent, or PECR's soft opt-in for existing customers, plus Meta's own opt-in to WhatsApp. If your business is based in Belfast, talk to sales about whether InfiQ fits; InfiQ bills India-based businesses in rupees and keeps customer data in India.
Prices in ₹ and GBP
A +44 28 or +44 7 number in Northern Ireland costs exactly what a London number does: ₹1.93 for an order or shipment update, ₹5.58 for a promotion, ₹1.93 for a one-time code and ₹1.93 for a service reply, in rupees before GST.

Plan prices are monthly, in rupees, excluding GST; yearly billing is two months free. Messages are charged per delivered message on top of the plan, at the rate for the recipient’s country. Full details: InfiQ pricing. A +353 number across the border bills at InfiQ's Rest of Western Europe line, and a +91 number at the India rate (₹0.19 for utility). Plans start at ₹999 a month; the converter shows pounds and euros for budgeting, and the invoice is in rupees.

Four parts of InfiQ that matter when the contact list straddles a border.
InfiQ publishes its per-message rate for every Meta market in rupees, ex-GST, so the cost of messaging customers abroad is known before you send.
The UK and Rest of Western Europe lines are both published in rupees, so a list split between Belfast and Dublin can be costed before the send.
Learn moreConsent records and opt-out enforcement
Each Belfast contact's opt-in source and time are kept, which is the record an ICO complaint would ask for, and STOP holds across imports.
Shared team inbox
Replies from a Belfast supplier or client arrive in the afternoon IST; a team in India and a colleague in Northern Ireland can answer the same number.
Customer data hosted in India
Fintech and cyber security clients in Belfast will ask where message data sits; InfiQ processes it in India and lists its subprocessors.

Dublin is the nearest city page and the clearest contrast: same time, different country code, different rate line and a different consent law.
Question: A buyer moved from Belfast to Dublin and now uses a +353 number. Does the cost of our order updates change?
Answer: Yes. Meta charges by the recipient's country code, so updates to the old +44 number were billed at the United Kingdom line and the new +353 number bills at InfiQ's Rest of Western Europe line. Ask for fresh opt-in on the new number; it is a new contact under Irish rules.
Question: Our CRM lists Northern Ireland customers with 028 numbers. Can templates reach them?
Answer: Only if that number has a WhatsApp account. 028 is the landline code for all of Northern Ireland, so when you collect the opt-in, ask for the number the customer actually uses WhatsApp on, usually an 07 mobile, and store it as +447 followed by the remaining digits.
Question: India's whiskey duty is falling under the trade deal. Can our import desk confirm orders with a Northern Ireland distillery on WhatsApp?
Answer: No. WhatsApp's Business Messaging Policy lists alcohol among the goods a business may not buy, sell, promote or otherwise facilitate on WhatsApp, and allows alcohol messaging on the Business Platform only in listed countries. Neither the United Kingdom nor India is on that list, so whiskey orders, price lists and shipment notes cannot go to a +44 number. Keep the distillery on email, and use WhatsApp for your desk's other goods.
Question: Belfast clocks go back on 25 October 2026. What happens to our 10:00 Belfast send scheduled from India?
Answer: Under BST, 10:00 in Belfast is 14:30 IST; after the change to GMT it is 15:30 IST, until British Summer Time returns on the last Sunday of March. Schedule in Europe/London time and the IST hour moves for you; Dublin changes on the same night.
Question: We invite members of the Belfast Malayali Association to our Onam events. Can those invitations go on WhatsApp in Malayalam?
Answer: Yes, to people who opted in to your messages. Meta accepts Malayalam (ml) templates, approved separately from the English version. An invitation to a future event is marketing at ₹5.58; a reminder to someone already registered is utility.
Question: Our client in Belfast's cyber security sector wants to know where our WhatsApp data is processed. What can we say?
Answer: InfiQ processes customer data in data centres in India and publishes its subprocessor list, with TLS in transit, AES-256 at rest and role-based access. For the UK transfer question, the United Kingdom guide explains what to check with your client.
